Research Associate - Learning Resource Centre, Department of Personnel and Training - New Delhi

Duration of Initial Contract :Expected Duration of Assignment :As part of collaboration between the Government of India (GoI) and UNDP, the project “Strengthening Human Resource Management of Civil Services” is being implemented by the Ministry of Personnel, Public Grievances and Pensions (MoP) with core funding from UNDP. The project focuses on developing capacities of civil servants and in strengthening their enabling environment in view of a more effective and efficient Human Resource Management at National and State level. The project bases its activities on strategic themes that have emerged from the recommendations of the Second Administrative Reforms Commissions and National Training Policy 2012. Project is supporting implementation of innovative and emerging policies and practices in Human Resource Management and Capacity-building of Civil Services at the national and sub-national level. This includes piloting and implementation of competency-based human resource management, leadership development, training programmes evaluation and latest training tools and techniques. National Training Policy 2012 has recommend setting-up of a Learning Resource Centre to build the training capacity of Central and State Training Institutions and Government Departments. The objective of the Learning Resource Centre is to drive the research and innovation activities in the field of training tools and technologies. The Centre would promote adaptation of emerging training tools and techniques to improve the reach of the training efforts to all levels in the Government.Conduct research on topics/ areas related to emerging training tools and technologies;Support the development of concept paper/ case studies/ knowledge products on training tools and technologies; Conduct a study of leading practices in training tools and techniques for training and development including government and other sectors;Develop and implement strategies for developing trainer’s capacities in government training institutions;Identify and suggest latest training tools, methods, technologies which could be utilised for improving the effectiveness of civil services training;Assist in organizing various workshops, focused group discussions and consultation meetings for data collection and other project purposes. Excellent understanding of the Indian Civil Services and Public Administration; Knowledge about latest training techniques and technologies; Knowledge of research methodologies; Proficiency in the use of office IT applications and internet in conducting research; Outstanding communication, project management and organizational skills;Excellent presentation and facilitation skills; Result-orientation and ability to develop strategic approaches. Minimum Master’s Degree in the field of Human Resource Management, Organisation Behaviour, Psychology, Training, Management, Business Administration or related field from a recognised University/ Institution;Ph.D. in the related field would be an added advantage.0-2 years of relevant experience in professional/ academic work on Human Resource Management, Training and Development, Organisation Behaviour or related field;Experience of working with Central and/or State Governments/ NGOs/ Civil Society on similar assignments will be preferred.Excellent command over the English language; Ability to produce high quality reports and knowledge products (samples may be requested as reference);Proficiency in at least one Indian language.Willingness to travel for data collection and project implementation.UNDP is committed to achieving workforce diversity in terms of gender, nationality and culture.
