The Intergovernmental Relation Technical Committee (IGRTC)was established pursuant to the provisions of Section 11 of the Intergovernmental Relations Act, and includes implementing the decisions of the National and County Government Coordinating Summit (Summit) and the Council of Governors (CoG).
IGRTC has advertised for the following positions:

(1)        DEPUTY DIRECTOR HUMAN RESOURCES MANAGEMENT, DEVELOPMENT AND ADMINISTRATION, IGRTC GRADE 3 (1 POST)

SALARY  MINIMUM 175,089.00
(a)     Job Description
An officer at this level will be responsible to the Director, Corporate Services for overall management of the Human Resource and Administration Function.  Duties and responsibilities will entail:
(i)           Coordinating the development of human resource management and administration policies, strategies, plans and programmes.
(ii)          Coordinating recruitment, staff training and development programmes and industrial relations matters.
(iii)         Coordinating the implementation of the performance management system;
(iv)        Facilitating human resource planning and succession management;
(v)          Overseeing the provision of office accommodation and equipment.
(vi)        Overseeing the management of assets for IGRTC, transport, records, security services and other general administrative activities and programmes;
(vii)       Mentoring and coaching staff

(b)     Job Specifications
For appointment to this grade, an officer must:

(i)           Have served in the grade of Assistance Director, Human Resource Management for a minimum period of three (3)  years, in a busy organization,

(ii)          Have Bachelor’s degree in either Human Resource Management or Industrial Relations, or an equivalent qualification from a recognized institution; 

OR
Have a Bachelor’s degree in any other Social Science plus a Diploma in                 either Human Resource Management or Industrial Relations, or an    equivalent qualification from a recognized institution;
 
     OR

            Have a Bachelor’s degree in either Public Administration or Business Administration, or an equivalent qualification from a recognized institution;

(iii)         Be registered with the Institute of Human Resource Management    (IHRM) or any other relevant professional body;

(iv)        Have a Certificate in Strategic Leadership Development Programme lasting not less than four (4) weeks from a recognized institution.

(v)          Be of proven integrity, transparency and accountability.

(vi)        Be proficient in computer applications;

(vii)       Have a good understanding of the mandate of IGRTC and the role of human resource management and administration in realization of the same; and

(viii)      Have demonstrated outstanding professional competence and managerial and leadership ability as reflected in work performance and results.

(2)        DEPUTY DIRECTOR FINANCE OFFICER,     IGRTC GRADE 3
(1 POST)
 
        SALARY   MINIMUM   175,089.00
(a)        Job Description
Deputy Director Finance Officer will head and coordinate activities of the Finance Department. He will be responsible to the Director Corporate Services for developing budgetary requirements and overseeing financial management.
Specific duties will entail:
(i)           Systematic scheduling of expenditures consistent with work plans

(ii)          Contract Liability projections for the identification and budgeting of contractual and legal financial obligations

(iii)                     Budget planning, preparation and implementation at IGRTC

(iv)        Coordinating the preparation of annual work plans, procurement plans and cash management

(v)                      Advising the accounting Officer on financial management matters

(vi)        Coordinating the preparation of  IGRTC Expenditure Reviews and the sector report Provide leadership in budget management

(vii)       Take charge of all matters pertaining to the budget, including preparation, printing and submission of the estimates to Parliament

(viii)      Deal with parliamentary questions and issues pertaining to   expenditure, monitoring and control

(ix)                    Advise the Treasury on Budget management  and

(x)                      Assess the risks involved in new and existing budget policies.


(b)                        Job Specification

For appointment to this grade, an officer must have;
(i)           Served in the grade of Deputy Chief Finance Officer/Senior Assistant Director Budget or a comparable and relevant position in a busy organization for at least three years (3)

(ii)          Bachelor’s degree in Business Administration Economics, Finance, Commerce or in a finance related discipline from a recognized university

(iii)         Shown outstanding capability in Financial Management  and

(iv)        Attended Senior Management course lasting not less than four weeks and Public Sector Financial Management course not less than four weeks from a recognized institution.

