Functional Title: Principal Technical Officer - Section / Unit: Engineering
Grade: Service Contract. Salary: USD 2471 per Month. Location: Nairobi - Kenya
with possible relocation to Somalia airports.

DUTIES AND RESPONSIBILITIES.
Under the general direction of ICAO Civil Aviation Advisor / Project Coordinator and direct
supervision of Chief, Aeronautical Communication, Navigation and Surveillance (CNS)
Engineer, perform the following functions:
1. Regular maintenance and repair of Telecommunications Equipment, Aeronautical Met
Equipment, Surveillance and other Electronic equipment installed at the Project office
and at designated airports in Somalia
2. Regular maintenance and repair of Electro-Mechanical equipment in particular the
Emergency Power Supply and air-conditioning systems at the Project office and at
various airports in Somalia.
3. Ensure that Preventative Maintenance, Routine Maintenance, Fault diagnosis and repairs
are carried out as per established guidelines and procedures.
4. Preparation and Maintenance of Project Equipment inventory and management of spares
ensuring minimum stock levels at designated airports.
5. Compilation of equipment documentation and safe custody.
6. Preparation and implementation of appropriate training programmes and provision of
on-the-job training to assigned counterparts.
7. Ensure effective coordination with other service providers in the maintenance of all
applicable telecommunications networks, including data and voice links, telephone and
SWitchboards, VHF/HF and VSAT networks. Coordinate with service providers such
NAFISAT Network, UNON ICTS, Telkom, SITA and other service providers and
Equipment suppliers to ensure availability of all operations services 24/7
8. Prepare monthly serviceability status reports on all equipment including detailed reports
of leased links outages. Analyses performance of systems and recommends measures
to address deficiencies noted.
9. Supervision of the Installation and Commissioning of various electronic equipment in
Nairobi, Kenya and in Somalia under the guidance of Chief of CNS.

10. Co-ordinate with IT Technician on the maintenance and usage of personal computer
systems.
11. Maintenance of up-to-date records pertaining to equipment status and maintenance
performed.
12. Perform other related duties as may be required.
NB: This job may require 24 hour standby duty to undertake emergency
maintenance or repairs.

Oualifications:
1. Degree in Engineering preferably in Telecommunications or Electrical/Electronic or its
equivalent from a recognized Institution or Diploma in Electronics, Telecommunications
or Aeronautical Telecommunications with ten years of working experience, three of
which will be at responsible level in a busy organization

2. Training and Maintenance proficiency in at-least one in each of the following areas of
specialization: 1. ADS -C, CPDLC, ADS - B and Secondary Radar. 2. AMHS, EFSS, VCCS,
VSAT, NAVAIDS. 3. Computer systems, SADIS, EUMETSAT systems for aviation
applications, Aeronautical MET instruments.
3. Fluency in English.

Experience
1. At least ten years working experience in the Maintenance and repair of
Telecommunications Equipment in a busy Civil Aviation entity, three of which at
supervisory or management level.
2. At least five years in the Maintenance and repair of surveillance or Navaids or Met
Equipment.
3. Proven experience in the provision of the OJT or Training other Technical Officers.
4. Working experience as a supervisor in a busy organization.
5. Ability to work effectively without supervision.

Knowledge
1. Knowledge of leAO CNSjATM annexes and documents
2. Knowledge of ASBU
3. Proficiency in using Microsoft packages, LinuxjUnix and other computer applications.

OTHER DESIRABLE SKILLS.
Fluency in oral and written English required.
Knowledge of e-mail usage and transfer of the files electronically, including Internet (Web
and FTP); knowledge of operating scanners and other computer-related equipment is highly
desirable.
