SUMMARY OF DUTIES:
Incumbent serves as the as the Clinical supervisor for the Substance Abuse Counseling Center (SACC), Marine and Family Programs, Marine Corps Community Services and works under the overall supervision of the SACC Director (or the MCCS designee). Independently oversees professional counseling staff and the day-to-day operations of an ongoing substance misuse focused counseling program designed to prevent and treat alcohol and drug misuse related problems of active duty military and their eligible family members. Work is reviewed for overall program effectiveness.

As a credentialed Licensed Independent Practitioner (LIP), performs diagnosis of mental health disorders and other DSM-5 psychiatric diagnosis and determines level of patient treatment that focuses on treatment intensity and individual client needs.

Applies current directives and accepted clinical principles and practices in managing the treatment functions of SACC. Applies professional knowledge of psychological/addiction counseling principles, theories, and methods to specific drug and alcohol situations and problems. Manages a multi-modality, comprehensive alcohol and drug misuse treatment program for active duty military and their eligible family members. Develops and/or provides professional improvement/quality assurance by implementing or maintaining performance improvement and quality assurance processes. Makes improvements, solves problems or takes corrective action when problems arise. Keeps the Director informed on potential issues and concerns that can affect the viability of the substance misuse program. Maintains contact with other Marine installations, USMC headquarters, community, and private organizations to keep abreast of current research in the field of substance use and misuse and of new and evidence based practices in counseling. Maintains liaison with other counseling/helping programs. Provides expert information to installation commanders, counseling/

helping programs, medical personnel, and civilian community concerning the drug and alcohol treatment program.

Supports internal policies in keeping with existing regulations, management principles, and clinical ethics. Resolves complaints of subordinates. May approve leave, recommend transfers, disciplinary actions, etc., for subordinates as required.

Manages/supervises full clinical performance of counseling staff. Clinical supervision is carried out both in structured one-on-one and group settings. It includes case consultation, structured case presentation, initiation of individualized, treatment plans, supervision of in-service training, and assisting the staff members to maintain professional perspective when working with difficult clients, and recognition of their limitations as well as the resource limitations of the program. Plans and organizes work to meet workload demands and to manage caseloads among staff members. Provides oversight for clinical counselors in supervision and execution of clinical assessments of clients. Performs expert level assessment, referral, and treatment of most complex cases. Directs clinical counselor in researching and determining professional training needs and opportunities for staff. Conducts an on-going review of program functioning, and evaluates treatment effectiveness. Ensures that initial interviews, evaluations, and treatment are in accordance with established policies and current guidelines. Evaluates client progress and adequacy of treatment and follow-up. Establishes individualized performance goals and holds responsibility for the timely accomplishment of work in keeping with overall plans. Prepares and conducts in-service training as required by SACC Director.

May conduct internal personnel administration and management tasks as needed; executes performance appraisals; discusses outstanding or weak performance with subordinates. Evaluates professional development activities to ensure training goals are met. Determines end results of overall work effort in meeting established program objectives and plans.

DUTIES CONTINUED

Enforces subordinate adherence to policies in keeping with standards of clinical care, existing regulations, and ethics governing work conduct. Ensures that all individual client records prepared by subordinate personnel are maintained in accordance with standards and regulations; reviews content and quality to ensure appropriateness and accuracy of the notations, and that continuity of client care is reflected in the case recording. Ensures that clinical staff members complete all requirements for achieving /maintaining licensure/certification. May provide additional training based on local needs or clinical issues.

Carries a caseload that allows time for clinical management and supervision. Caseload normally includes special problem cases beyond the professional capability of subordinate treatment staff. Screens, interviews and refers complex cases to medical care/inpatient treatment as appropriate. Conducts individual, group and/or family therapy with clients that present for care with complex substance use disorders. Uses specialized therapeutic techniques to help clients stop or change their pattern of substance use, to resolve problems relating to substance use, family relationships, and job performance, leading to the development of a healthy lifestyle.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury,

occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary).

Performs other related duties as assigned.

MINIMUM QUALIFICATIONS:

Required Degree: Must possess a master’s degree in social work or psychology; or in a related behavioral health field (marriage and family therapy, counseling) from an accredited program.

Required Licensure: Must be licensed at the independent practitioner level.

Required Experience: Must have a minimum of four years post-license professional experience with at least one year of experience as a supervisor of professional clinical providers with an emphasis in substance abuse/addiction services or with co-occurring disorders.

Required Certification: Certified substance abuse counselor (Alcohol and Drug Counselor II, International Certification & Reciprocity Consortium substance abuse counselor certification, or state equivalent) required.

Expert knowledge of Marine Corps substance abuse policies, directives and regulations. Make recommendations significantly changing or developing programs. Knowledge of the SACC budgetary goals and objectives. Comprehensive knowledge and understanding of the Marine Corps Order 5300 , USMC model and continuum of care.

Expert knowledge of substance misuse issues within the Marine Corps and related program policies, procedures, and regulations to serve as an installation subject matter expert is highly preferred. Skill to plan, organize, and direct both internal and interdisciplinary clinical team meetings and to communicate effectively with management and command toward understanding and utilization of SACC services. Expert knowledge of the concepts, principles, procedures, and practices relating to substance misuse and substance use disorders within an active duty population and evidence based counseling techniques. Ability to provide expert clinical supervision of subordinates individually and in group settings. Ability to teach therapeutic techniques in prevention and intervention for substance use disorders to subordinates. Skill and ability to apply this knowledge to difficult and complex work assignments, and in the development of new methods, approaches, and treatment procedures. Ability to review and evaluate a wide range of training aids and materials. Expert skill and ability to review and analyze client’s bio-psychosocial history to develop comprehensive treatment and continuing care plan. Must be able to properly document interview findings and diagnoses. Ability to assess the needs of the clients, counsel clients in recognition of their substance use and misuse, and recommend techniques and goals during the treatment phase. Ability to present higher level command briefings, court testimonies, and conduct liaison, in-service, etc. Ability and skill to prepare accurate written case documentation involving multiple treatment goals and more complex cases, general correspondence, congressional correspondence, and staff papers.