In addition to the above requirements, an officer must have the following key competencies:

(3)     CHIEF ACCOUNTANT, IGRTC GRADE 7 (1 POST)

        SALARY MINIMUM   77,590.00
(a)     Job Description
A Chief Accountant will be deployed to head one or more divisions of an Accounting Unit. Work at this level will be similar to those performed by the Senior Accountant but of wider scope and higher complexity. Will be reporting to Director Corporate Services.
Duties will entail:
(i)      Planning, directing, coordinating, supervising areas of control, training and development of staff under him/her,
(ii)      Setting targets for the division
(iii)     May occasionally be required to undertake ad hoc assignments relating to accounting services. May be called upon to assist in preparations of final   accounts.
(v)          Will ensure safe custody of assets and records under him/her and will also be responsible for authorizing payments and signing of cheques subject to set limits.
(Vii)    Will be responsible for timely and accurate preparation of         management reports that fall under his/her division.
(vi)        Will be responsible for providing guidance to officers under him/her to achieve the desired results.

 (b)    Job Specification
For appointment to this grade, he/she must have: -
(i)         Served in the grade of Senior Accountant, in a comparable and relevant position in a busy organization for a minimum period of three (3) years.

(ii)        A Bachelor’s degree in Commerce (Accounting or Finance option) and passed Part II of the Certified Public Accountants (CPA) Examination

OR
Passed Part III of Certified Public Accountants (CPA) Examination.
(iii)       Attended a management course lasting not less than four (4) weeks from the Kenya School of Government or any other recognized institution.

(iv)          Shown merit and ability as reflected in work performance and results.

In addition to the above requirements, an officer must have the following key competencies:

(4)    PRINCIPAL INFORMATION COMMUNICATION TECHNOLOGY OFFICER, IGRTC GRADE 6   (1 POST)
        SALARY MINIMUM 91,190.00
Officer will be reporting to the Director Corporate Services
(a)                 Job Description

Duties   and   responsibilities   at   this   level   will   involve:
(i)    Systems development, implementation and allocation
 (ii)     Coordinating systems development, implementation and maintenance
(iii)   Carrying out feasibility studies
(iii)               Preparing progress reports of the systems development;
(iv)   Evaluating systems and ensuring adherence to established ICT standards      
              (v)     Training and preparing staff performance reports
(vi)    Planning, monitoring and evaluating program/activities within an Information
Communication Technology division/Unit;
(vii)   Ensuring adherence to Information Communication Technology standard

(b)                Job Specifications

For appointment to this grade, an officer must have:
(i)           Bachelor degree in information technology
      
 OR
         Bachelor degree in Business and information technology or any other approved equivalent qualifications from a recognized University.

(ii)          Served in the grade of Chief Information Communication Technology Officer or in an equivalent and relevant position in a busy organization for a minimum period of three (3) years

(iii)                   Attended a Management Course lasting not less than four (4) weeks and

(iv)        Demonstrated professional ability, initiative and competence in organizing and directing work.

In addition to the above requirements, an officer must have the following key competencies:

(i)                   Interpersonal skills including being a team player

 (5)    PRINCIPAL INTERNAL AUDITOR IGRTC GRADE 6 (1 POST)
           SALARY MINIMUM 91,190. 00
An officer at this level will be responsible for efficient co -ordination and control of audit operations. He will be reporting to the Director Corporate Services.
(a)                Job Description
(i)              Identify activities subject to audit coverage
(ii)          Evaluating their significance and assessing the degree   of risk inherent in terms of the audit cost involved
(iii)           Determining adequacy  and effectiveness of internal control systems
(iv)        Carrying out investigations on irregularities identified or reported in audit reports
(v)            Ensuring IGRTC assets are safeguarded and properly utilized.

(b)                Job Specification
For appointment to this grade an officer must have:
(i)   Have  served for at least ten (10) years in the field of  finance or a related                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                            
      Field, three (3) of which should have been at the grade of Chief Internal   
      Auditor or in a comparable position in a busy organization.

