The Role
The role reports to Regional Director of Operations based at the Regional Office (Direct) & Global Security and Safety Advisor based in Woking.

The role will offer additional support to Plan International Country office and will be guided by the CD specific country security support needs with an FTE of 20%.

The Regional scope of the role will entail advising Country Directors (CDs) and Security management teams/ focal persons on various security matters; contribute in implementing the global policies and strategies as may be changed from time to time. Facilitate the rollout of security standards, operating procedures, and regular reporting on compliance. Training on local focal teams and management on Plan guidelines, risk assessments and facilitating external training as necessary. Reviews security incidences and contributes to country recommended measures as may be necessary. Disseminates security information from IH and or external if not available in country to aid country leadership with decision making and proactive actions. Country Security management Roles (with a special attention to be given to the country Office - 20%).

Dimensions of Role
Region:

Effectively maintains strong links and relationships regionally with other security-related networks and organizations and assists countries to develop effective security networks & responses relevant to their context
Requires regular contact with IH, Head of Global security, CDs, country SFPs/ managers /CDs, and/or their designates on various aspects of security management
Regular contact with the Deputy Regional Director – Operations (DRD-Ops) for leadership support in the delivery of the role.
There is medium contact with national, regional and IH program team members and other external stakeholders to develop and implement programs to support the fulfilment of Plan’s Security strategy.
Report writing and analysis (sample will be requested)
Role has medium to high contact with other staff in the Regional Office to foster understanding and support in the delivery of the organisation’s business goals, incl Administration (Risk), HR (Health and Safety – H&S) and Disaster Risk Management (DRM).
Moderate to high contact with Children while on field mission.

Country:
National focus for scanning of security environment and adjusting security phases, policies and procedures accordingly
Country-wide security management in line with the acceptance model and Plan International standards
Country-wide security plan development and influences compliance to Plan International policies and procedures.
Capacity development of security focal points across field locations.
Developed for management security related alerts for Plan International Kenya.

Typical Responsibilities

Regional level Security and Safety – 80%

Policies, Strategy and Standards Implementation and Performance
Provides an objective overview and analysis of security trends and issues across the region and their implications to Plan International regionally; as well as advise regional management accordingly.
Give advice as necessary to CDs / Country Security managers and focal points regarding various implementation decisions to ensure Plan’s duty of care at all times.
Coordinate teams of Security Experts and also Focal point persons on Security and staff safety matters.
Disseminates information, guidelines and policies as approved globally from time to time.
Contributes towards policy and Global strategy amendments as called upon from time to time.
Mentors and builds capacity of all full time country security managers and all country Security Focal Points (SFPs) throughout the region directly/through their line managers/Country Directors (CDs).
Shares and ensures all countries are using approved and updated templates, tools and guidelines for security management.
Shares ideas for operationalisation and implementing security and safety polices and protocols.
Reviews country proposed security ratings timely or on case by case based on context changes and advises Country Offices (CO) and Regional Office (RO) management on any areas that needs change or review.
Reviews country generated SOPs and advises on any improvement required and recommends for sign off by CDs

Reporting, Monitoring and Compliance
Monitors and supports country offices compliance with global and/or regional security, policy, procedures and guidelines; supports country offices within the region to upgrade and continuously improve their capability and compliance with global security standards or initiatives; and to be an effective liaison point within the region for the global Head of Security and other Regional Security Advisers.
Receives and consolidates quarterly country security and compliance reports for onward submission to International Headquarters (IH).
As part of RO team, review security risk registers and advises the DRD-Ops on areas to engage the Regional Leadership Team on.
Reviews all security and Vehicle incident reports and follows up recommended management actions.
Produces a proactive mapping of security hot spots across the region, upcoming events to the DRD-Ops.
Produces a monthly departmental report.

