Consultant - Tehnical Support to Mobilise Pipeline GEF-Funded Projects - Colombo

The Consultant will be responsible for performing the following tasks under the guidance of the UNDP Sri Lanka Assistant Country Director (Environment Sustainability and Disaster Resilience).

Support the inception phase of GEF SCCF project for climate change adaptation implemented with the Ministry of Economic Development. This includes ensuring all the necessary documentation such as annual work plans, UNDP support services, project recruitment is completed for the workshop. In addition this entails, supporting national implementing partner with workshop logistics,ensuring timely delivery of the inception report.

Support to complete the approval process of the GEF CCCD Project Document on Information Management, including obtaining relevant approvals from the implementing partner and co-financing letters from key stakeholders
Support the inception phase of GEF CCCD Project Document on Information Management. This includes ensuring all the necessary documentation such as annual work plans, UNDP support services, project recruitment is completed for the workshop. In addition this entails; supporting national implementing partner with workshop logistics, ensuring timely delivery of the inception report, coordinating international expert missions.

Support the project preparatory (PPG) stages of two projects in the GEF V Cycle. This include ensuring project teams including International Consultants are on board and working in a coordinated effective timely manner, ensuring inception and validation workshops are conducted for both projects, ensuring timely delivery of consultancy studies, surveys and the draft project document , coordinating international expert missions, coordinating co-financing commitment from implementing partners Support the Study on Transport Sector NAMA (Nationally Appropriate Mitigatory Actions) with CO and Ministry of Environment and Renewable Energy. Specific tasks include- organize meetings, facilitate international expert missions to Sri Lanka.

In carrying out the above detailed tasks, the consultant shall liaise with Technical Specialists for Asia Pacific Regional Center, Government offices such as Ministry of Environment and Renewable Energy (MERE), Ministry of Economic Development (MED), Biodiversity Secretariat of MERE, Sri Lanka Sustainable Energy Authority (SLSEA), External Resources; and National Planning Department.
