Organizational Context
With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services.
Main duties
Under the supervision, and where necessary the instructions, of the Head of the EMS Unit, provide and organize assistance to
members in the region for sustainable improvement of EMS performance in accordance with the objectives and strategies set for the development of EMS.
Analysis and improvement of EMS Performance
Analyze the designated EMS operator's end-to-end performance in areas such as operations, tracking, customer care, andcompliance with statutes and service requirements.
Identify weaknesses and shortfalls of the EMS operators.Advise members on actions they can take and priorities to address the weaknesses and shortfalls and, if necessary, supportthem in developing improvement actions.
Advise members on the options open to them and priorities; in particular, where necessary, support them in developingimprovement actions with local customs authorities and airlines.
Monitor EMS operators' improvement activities in the region.Prepare performance development progress reports for the EMS Cooperative.Provide members with guidance in cooperation with third-party supply chain stakeholders, including customs authorities,airlines and ground handlers, to improve cross-border service performance.
Planning, coordinating and monitoring of improvement projects
Identify members that could benefit from improvement projects, selecting and summarizing background information.Propose and draft improvement projects for validation.Follow up implementation of projects (monitoring specific aspects and proposing actions to be taken to expedite delivery ofoutputs).
Appoint consultants, brief and monitor them and help to produce the final reports.Plan, organize and conduct training workshops and performance reviews in the region.Evaluate the expected results of the projects undertaken in the region.Include the improvement projects in regional development plans, where applicable, and provide all the necessary projectdocuments, such as objectives, justifications and budget.
Work with the UPU regional project coordinators on EMS development activities in the region, including detailed multi-yearintegrated projects involving EMS improvement projects with selected regional members.
Work with regional members on completion of action plans and monitor them to ensure implementation.Communications/Information sharing
Organize strategic regional symposia targeting senior management of regional Posts to discuss cooperative businessdevelopment activities and regional market developments and ensure EMS is positioned for growth.
Respond to queries from operators on EMS matters such as performance, membership, EMS Cooperative activities, etc.Facilitate communications between the EMS Unit and EMS operators and among EMS operators where required.Update and share, externally and internally, information on regional EMS matters.Organize and participate in regional meetings and represent the UPU on these occasions if required.Draft, for validation, briefing documents for missions/meetings (Director General, Operations and Technology Directorate,Development Cooperation Directorate, Head of EMS Unit, EMS Cooperative Board members, Union bodies, etc.), where required.
Other duties specific to the position
Support the Head of the EMS Unit in other EMS activities in Africa.Act as primary EMS contact within the International Bureau (IB) for cross-functional topics such as cooperation anddevelopment plans for EMS.
Ad hoc activities
Participate in, and lead if required, other projects or activities within the EMS Unit that may arise which require the skills orknowledge held.
Provide input to other IB projects and, if necessary, participate in them.Develop improvement tools and/or procedures as required.QUALIFICATION AND SKILLS REQUIRED
Education
Bachelor's degree or equivalent diplomaExperience
Three years' experience in the postal field within a designated operator or an organization in the postal sector.Technical knowledge
Knowledge of EMS operations and customer service.Knowledge of EMS Standards, performance measurement system and reporting tools.Knowledge of project management.Knowledge of analysis techniques.MS Office skills.Training and presentation skills.Skills and abilities / competencies
Good communication skills.Results-oriented.Cultural and ethical awareness.Cost and financial awareness.Language skills
Proficiency in English and in French.Knowledge of another official UN language would be an advantage.Additional Information
This is a non-core post. This position will be in full compliance with the 'Rules governing non-core staff'. Salary and other remuneration paid by UPU are exempt from income tax in Switzerland. The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents.
This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available
and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of
extension or renewal or of conversion to any other type of appointment.
Monthly salary:(Net of tax)