Disaster Team Collaboration and Networking
Forms part of the Disaster Risk Management deployable ‘GO team that undertakes initial assessments before decision to respond are made.
Provides professional opinion to CD and RD on staff safety and measures required before any major staff deployment is made .Contributes towards decision to deploy
Steps in to cover as security manager (where local capacity is limited) for any over Orange level 2 category disasters or conflict zone responses.
Establishes clear communication protocols between all country security appointments and/or CDs, especially in emergency situation.
Works with the regional security focal community, internal and externally including UN and interagency forum.
Liaises with external security specialists for information’s sharing relevant to the region and shares with ROMT and specific CD as necessary after validation of accuracy.
Assists in gathering information for situation reports (SITREPS) and security related alerts, advisories by country teams.
Reviews and monitors security budgets and their implementation.

Country Oriented Tasks- 20%

Assessment and analysis
Guides teams on how to undertake security risk assessments during field missions to programme areas and potential programme areas; report on findings and design necessary improvements.
Supports the identification and mitigation of potential security risks to staff, assets and operational/program security and validates mitigation measure within security risk assessments.
Ensure that incident report forms are properly compiled by staff and distributed to Country Office and Region Office.
Monitor events, review incidents and coordinate analysis, follow-up actions and recommendations.
Provide security update, which includes situational analysis, actions taken and actions recommended, to the Senior Management Team on a regular and a per request basis.
Submit written weekly and monthly reports to Country Director and regional security management.
Provide informed recommendations in the context of security assessments and reviews.
Assess application of security policies and level of vulnerability of facilities; recommend changes to enhance security.

General Description of the Programme: GOAL has been operational in Haiti since the earthquake on 12th January 2010. The programme is structured around two central pillars of Community Development and WASH. Security continues to be an important support function of our programme. The security situation in Haiti is stable but ever changing so the security function has a very important role to ensure that security risk to our programme is minimized to an acceptable level.

General Description of the Role: The Safety and Security Manager (SSM) will advise GOAL senior management in Port Au Prince on all safety and security related issues and ensure that the senior management team is kept informed of security developments and is in a position to take appropriate action when required. The SSM is responsible for ensuring that appropriate systems and procedures are in place to maximize the safety and security of all GOAL staff and that they are adhered to at all times. The SSM is responsible for working with programme managers at all levels to ensure that safety and security is mainstreamed into all areas of operations.

Overall Objectives of the position:
To ensure that appropriate systems and procedures are in place and are fully operational
To undertake regular threat assessments and risk analysis.
To ensure that all GOAL staff have a high awareness of the safety and security risks they face while working in Haiti and that they take all necessary steps to minimize the risks they face or to mitigate the impact of a safety or security event occurring.
To make sure that there is a balance between acceptance and protection security strategies.
To have overall management of the security department
To ensure that the appropriate security policy is in place in all areas of operation

This will be achieved through establishing appropriate infrastructure, providing initial and ongoing training and support supervision to all staff and institutionalising the collection, analysis and dissemination of security information.

Key Duties are:
To be the focal point for Safety and Security issues with GOAL in Haiti.
To be familiar with GOAL's Safety and Security procedures and policies and support the respective Country Director and Area Coordinators in ensuring that these are adhered to at all times.
To keep continually under review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location.
Undertake regular risk assessments on all of GOALs activites.
Ensure that all preparedness measures as laid out in the security guidelines are in place, in particular evacuation plans and security trees.
Regularly conduct field visits to assess the field sites compliance with safety and security procedure.
Provide recommendations to the Country Director and Programme Managers on any aspect of a field sites safety or security management which requires improvement. Included in the recommendations should be guidance on how to implement the recommended improvements.
Implement and advise on in-country training for GOAL staff in relation to safety and security. Develop an individualized training programme for all senior staff and as required source external training to meet identified training needs.
Ensure vehicle and personnel tracking systems are appropriate, fully resourced and operational
Attend meetings, read security updates and obtain accurate information based on multiple sources.
Liaise with UNDSS, MINUSTAH, UNJOTC as well as the NGO community (Joint Security Forum) and any other parties with respect to security issues.
Initiatea, review and collate security incident reports for each location.
Provide security briefings as part of induction for new staff and visitors.
Prepare daily updates and a weekly security situation report for the Country Director.
Manage 2 security supervisors and 1 security officer
Perform regular capacity building, provide support and complete performance appraisals.
Ensure that up to 20 GOAL guards are adequately trained and performing their duties in a professional manner
Manage the relationship and performance of GOAL's external security programme
Provide capacity building support to field office security focal point

