The World Food Programme (WFP) is the world’s largest humanitarian agency fighting hunger
worldwide. We are currently seeking to fill the position of Emergency Preparedness and
Response Officer, EPRO in support of the Regional Bureau office, based in Nairobi, Kenya. The
Regional Bureau provides strategic guidance, policy/technical support and direction to WFP
operations and activities in nine countries: Burundi, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda,
Somalia, South Sudan and Uganda. The Regional Bureau Emergency Preparedness and Response
(EPR) team is responsible for enhancing WFP’s preparedness and response capacity in
emergencies including early warning, preparedness planning, and the design and implementation
of emergency operations within the RBN region. Specific focus is put on emergencies with cross
border implications, where coordinated preparedness and response is crucial.
Duties and Responsibilities: Under the direct supervision of the Regional Emergency
Preparedness and Response Advisor the Emergency Preparedness and Response Officer
(EPRO) will be responsible for the following duties:
• Produce hazard analysis and early warning regional reports, identifying hazards and risks
that have implications for the food and nutrition security of vulnerable populations.
• Support Country Offices to plan and design emergency response once a “risk” has been
triggered.
• Support Country Offices to ensure that emergency programmes are well integrated and
linked with longer term recovery and developmental operations.
• Contribute to the formulation of WFP wide programme policies and translate programme
policy into regional and country level practice.
• Provide technical advice and mobilise technical expertise for the planning, formulation,
and implementation of food assistance strategies by WFP, cooperating partners and host
governments.
• Review WFP project documents and reports from country offices which relate to
emergency interventions.
• Support Country Offices in the design and implementation of Government led social
safety net mechanisms, which are risk informed and which can assist emergency affected
populations at heightened risk of food and nutrition insecurity.
• Support Country Offices in the formulation and design of programme frameworks to
support National Disaster Management Authorities (NDMAs), both at the policy level and
the implementation level.

• Deploy directly, sometimes for extended periods, to country offices as required to support
the coordination and implementation of WFP’s emergency operations.
• Support the Head of Unit in the operational coordination of major emergency operations
in regional fora.
• Provide support to both internal WFP and inter-agency contingency planning both at
regional and country levels.
• Assist in strengthening information exchange and operational linkages between WFP HQ,
Country Offices, Regional Bureau, other UN Regional Bureaux, and other partners
• Assist in other tasks as assigned by supervisors
Qualifications and Experience
Education: Advanced University degree in Economics, International Affairs, Nutrition/Health,
Agriculture, Environmental Science, Social Sciences or other field, or First University Degree
with additional years of related work experience and/or trainings/courses.
Experience:
• Typically five years or more of postgraduate progressively responsible professional
experience with humanitarian organizations or government institutions with proven
experience in emergency preparedness and response.
• Experience in the management and coordination of emergency food and nutrition
assistance to affected populations.
• Experience in engaging with Government at a senior level.
• Experience of working with both internally displaced and refugee populations is highly
desirable, with a good understanding of related protection issues.
Knowledge & Skills:
• A good understanding of issues relating to the political economy of the East and Horn of
Africa.
• Knowledge of social protection and social safety nets, and their use in addressing both
short term acute vulnerability and longer term, chronic vulnerability.
• An understanding of the principles and global frameworks relating to disaster risk
management.
• Ability to engage effectively at working level with a wide range of actors including those
in the international humanitarian community and governments;
• Excellent analysis and drafting skills are required;
• Ability to work under tight deadlines;
• Maturity, initiative, courtesy, tact and ability to establish and maintain effective working
relationships with people of different national and cultural backgrounds.
*This position involves extensive travel throughout the region.
Language: Fluency in both oral and written communication in English essential. Good
knowledge of Kiswahili is highly desirable. Knowledge of French is an advantage.
Desirable skills:
Training and/or experience using MS Word, MS Excel, MS PowerPoint and outlook.