 (ii)  Served as Chief Internal Auditor for at least three (3) years.
(iii)     Bachelor degree in Business Commerce (Accounting/ Finance) option and holds a post Graduate Diploma in Internal Auditing or comparable qualifications from a Recognized Institution

OR
(V)    Has served for at least five (5) years in the grade of Chief Internal Auditor       and in possession of CPA part II or CIA part III
 In addition he must have:
(i)                 Attended the four (4) weeks Senior Management Course in a
         Recognized Institution
(ii)        Be a registered member of the institute of Internal Auditors (IIA) or the institute of Certified Public Accountants Kenya  ( ICPAK), or Information Systems Audit and Control Association (ISACA) or Certified Fraud Examiners (CFE)
(iii)     Have demonstrated administrative capabilities and a high degree of competence in planning , conducting and supervision both financial management audits as well as running a unit efficiently and
(iv)      Be a person of high integrity and has demonstrated  outstanding leadership qualities

(6)    PRINCIPAL SUPPLY CHAIN MANAGEMENT, IGRTC GRADE 6 (1 POST)
SALARY MINIMUM   91,190.00    
(a)                Job Description
(i)         At this level the officer will be required to monitor the implementation of supply chain management policies
(ii)        The officer will monitor guidelines and procedures issued by the Directorate of Supply Chain Management from time to time and recommending appropriate action where necessary.
(iii)       He will be in charge of procurement department or perform a variety of duties which include planning, coordinating ,organizing, and  controlling activities in the supply chain management department
(iv)      Ensuring correct interpretation and implementation of the public procurement and disposal act.

(b)                Job Specification
(i)           Served in the grade of Supply  Chain Management Officer or in a comparable and relevant position in busy organization for a minimum period of three (3)
(ii)          A management course lasting not less than one month
(iii)         A Bachelor Degree in procurement , or Supply Chain Management
(iv)        Demonstrated general administrative ability required for direction, control and implementation of public procurement and disposal act.

(7)     PRINCIPAL RECORDS MANAGEMENT OFFICER IGRTC GRADE 6 (1 POST)
SALARY   MINIMUM 91,190.00 

(a)        Job Description
At this level an officer will be responsible for overseeing an operation in various registries specifically he will be:
(i)     Responsible for planning appropriate office accommodation for registries
(ii)      Preparation and submission of budget estimates for registry services
(iii)         Initiating appraisal and disposal of files documents and records in accordance with regulations
(iv)          In additions the officer will be responsible for supervision guidance and development of staff under him.

(b)        Job Specification
For appointment to this grade, he must have:
(i)      Served in the grade of   Chief Records Management Officer or in a relevant and comparable position in busy organization for a minimum period of three (3) years

(ii)      A Bachelor Degree in Information Science/Record Management or equivalent qualifications from a recognized institution and

(v)          Shown outstanding professional competence and administrative ability in the management of the records function

For appointment to this grade, an offer must have:

(iii)         Certificate in Secretarial Management Course from Kenya School of Government or any other Government Training Institute
(iv)        Certificate in Supervisory Skills Course lasting not less than two (2) weeks from a recognized institution.

(i)           Facilitating activities of the Summit

(ii)        Analyzing and researching on issues identified for inclusion into the Agenda for the Summit;

(ii)          Bachelor’s degree in any of the following disciplines:  Public/Business Administration,   Management, Economics,   Project Planning and Management, Leadership and Governance/Management or its equivalent qualifications from a recognized institution;

(iii)         Attended a senior management course lasting not less than four (4) weeks from a recognized institution;

(10)   PRINCIPAL INTER-GOVERNMENTAL RELATIONS OFFICER (COUNCIL OF GOVERNORS AFFAIRS), IGRTC GRADE 6 (I POST)

SALARY MINIMUM 91,190.00

(a)                    Job Description
(i)           Researching on and analyzing issues identified for inclusion into the Agenda for the Council of Governors Meeting;

(ii)          Participating in the organization of the Council of Governors Meetings, including documents for the Meetings;

(iii)         Rapporteuring in Council of Governors Meetings and compiling Minutes and necessary reports;

(iv)        Receiving reports and monitoring the implementation of the inter-county agreements on inter- county projects;

(v)                      Organizing  the County Secretaries’  Meetings;

(vi)                    Considering matters of common interest to County Governments;

(vii)       researching on and recommending action on issues relating to Inter-Governmental relations referred to the Council of Governors by members of the public;

(viii)      Preparing draft Annual Council of Governors Reports for discussion before submission to the National Assembly, the Senate and County Assemblies, as well as quarterly reports for consideration and submission to the Council of Governors;

(ix)        Receiving and analyzing progress reports on implementation of Council decisions.


