PR and Outreach Specialist - Tashkent

Project Title/Department: Rule of Law Partnership in Uzbekistan (ROL) Project/Good Governance Unit

Duty station: Tashkent

Work status (full time / part time): Full time

The overall goal of the project is competence and impartiality in judicial system. Project will provide technical assistance to the Supreme Court of Uzbekistan to enhance public access and trust, achieve greater alignment with international standards of integrity and rule of law in the civil courts. In addition, transparency of economic disputes will be increased in partnership with the Higher Economic Court. Law enforcement mechanisms will be improved to ensure comprehensive approach to enhancing accessibility of justice for citizens in partnership with the Judicial Department of the Ministry of Justice. To ensure sustainability, new court administration procedures and amendments to procedural legislation will be introduced into Civil Procedure Code and Economic Procedure Code and incorporated in the curriculum and resource materials of both Lawyer Training Center and Law University.

The ROL project will identify concrete challenges and implement corresponding activities that can measurably improve judicial functionality. Through agreed upon interventions, this project will help strengthen judicial independence and accountability, a critical step towards improving the rule of law in Uzbekistan and ensuring the nations’ further progress towards a democratic society. The project will work on improving services, making citizens feel invested in the court system and increasing citizen access to the courts (civil and economic). This will be achieved through improving judicial system performance, enhancing the knowledge and technical skills of judges, lawyers and court personnel and increasing responsiveness to citizen feedback regarding the judicial process.

The ROL project has 3 main objectives:

1)         Increasing court responsiveness to citizen feedback on civil justice administration through development of institutional mechanisms for public awareness raising;

2)         Enhancing the knowledge and technical skills of judges, lawyers and court personnel;

3)         Improving court administration systems and performance.

While the project envisions the Supreme Court of Uzbekistan as its primary point of contact and main national implementing partner, it will also closely collaborate with the Research Centre under the Supreme Court; the Judicial Department under the MOJ; the MOJ Lawyer Training Centre; the Tashkent State University of Law; the Higher Economic Court; the Legal Problems Research Centre and other justice sector reform champions which possess the political will to implement reforms. Through working with a number of partners, the project can ensure that maximum impact is achieved, as well as a strategic, coordinated and holistic approach to increasing public access to and trust in Uzbekistan’s judicial system. The approach will not only include national partners, but will also cooperate with international organizations and donors, to provide for a coordinated response to national development needs. Funded by the United States Agency for International Development (USAID), the project will closely work with USAID in accordance with the Cooperative Agreement No.AID-176-IO-14-00001.

Under direct supervision of the Project Manager and overall guidance of the Head of Good Governance Unit, the PR and Outreach Specialist will be responsible for the satisfactory achievement of the entrusted tasks, as described below:

The project will work towards this goal through a primary partnership with the Supreme Court and, as appropriate, other justice sector stakeholders, building on these institutions’ capacities to strengthen public trust and achieve greater alignment with internationally-recognized standards of civil court’s accountability, rule of law and judicial performance.

The adaptation needs arise when the anticipated risks or experienced impacts of climate change require action to ensure the safety of populations and the security of assets. Adaptation measures are increasing and becoming more integrated within wider policy frameworks. Integration, while it remains a challenge, streamlines the adaptation planning and decision making process and embeds climate sensitive thinking in existing and new institutions and organizations. This can help avoid mismatches with the objectives of development planning, facilitates the blending of multiple funding streams and reduces the possibility of maladaptive actions.

The frequent occurrence of drought, an overall trend of aridification and projected drying of Uzbekistan’s poorest region, Karakalpakstan, place serious strains on water availability, is causing a decline in land productivity and in turn of the ability of rural poor to withstand the current and future impacts of climate change.

The objective of the new large-scaled UNDP/Adaptation Fund (AF)/Government of Uzbekistan project is to develop climate resilience of farming and pastoral communities in the drought prone parts of Uzbekistan, specifically Karakalpakstan. The project will help the central, regional and local governments and vulnerable farmers and pastoralists to withstand the current and future impacts of climate change: aridification and projected drying of this region that places serious strains on water availability resulting in a decline in land productivity.

Under direct supervision of the Head of Environment and Energy Unit, the Project Manager is fully responsible for operational and programmatic management of the project according to the project document, UNDP corporate rules and procedures. The main task of the Project Manager (PM) will be to lead a team of national and international staff towards the successful implementation of the project. The PM will have the overall responsibility for ensuring the Project and its staff functions effectively. The PM will work to ensure the technical direction of the project is maintained and key outputs are achieved in a cost effective and timely manner. Project Manager - Tashkent

Project Title/Department: Support to Enhancement of Lawmaking, Rulemaking and Regulatory Impact Assessment (RIA project)  

Duration of the service: 6 months with possible extension (subject to satisfactory performance)

Reports To: Head of GGU

Overall goal of the RIA project is to strengthen national capacity for public policy development through sustainably increase the quality of public policy content, introduction of tools for evidence-based policy making (RIA, anti-corruption expertise), and contribution to the overall public policy agenda by promoting multi stakeholders involvement in public policy development and law drafting processes.

The first component of the RIA project is the work of the executive branch of the government in developing public policy and new legislation. Within this stage of the process there are generally accepted standards for how public policy is developed. These include:

•The need for a rigorous analytical process by which evidence is gathered and options are developed as to how to address perceived public policy problems;

•The standardized use of Regulatory Impact Analysis (RIA) as a means of presenting the public policy problem and the evidence and options for addressing this problem;

•Ensuring all proposals is considered in light of international governance standards. For example as related to anti-corruption expertise of draft laws and regulations;

•Engaging citizens in an inclusive manner to reflect the perspectives of various stakeholders before proposals are endorsed.

The second component of the Project deals with the law-making process which starts when the executive has endorsed a legislative proposal and it has been introduced in the Parliament for consideration and review. During the first part of the process the parliament takes the lead in reviewing what the executive has developed and considers amendments and changes before determining whether or not to adopt the legislation. Key aspects of this component include:

•Broad and inclusive public consultations to ensure all interested citizens, civil society groups and other stakeholders have a chance to provide feedback on the content of the draft law. Such consultation is conducted by (i) parliamentary committees; and (ii) party factions and individual deputies and senators;

•Access to technical expertise that can provide the parliament with detailed knowledge of the topic that is being considered in a draft law.
