POSITION SUMMARY

The Seascape Coordinator and Marine Specialist (Seascape Coordinator) will provide wide-ranging leadership and support for the Caribbean Marine Biodiversity Activity (CMBA), with three broad areas of responsibility

oversight and support for all major conservation-related activities carried out in the Saman Bay Seascape in the Dominican Republic (estimate: 75%);support for any activities related to Montecristi National Park, and nearby protected areas, in the northwest corner of the Dominican Republic, as part of the broader work targeting the North Coast of Hispaniola Seascape (estimate: 5%); andtechnical support on marine protected areas (MPAs), fisheries, and other marine and coastal conservation issues for the regional CMBA Program - with a special focus on sustainable fisheries. (estimate: 20%);

In this role, the Seascape Coordinator will serve as the principle contact to government agencies, other conservation organizations, community-based associations, foundations and the academic community.

ESSENTIAL FUNCTIONS

The Nature Conservancy has recently been awarded a $10 million grant under a cooperative agreement with the United States Agency for International Development (USAID) to carry out the Caribbean Marine Biodiversity Activity (CMBA). The overall objective of CMBA is to reduce threats to marine-coastal biodiversity in priority areas in the Caribbean, including high biodiversity ecosystems such as coral reefs, mangroves, and seagrass beds. Marine protected areas and sustainable fisheries are the two key over-arching strategies.

The Seascape Coordinator will be directly responsible for the following areas of work in particular:

technical advice on protection, science, MPAs, fisheries, resource management, and community engagement for the Samana Bay Seascape;support for and coordination of a wide range of on-the-ground marine / coastal conservation activities targeting the Samana Bay Seascape, including many activities in which our local NGO partners (e.g. CEBSE, as well as Reefcheck, CIBIMA) will be in the lead;support for and coordination of any on-the-ground marine / coastal conservation activities targeting Montecristi National Park in the northwest corner of the Dominican Republic, as part of the broader work targeting the North Coast of Hispaniola Seascapesupport for and preparation of major deliverables (contractual obligations) required by USAID for the Samana Bay Seascape, including annual work plans, semi-annual technical reports, quarterly financial reports, and annual progress reports under the Performance Management Plan;community relations for Samana Bay, including close liaison and coordination with TNC's main local partner at Samana Bay (CEBSE);technical advice and support for a range of marine / sustainable fisheries activities in all four seascapes being targeted under CMBA (covering, for example, development of _Fishery Sector Action Plans_ in each seascape; design and implementation of _Sustainable Fishery Pilot Programs_ in each seascape, including mariculture, substitute fisheries, lionfish harvesting,,and more sustainable fishing practices; and programs to engage and strengthen _local fishery associations_); andwriting and editing a wide range of communication materials in order to fulfill the program's contractual obligations to USAID and meet other TNC and external communications needs. S/he will work closely with project partners and TNC personnel to facilitate and monitor program impacts and progress in achieving outcomes. S/he will work closely with the CMBA Chief of Party to secure additional financial support and external partnerships to achieve the CMBA goals, and to regularly review and strengthen CMBA strategy.

In terms of other responsibilities, the Seascape Coordinator:

establishes the Conservancy as a major conservation partner within the geographic scope of responsibility;defines marine biodiversity conservation priorities and long-term fisheries strategies;builds strategic, scientific, and technical capacity in the field;and develops key partnerships with public and private organizations to identify and resolve technical issues and to widely communicate solutions and best fisheries practices.

S/he develops innovative scientific methods, analyses, tools and frameworks to address marine and coastal biodiversity needs; engages local community support for local conservation efforts; and negotiates complex and innovative solutions to reduce overfishing and unsustainable fishing practices with government agencies and fisher associations, in order to conserve and protect coastal and marine biodiversity and support human wellbeing.

RESPONSIBILITIES AND SCOPE

Geographic scope of responsibilities: The geographic scope for most of the work carried out by the Seascape Coordinator will be the Samana Bay Seascape, encompassing the entire Bay and its protected area complex. Much more limited activities will cover Montecristi National Park and its surrounding protected areas in the northwest corner of The Dominican Republic. The geographic scope for the regional-level work will focus on the three other targeted seascapes: North Coast of Hispaniola (primary focus on Three Bays National Park in Haiti);Grenadine Bank (a small archipelago of islands covering parts of Grenada and St. Vincent and the Grenadines); andiii Pedro Bank and Southwest Coast of Jamaica.Programmatic scope will require cross-boundary work and relationships.Lead and manage fisheries theme under CMBA.May manage multi-disciplinary administrative and professional staff, with responsibility for performance management, training and career development. Establish clear directions and set stretch objectives.Establish and maintain optimal standards of performance for the department or program while controlling costs and administering budgets.Help raise public and private funds to meet program needs.Build cooperation of external parties to accomplish program goalsFrequently make independent decisions based on analysis, experience, and judgment.

MINIMUM QUALIFICATIONS

BA/BS degree and 5 - 7 years of experience in coastal, marine and fisheries management practice or equivalent combination of education and experience.Experience, coursework, and/or training in fisheries as well as other marine and coastal conservation issues.Experience, coursework, and/or training in social science and community engagement issues related to sustainable fisheries in the Dominican Republic and other parts of the Caribbean.Experience managing complex or multiple projects, including staffing, heavy workloads, finances, and deadlines.Supervisory experience, including motivating, leading, setting objectives and managing performance.Experience in partnership development (partners, community, government).Experience with negotiations.Fluent in Spanish and English.

PREFERRED QUALIFICATIONS

In-depth knowledge of social science and community engagement issues related to sustainable fisheries in the Dominican Republic and other parts of the Caribbean.Concrete experience working with local communities (e.g. fisher associations) on sustainable fisheries, as well as MPAs and coastal and marine resources more generally..Demonstrated experience influencing, developing and implementing conservation policy and plans.Knowledge of current trends and practices in relevant discipline(s) and regions.Knowledge of methods and standards of biodiversity information systems and initiatives.Demonstrated experience in fundraising.

WORKING CONDITIONS/PHYSICAL EFFORT

May work in variable weather conditions, at remote locations, on difficult and hazardous terrain and under physically demanding circumstances.