(b)                      Job Specification
For appointment to this grade an officer must have:
(i)      Served in the Grade of Chief Officer  or in the Public Service or served in any other reputable organization for at least six (6) years, three (3) of which should have been in the grade of Chief Officer or an equivalent position for a minimum period of three (3) years;

(a)     Job Description

Duties and responsibilities at this level will entail:

(i)      Facilitating consultation, coordination and cooperation between the National and County Governments, and amongst County Governments

(ii)        Consolidating reports from other inter-governmental forums on matters affecting national and counties interests or relating to the performance of counties for consideration

(iii)       Facilitating establishment of sectorial working groups         

(iv)      Convening consultative fora on sectorial issues                                                                                 

(v)        Consolidation and analysis of reports from inter-governmental                                                                              sectoral forums

(vi)      Facilitating forums for sharing of information on the performance of the counties in the execution of functions with the objectives of learning and promotion of best practices and where necessary, initiating preventive or corrective action

(vii)     Implementation of mechanisms for alternative dispute resolution between the two levels of the governments and between and within counties

(b)     Job Specification

For appointment to this grade, an officer must:

(i)           Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;

(12)  PRINCIPAL INTER-GOVERNMENTAL RELATIONS OFFICER (POLICY HARMONISATION AND LEGISLATION), IGRTC GRADE 6 (1 POST)
SALARY MINIMUM 91,190.00
(a)                Job Description

An officer at this level will be based at the headquarters or in a region. Duties and responsibilities will entail:
(i)           Analysis of existing policies, legislation and regulations at both levels of Government to establish policy gaps between two levels of Government
(ii)          Providing technical support in development, review and harmonization of policies between the two levels of Government and amongst the counties
(iii)         Undertaking research on legislation and policy issues pertaining to devolution affairs
(iv)        Supporting and advising counties on emerging legislation and policy issues.
(v)          The officer will develop annual work plans and performance targets for the region of deployment and supervise, guide and develop staff under him/her.

(b)     Job Specifications
For appointment to this grade, an officer must:
(i)           Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;

(ii)          Bachelor’s degree in any of the following disciplines: Public/Business Administration, Law, Policy Analysis, Leadership and Governance, or equivalent qualifications from a recognized institution.

(13)   PRINCIPAL INTER-GOVERNMENTAL RELATIONS OFFICER (FUNCTIONAL ANALYSIS, COSTING AND TRANSFER OF FUNCTIONS), IGRTC GRADE 6 (1 POST)

SALARY MINIMUM 91,190.00

(a)        Job Description

An officer at this level may be deployed at the headquarters or in a regional office
Duties and responsibilities at this level will entail:
(i)           Validating the inventory of the existing assets and liabilities of government, other public entities and local authorities
(ii)          Research on and making recommendations on the effective management of assets of the national and county governments;
(iii)         Coordinating transfer of assets and liabilities
(iv)        Facilitating analysis and transfer of residual functions to either level of government as provided under Fourth Schedule
(v)          Participating in the development of mechanisms and procedures for transfer of staff between national and county governments and between counties
(vi)        Facilitating the transfer of assigned functions by mutual agreement between the two levels of government
(vii)       Facilitating the transfer of functions, power or competencies from and to either level of governments.

(b)         Job Specification
For appointment to this grade, an officer must have:-

(i)           Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which three (3) should have been in the grade of Chief Officer for at least three (3) years;

(ii)          Bachelor’s degree in any of the following disciplines:  Commerce, Procurement/ Supplies Management, Human Resource Management/ Development, Law, Public/Business Administration, Management, social sciences or its equivalent  qualification from a recognized institution;

SALARY MINIMUM 91,190.00

(a)        Job Description

An officer at this level may be deployed at the headquarters or in a regional office where duties and responsibilities will entail:-

(i)         Validating the inventory of the existing assets and liabilities of government, other public entities and local authorities

(ii)        Research on and making recommendations on the effective management of assets of the national and county governments; coordinating transfer of assets and liabilities

(iii)       Facilitating analysis and transfer of residual functions to either level of government as provided under Fourth Schedule

(iv)      Participating in the development of mechanisms and procedures for transfer of staff between national and county governments and between counties

(v)        Facilitating the transfer of assigned functions by mutual agreement between the two levels of government

(vi)      Facilitating the transfer of functions, power or competencies from and to either level of governments.


