General Description of the Programme
GOAL is delivering humanitarian aid, in cooperation with local partners, to displaced persons in Idlib Governorate in the north west of Syria. Conditions on the ground in Syria in relation to safety and security continue to develop and these developments present both opportunities and risks for GOAL’s operations. The fluidity of the situation will require consistent vigilance on an organisational and
personal level if risks to the programme are to be properly identified and mitigated against.
General Description of the Role
The Safety & Security Coordinator will inform senior management of safety and security related issues and ensure that they are kept informed of all security developments and are in a position to take appropriate action when required. The Safety and Security Coordinator is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that these systems and procedures are adhered to at all times. The Security Coordinator is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.
Overall Objectives
• To ensure that appropriate systems and procedures are in place and are fully operational
• To improve and drive the threat assessment and risk analysis process;
• Develop information systems so as to provide analysis of potential threat to GOAL programmes
• To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Syria and that they take all necessary steps to minimize the risks they face or to mitigate the impact of an safety or security event occurring.
• To maintain close contact with information sources in both Turkey and Syria. This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training, support and supervision to all staff and institutionalising the collection, analysis and dissemination of security information.
Key Duties
• To be a focal point for Safety and Security issues for GOAL operations.
• To liaise with the Global Security Advisor in terms of information and analysis
• To be familiar with GOAL’s Safety and Security procedures and policies and support the Country Director in ensuring that these are adhered to at all times.
• To continually review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location.
• Develop contingency plans as required
• Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security trees.
• Where possible, conduct field visits to assess that the field sites comply with safety and security procedure.
• Provide recommendations to the Country Director on any aspect of a field site’s safety or security management which requires improvement. Included in the recommendations should be guidance on how to implement the recommended improvements.
• As tasked by the Country Director, either directly implement recommended improvement or support other staff designated with the task of implementing the recommendations.
• Implement and advise on in-country training for GOAL staff in relation to safety and security,
• Develop a progressive training/revision programme for all staff and as required, source external training to meet identified training needs.
• Ensure that there is adequate focus on training / refresher training needs for Drivers and guards.
• Ensure regular training / refresher training related to fire fighting and first aid.
• Ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational
• Liaise with all appropriate parties with respect to security issues.
• Initiate, review and collate security incident reports for each location and initiate appropriate ‘lessons learnt’ processes.
• Provide security briefings as part of the induction for new staff and visitors.
• Prepare weekly security sitrep for the Country Director.
Requirements: (educational, language, etc.)
• At least 3 years field experience with an INGO or within the international community with responsibility for safety and security management;
• Fluent written and spoken English;
• Proven ability to produce timely situation reports and an analysis of events.
• Sound judgment, diplomatic tact, maturity and common sense;
• Experience in liaising with various agencies;
• Experience in working with a team;
• Experience in designing and providing safety and security training;
• Knowledge and understanding of the political, social and security situation within Syria and in the Syria/Turkey border area.
• Knowledge of Arabic is preferred but not required.
Contract Length: 1 year, with 6 month probationary period
Start Date Required: ASAP
