INTERPOL is the world’s largest international police organization, with 190 Member Countries. Created in 1923, it facilitates cross-border police co-operation, and supports and assists all organizations, authorities, and services whose mission is to prevent or combat international crime. INTERPOL is now looking for one qualified candidate as Criminal Intelligence Officer within the Maritime Security Sub-Directorate, which is part of the Counter-Terrorism, Public Safety & Maritime Security Directorate.
Job Title: Criminal Intelligence Officer
Reporting To:Project Manager - CRIMLEA
Location:Regional Bureau for East Africa Nairobi, Kenya*
Duration:1-year Fixed-Term Contract , renewable for a maximum of 3 years.**
Grade: 5
Level of Security screening:Basic

The overall objectives is to assist the CRIMLEA Project Manager in the implementation of the different aspects of the programme.
PRIMARY DUTIES
  1. Act as a point of contact for member countries requiring assistance or advice on the specific area of activity including investigations;
  2. Contribute to the organization and participate in training activities, expert group meetings and conferences linked to maritime security in Eastern Africa;
  3. Monitor, under the supervision of the project manager, the quality of service provided to beneficiary countries
  4. Identify improvements to the implementation of the program;
  5. Contribute to drafting of progress and analytical reports;
  6. Represent the project manager in internal and external fora when requested;
  7. Maintain regular contact, under the supervision of the project manager, with the various beneficiaries and stakeholders under the programme;
  8. Pursue strategic partnerships with appropriate third organizations and institutions;
  9. Contribute to identify major trends as regards maritime piracy in the Eastern African region;
  10. Suggest remedies and best practice solutions to problems limiting the effectiveness of law enforcement agencies;
Perform any other duties as required by the supervisor.
REQUIREMENTS
All candidates will be assessed on the under mentioned requirements.
2.1 Training/Education required
• Three-to-four years’ education at a University or other specialized higher education establishment (preferably in Law, Public Policy or Police Management).
2.2 Languages
• Excellent Command of English (written and oral) as working language.
2.3 Experience required
• At least three years in the area in question.  Ten years’ experience in the area is required if the post holder does not have the required level of education.
• Sound experience as a law enforcement officer
• Knowledge and understanding of broader police training needs;
• Background in criminal investigations and/or criminal analysis;
2.4 Specific skills required
• proficiency with Office software, computers and Internet
• Strong communication skills, both in written and oral form (public speaking and delivery of presentations).
2.5 Special aptitudes required
  • Sound organizational skills;
  • Personal and professional maturity;
  • Ability to maintain objectivity and apply logical reasoning;
  • Ability to work in teams as well as individually;
  • Good social skills, particularly in a multicultural environment;
  • Initiative, creativity (original thinking) and curiosity;

  • Ability to :
    - think/plan operationally and strategically
    - Prepare written documents, including reports and visual presentations that - meet professional standards

    - work well under pressure (meet sudden deadlines)
     
In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.
  • Law enforcement training (preferably at senior level) is desired;
  • Experience in resource administration/logistics would be an asset;
  • Experience working in an international environment would be highly desirable; either from employment in an international organization or from participating in e.g. international working groups, joint international projects etc.;
  • Fluency in French would be an additional asset. Knowledge of another of the Organization’s official languages (Spanish or Arabic) would be useful.
WORKING CONDITIONS
  • Remuneration for appointment on contract: The starting salary for grade 5 is EUR 2933 per month for a step 1.

  • This post requires occasional travel on missions, sometimes of a long duration and at short notice.
  • The incumbent will also be required to work occasional overtime based upon workload.