(b)        Job Specification

For appointment to this grade, an officer must have:-

(i)           Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;

(ii)          Bachelor’s degree in any of the following disciplines:  Commerce, Procurement/ Supplies Management, Human Resource Management/ Development, Law, Public/Business Administration, Management, social sciences or its equivalent qualification from a recognized institution;
(iii)         Certificate in computer applications from a recognized institution;

(iv)        Senior Management course lasting not less than four (4) weeks from a  recognized institution;

(v)          Have a certificate in negotiation from a recognized institution

(vi)        Demonstrated a high degree of professional competence as reflected in work performance and results.



(15) PRINCIPAL MONITORING AND EVALUATION OFFICER, IGRTC GRADE 6 (1 POST)
SALARY MINIMUM 91,190.00
(a)     Job Description
Duties and responsibilities at this level will entail:-
(i)           Monitoring the implementation of national and county governments development plans and recommending appropriate action
(ii)          Preparing and submitting quarterly reports on monitoring and evaluation
(iii)         Evaluating the performance of national and county governments and recommending appropriate action
(iv)        Participating in policy development and review at the Committee
(v)        Ensuring development and implementation of the Strategic Plan and Service Charter
(vi)        Organizing the development, implementation and evaluation of the Performance Contract and Master plan
(vii)       Preparing reports on progress of the implementation of projects and programmes;
(viii)      Planning for project prioritization process for MTEF in accordance to Budget calendar; carrying out service delivery surveys
(ix)        Coordinating the preparation of development plans; interpreting and providing advice on planning and policy issues
(x)        Carrying out feasibility studies on all service delivery projects; carrying out economic analysis and strategies

(c)         Job Specification
For appointment to this grade, an officer must have:-

(i)         Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;
(ii)        Bachelor’s degree in Economics or Statistics or its equivalent  qualification from a recognized institution;

(vi)      Demonstrated merit and shown as reflected in work performance and results.


(16)    PRINCIPAL INTER-GOVERNMENTAL RELATIONS OFFICER (CIVIC EDUCATION, PUBLIC PARTICIPATION AND DISPUTE RESOLUTION), IGRTC GRADE 6 (1 POST)
SALARY MINIMUM 91,190.00
(a)                Job Description
(i)           Researching on and preparation of material for civic education and public participation
(ii)                        Promotion of principles and values of national cohesion
(iii)         Promoting national values and principles of governance through civic education and public participation at both levels of government;
(iv)        Promoting national cohesion and unity through civic education and public participation;
(v)                        Participating in identification and promotion of matters of national interests;
(vi)        Collaborating with both levels of Government and non-state actors to enhance public participation.

(b)     Job Specifications
For appointment to this grade, an officer must:
(i)           Have served in the grade Chief Officer in the Public Service or served in any other reputable organisation for at least six (6) years of which should have been in the grade of Chief Officer for at least three (3) years;
(ii)          Have served in the grade of Principal Officer for at least three (3) years;

(iii)         Bachelor’s degree in any of the following disciplines: Education or Training/Human Resource Development or equivalent qualifications from a recognized institution;

(iv)        Bachelor’s degree in any of the following social sciences: Geography, Sociology, Anthropology, History, Government, Human Resource Management,  Economics, Business/Public Administration or  equivalent qualifications from a recognized institution plus Diploma in Education;

(v)         Training of Trainers Certificate from a recognized institution;

(vi)        Certificate in computer applications from a recognized institution;
(vii)       Be of proven integrity, transparency and accountability;

(viii)      Have attended a Senior Management Course lasting not less than four  (4) weeks from a recognized institution;

(ix)        Have demonstrated a high degree of professional competence as reflected in work performance and results;

(x)          Possess good oral and written communication skills;

(xi)        Have a certificate in report writing; and
(xii)       Have demonstrated a high degree of professional competence as reflected in work performance and results.