Requirements: (educational, language, etc.)
At least 3 years experience with responsibility for security
Experience working overseas in a 'conflict' situation
Sound judgment, diplomatic tact, and mature common sense;

The Safety and Security Manager is a key member of the Senior Management Team (SMT). The S&SM has two areas of broad responsibility:

• Develop and regularly update security briefing materials and ensure that all staff and visitors regularly receive appropriate security orientation within 48 hours of arrival in the field.

• Regularly assess communications needs at post, ensure availability of appropriate communications technology, and update the emergency communication contact list; orient all staff and visitors on emergency communication procedures and technology; test the emergency communication system regularly, analyze results, and make appropriate revisions.
• Coordinate the gathering and flow of security information with other relevant actors. Classify security information according to its reliability and accuracy.
• Submit a security update (to include situational analysis, actions taken, and actions recommended) to the SMT on a regular basis.
• Track and regularly disseminate information and advisories on safety and security to all relevant stakeholders.
• With the Country Director, manage security situations and serve as a lead member of the Crisis Management Team.

Logistics Management – Vehicles, People and Goods
• Set and regularly update vehicle fleet management policies ensuring that vehicle inspection procedures are applied and all vehicles are properly equipped; train drivers in established procedures and requisite skills.
• Support the Directors of Office to manage all vehicle fleets ensuring compliance with the policies and procedures.
• Set and regularly update policies and procedures for the management of people movement locally, nationally and internationally.
• Manage all staff and visitor movements nationally and internationally including approvals of TARs, maintenance of movement trackers and actual tracking of movement as it happens.
• Manage and track all international staff leave, R&R and other leave.
• Ensure that the CO logistics capacity and systems meet the SCI MOS and are able to satisfy the programming requirements in development and emergency contexts
• Set policies for inventory control and support the Directors of Offices to ensure proper record keeping, maintenance and control of inventory
• Advise on IT security and work with Directors of Office to implement IT security policies and procedures.

Staff Management, Mentorship, and Development
• Ensure appropriate staffing levels for security and logistics including logistics support in the Amman office
• Support the Directors of Offices to recruit, train and supervise security staff across the CO; define expectations, provide technical support as needed and participate in staff Performance Review
• Facilitate appropriate staff development opportunities for security and logistics staff.
• Incorporate staff development strategies and Performance Management Systems into team building process
• Manage the Amman-based logistics including staff, procurement, finance approvals and assets.

Collaboration and Representation
• Regularly coordinate and collaborate with Directors of Office and program teams to strengthen safety, security and logistics.
• Represent SC with government, non-government agencies, communities and within SC as appropriate.
• Liaise with UN, government, INGOs, diplomatic and consular officials and community leaders in the process of gathering and verifying security information on a regular basis.

Emergency Preparedness and Response
• Actively participate in the Country Office’s emergency preparedness and planning processes
• Integrate emergency preparedness in all logistics and safety and security planning and staff development.
• Ensure that logistics and safety and security policies and procedures specifically and clearly establish guidelines for emergency preparedness and response in accordance with SCI standards and the CO’s EPP.
• In case of emergency, lead security and logistics support for the response in conjunction with the Directors of Offices.
• As appropriate participate in relevant emergency planning working groups and/or appropriate emergency response clusters.

QUALIFICATIONS AND EXPERIENCE
• Recommended a minimum of 5 years security and operations experience in a corporate or NGO environment, including of managing security / logistics in complex, highly volatile environments.
• A general appreciation of the issues concerning the NGO sector, both development and humanitarian issues
• Solid experience of developing and ensuring the application of policies and procedures
• An understanding of the political context in the Middle East region and its implications for safety and security in Iraq.
• Ability to analyze information, evaluate options and to think and plan strategically
