Forcier Consulting is a leading development research consultancy firm operating in South Sudan, Egypt, Kenya, and Somalia. Our core services include research, capacity building training, and strategic planning for UN agencies, NGOs, governments, and private sector clients operating in post-conflict environments and other challenging contexts. Forcier Consulting is seeking a Country Director to lead its team of 25 full-time staff in South Sudan.

Job Description:

The Country Director will report to the CEO and will be responsible for the overall management activities being undertaken by the company in South Sudan, as well as identifying and pursuing opportunities on behalf of Forcier Consulting in South Sudan. Specifically, the duties of the South Sudan Director are:

Oversee the Research Programme Manager and Administrative Manager on a daily basis, providing support where necessary and ensuring overall efficiency of the Juba office;Manage relationships with clients and partners including government bodies, donors, UN agencies, NGOs, private sector enterprises and civil society associations;Submit monthly internal progress reports to the CEO;Attend meetings with current and potential clients, major planning meetings and other cluster or government meetings as required;Maintain quality standards in programming in line with Forcier Consulting’s mission and values as well as international standards for research;Develop and regularly update institutional policies, procedures and systems for the administration, finance, project management and security of the South Sudan country program;Contribute to strategy, policy, and organizational planning, including attending strategy review meetings;Supervise staff in line with Forcier Consulting’s performance management framework, including the setting of annual performance objectives and development plans, annual performance appraisal, and consistent employee feedback throughout the year;Ensure that systems and processes are implemented and adhered to for recruitment, compensation and benefits, labor law and taxation compliance, staff health and safety, staff training and development, employee relations and performance management;Ensure that country office staffing is maintained at an appropriate level and within budget; andResponsible for facilitating annual operational planning and budgeting and 3-year strategic planning for the Country Office in collaboration with the local staff and the CEO.

Required Education and Experience:

Advanced degree (master’s degree or equivalent) in political science, social science, international relations, business administration, finance or relevant field. First level university degree with relevant combination of academic qualifications and work experience may be accepted in lieu of an advanced university degree.Minimum 5 years experience working in developing countries, with at least 2 years in post-conflict or complex environments. Experience in South Sudan, East Africa or the Horn of Africa will be considered an asset.Experience in senior level positions, working with organization leaders and demonstrating capacity to engage effectively at high-level events.Demonstrated leadership skills and ability to manage a large, complex, diverse team of people through a participatory and enabling management style.Demonstrated experience with managing budgets, financial reporting, proposal writing, project management and reporting.

Required Knowledge and Skills:

Fluently spoken and written English; Arabic will be considered an asset.Advanced Microsoft Office skills. Knowledge of qualitative, quantitative and ethnographic research methodologies. Knowledge of STATA is strongly preferred.Excellent administrative, organizational and time management skills, strong analytical and problem-solving skills.Excellent interpersonal, communication and teambuilding skills. Strong networking skills.Awareness of cultural diversity and political sensitivities and ability to address such issues with tact, diplomacy and sensitivity.Commitment to Forcier Consulting’s mission and core values.
