Context:
Under the direct supervision of the Chief of Mission (CoM) in Conakry, Guinea and the overall
supervision of the Director, Department of Operations and Emergencies (DOE) at Headquarters
(HQs) as well as the Regional Director for West and Central Africa, the successful candidate will
be responsible for the management and implementation of the Rehabilitation and Equipping of
Provincial Emergency Operations Centers to Support the Coordination of the Ebola Response
programme, umbrella grant management for local NGO response to the Ebola outbreak, and
border management projects in Conakry, Guinea.  All activities will be carried out in coordination
with the relevant departments in the HQs, the Regional Office (RO) and relevant partners.
Core Functions / Responsibilities:
1. Plan, implement, monitor and evaluate the administrative and operational activities of the
programme in close coordination with the relevant units.

2. Ensure timely and effective implementation of the programme#s activities with respective
implementing partners, in accordance with the project proposal and other relevant project
documents.
3. Prepare periodic reports for the donor on programme delivery, including interim and final
reports to donors on budgetary expenditure and results, in coordination with the government
and NGOs. Provide regular input to the reporting unit for donor updates, donor reports,
newsletters, etc. as needed.
4. Design and oversee all information management tools required to track service delivery
and identify gaps, including reports, mapping, spreadsheets, and others as required.
5. Maintain regular liaison and consult with government counterparts, United Nations
agencies and other partners on programme strategies and policies at the country level.
6. Ensure cooperation and dialogue with all development partners to facilitate a coordinated
approach to programme implementation.
7. Provide programmatic supervision and guidance to technical and administrative personnel
employed under this programme.
8. Identify new programme / project possibilities consistent with expressed government
needs and IOM#s mandate and strategy in Conakry, Guinea; on this basis, support the
development of proposals and follow up on submissions to donors.
9. Represent IOM at meetings organized in the framework of the programme, or as part of an
IOM representation at such meetings, including donor briefings, visits to project sites and media
presentations.
10. Monitor the budget and propose corrective measures in coordination with the Mission#s
Resource Management Officer (RMO), the CoM and HQ DRM Crisis Support.
11. Ensure proper documentation of the programme data, including reporting to concerned
departments on programme activities. Organize the collection, processing and analyses of
programme data and ensure a systematic approach in data handling.
12. Ensure that cross-cutting issues such as gender and vulnerable groups in the programme
are integrated into and considered during the programme response.
13. Undertake frequent duty travel relating to programme activities, as required.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
# Master#s degree in Political or Social Sciences, International Relations or a related field
from an accredited academic institution with five years of relevant professional experience; or
# University degree in the above fields with seven years of relevant professional experience.
Experience
# Experience in the domain of migration management, humanitarian service delivery and
information management;
# Demonstrated experience in development, implementation, analysis and evaluation of
health programmes and protocols;
# Demonstrated experience in programme management including budget planning and
monitoring;
# Previous experience as team leader.
Languages
Fluency in English is required. Working knowledge of French is an advantage.
