NRC operates a “rapid secondment mechanism” (RSM) to deploy African civilian experts at short notice to the AU Commission, to the Regional Economic Communities/Regional Mechanisms (RECs/RMs), and to AU-mandated peace support operations, such as the African Union Mission in Somalia. Experts deployed under the RSM help these receiving agencies to develop their civilian capacities in support of the AU’s overall objective to bring peace and security to the African continent. In addition to filling immediate capacity gaps in the agencies’ administration and management, deployed experts assist the agencies to develop their operational systems to respond to current and future crises, specifically by strengthening their ability to manage peace support operations.
The purpose of this position is to provide strategic direction to the work of the Joint Mission Training Cell's internal and external training units. This is to be done in terms of meeting staff development and in-mission training needs for all civilian, police and military staff of AMISOM and in leveraging resources to facilitate training and capacity-building support, thereby enabling the Federal Government of Somalia to build sustainable, legitimate and representative governance and security structures in line with the mission's mandate.
