Context:
Under the overall supervision of the Chief of Mission (CoM) in Niger, the direct supervision of
the Project Manager (IBM) based in Niger and in close coordination with the CoM in Burkina
Faso, the IBM Regional Technical Specialist in Dakar, and with support by the Specialists at the
African Capacity Building Center (ACBC) in Moshi, the successful candidate will be accountable
and responsible for supporting the planning, coordination, implementation and monitoring of
border management activities in IOM Burkina Faso.
Core Functions / Responsibilities:
1. Support the overall direction of IOM's border management portfolio in Burkina Faso to
promote its effectiveness, coherence and integrity, as well as to build linkages with other border
management activities taking place in the sub-region.
2. Implement and monitor operational, financial and administrative components/aspects of
the project in close coordination with IOM Burkina Faso and IOM Niger.

3. Undertake duty travel, in line with prevailing security restrictions, relating to project
assessments, liaison with counterparts, and project implementation, as required.
4. Draft and coordinate regular project reports in a timely manner according to IOM Niger
and Regional Office (RO) Dakar in donor formats, in close coordination with the project manager
as well as the Monitoring and Evaluation (M&E) Officer based in regional office.
5. Facilitate the timely recruitment and training of national and international contractors and
consultants in accordance with IOM's procedures and regulations.
6. In coordination with the donor and IOM#s Media and Communications Division, ensure
adequate information management of project-related activities including awareness-raising and
visibility, regular updates, summaries, and press releases, and production of other relevant
materials. Respond to any ad hoc information requests from among the donor community and
the Government of Burkina Faso.
7. Draft portions of, and coordinate, cooperation agreements, Memoranda of Understanding
(MoUs) with Government entities, Donors, UN partner agencies, non-governmental
organizations (NGOs), Contractors and other stakeholders, in close coordination with
Headquarters' Office of Legal Affairs.
8. Support regular monitoring and evaluation of project activities. Ensure proper utilization of
standard operating procedures, manuals, guidance notes, M&E tools and methodologies in the
implementation of project activities. Identify and recommend the implementation of
improvements in project delivery and coordination.
9. Participate in relevant conferences, workshops, steering committees, policy and technical
working groups, as well as other forums to ensure proper coordination and presentation of
border management activities.
10. Perform such other relevant duties as may be assigned.

Required Qualifications and Experience

Education
# Master#s degree in Political or Social Science, Business Administration, International
Relations, Law or a related field from an accredited academic institution with two years of
relevant professional experience; or
# University degree in the above fields with four years of relevant professional experience.
Experience
# Experience in project development, implementation and evaluation, and/or programme
implementation and management;
# Knowledge of project formulation, administration and evaluation techniques and practices;
# Familiarity with  immigration and border management methodologies, from both
operational and policy perspectives # including inter alia intelligence development and analysis,
document fraud and identity management, standard operating procedures at the border and
in-country, operation and management of border management information systems, and crisis
and risk management # would be an advantage;
# Good level of computer literacy, including database applications.
Languages
Fluency in English and French is required. Working knowledge of any regional languages is an
advantage.
Note:
1. This position will require extensive travel between the Burkina, Mali and Niger borders.
