Context:
Under the overall supervision of the Chief of Mission and the direct supervision of the Project
Coordinator, the successful candidate will be responsible for the implementation of the project
activities under the European Union (EU) funded "Voices from the Underground: Improving the
Protection and Advocacy Capacity of Migrant Mine Workers and their Families in Southern Africa".
The Project Officer (Labour Migration) will be responsible for implementing the day-to-day
activities  of  the  project  and  providing  technical  and  administrative  support  to  the 
project partners. S/he will work in close collaboration with other members of the project team in
Mozambique and South Africa.


Core Functions / Responsibilities:
1.      Oversee the timely start-up of the European Union Instrument for Democracy and Human Rights
(EIDHR) project. This includes finalizing logistical and administrative arrangements for the
project in coordination with project partners in Mozambique and South Africa, and ensuring

that work plans and other key project management tools are finalized.

2.      Finalize and manage subcontracts with technical and implementing partners in
Mozambique and South Africa.

3.      Ensure timely and effective implementation of project activities, identify problems and
propose action to expedite the delivery of inputs. Analyze progress and implementation and identify
and document significant project events, decisions, problems or deviations.

4.      Monitor and evaluate project activities, and as appropriate plan new features that add
value to the project's overall goals.

5.      Ensure timely and high-quality donor reports are submitted following endorsement by
Regional Office, IOM Brussels, and Manila Administrative Centre.

6.      Develop and maintain strong and regular liaison with the project partners and
stakeholders, including the Mozambican mine worker association (AMIMO), Lawyers for Human Rights,
IOM South Africa, the European Union Delegation in Pretoria, relevant governmental authorities, and
any other concerned agencies and working groups.

7.      Represent IOM Mozambique in the relevant coordination/working groups

8.      Contribute to the development of new labour migration projects in Mozambique.

9.      Undertake duty travel relating to the project, including liaison with counterparts in
Mozambique and South Africa, as required.

10.    Perform such other duties as may be assigned.

Required Qualifications and Experience

a)               completed advanced University degree from an accredited academic institution,
preferably in Political or Social Science, Business Administration, International Relations and/or
Law or related field;     b)     two years of relevant professional experience (four years for
candidates with first level university degree) in project development and implementation;    c)

knowledge of social and development issues as well as general migration-related issues;   d)
good knowledge of project development, administration and evaluation concepts and procedures;    e)
   proven expertise in the area of migration management;     f)   experience in liaising with
governmental authorities, international/national institutions and civil society organizations;  g) 
 previous experience working in an EU-funded project an advantage.
Languages

Fluency in English is required.