This position is designated as a Position of Trust, and the incumbent must be suitable for employment and eligible for a background check. The incumbent must obtain and maintain a Secret Clearance to travel and/or complete assigned duties that require access to classified national security information.

Road Asphalt Pavement Consultant for the Ministry of Interior- Kuwait - Kuwait

Kuwait is highly populated State with the majority of the population live in the cities. Issues and constraints that contribute to traffic and transport sector problems in Kuwait include (1) Increasing demand for transport of people and goods associated with limited infrastructure capacity, and inefficient public transport services, (2) need for better transport-land use planning, (3) need for a reliable information system and monitoring regime, to fully understand causes, create effective countermeasures and assess effectiveness of performance, (4) need for better traffic management, and travel demand system, (5) increasing vehicles, population, congestion, accidents, and lack of safety - conscious road design and black spot procedures, and (5) need for institutional reform and human resources development.

To manage demand, reduce congestion, enhance road safety and improve mobility and accessibility in Kuwait, a long-term and comprehensive National Traffic and Transport Strategy was developed for the period of 2010-2020 (NTTS), under the umbrella of the United Nation Development Programme (UNDP), Supreme Council for Planning and Development (SPCPD), and Ministry of Interior Program (MOI). The NTTS has identified major obstacles, characteristics, and role of each associated agency, and included various elements such as institutional reform, human resources development, information system,  road infrastructure, transport systems, traffic management, ITS, transport-land use planning, enforcement and traffic policing, community awareness, road safety, congestion management, and vehicle emissions. To strengthen implementation, the UNDP and Government started implementation of one of the priority projects of the NTTS which is called “National Traffic Management Improvement Project”.

The project aims to develop an efficient traffic management, road network, road safety and enforcement system that will assist planning, implementation and management of sustainable transport system in Kuwait.

Objectives of assignment

The objective of the assignment is to provide guidance in asphalt pavement practice, including bituminous mixture, performance of pavement structure, testing and compliance, standards and specifications, design, quality and materials, use of recycled and secondary materials, safety, pavement technology, maintenance, innovative issues, and failures of road network pavement and identification of causes.

International Consultant for Evaluability Assessment of UN One Programme II in Pakistan - Islamabad

The overall objective of undertaking the Evaluability Assessment is to enable the Government of Pakistan and the UNCT to evaluate OPII in a coherent, effective and efficient manner while upholding the principles of national ownership, leadership and mutual accountability. Guided by the Delivering as One (DaO) and UN Programming Principles, the Evaluability Assessment (EA) of OPII aims to determine and identify all the gaps in information necessary to be filled for effective planning, monitoring, reporting and evaluation of the programme, i.e. at the level of joint outcomes and joint outputs, at federal and provincial levels as relevant.

Scope:

The Evaluability Assessment is expected to cover the following aspects and issues with regard to OPII:

The robustness of the planned results (RRF), indicators, baselines and targets and corresponding activities (in annual work plans) of OPII in establishing the horizontal and vertical logic in accordance with UNDG RBM principles and guidelines;The quality and availability of credible and timely data and information on OPII indicators, baselines, targets and time frame;The adequacy of the institutional mechanisms in place, as per the principles of DaO, to facilitate and support OPII planning, implementation, monitoring, reporting and evaluation at national and provincial levels;Accountabilities of stakeholders at various level in relation to planning, implementation and oversight;Ensure coherence with resilience principles.

In view of the above, the scope and coverage of Evaluability Assessment will be limited only to OPII in terms of its design, information (related to its results matrix) and the institutional context and processes supporting its implementation.

Process

The OPII Evaluability Assessment shall be conducted involving all stakeholders, including government agencies, the UN, civil society and beneficiaries, as and when relevant.

The following processes and products constitute the deliverables (also see Annex I for a Sample of Guide Questions related to the processes):

Hold an inception discussion with key stakeholders to have a clear understanding of the scope, objectives and methodology of the Evaluability Assessment;Conduct a desk review of literature, processes and systems regarding OPII;Structured interviews with stakeholders;A short opinion survey (Survey Monkey) engaging stakeholders;Focus group discussions; andConsultative meetings and workshops with the concerned parties and stakeholders.

The consultant can also devise and propose other relevant assessments methods deemed necessary in view of the conduciveness of the context which shall be discussed, agreed and included in the final Inception Report of the assessment.

Deliverables

The Evaluability Assessment of OPII shall result into the following concrete results which are actionable to remedy any flaws in OPII institutional mechanisms, planning process, financial and results matrices. The following deliverables are expected from the Evaluability Assessment:

An Inception Report (including workplan/design/methodology) for the Assessment detailing out the execution plan for the assessment;A comprehensive Evaluability Assessment Report of OPII including recommendations;A draft action plan underlining the specific measures that the UNCT needs to take to address the shortfalls in OPII with regard to its evaluability, delivery and accounting for results.

Indicative Work Flow and Time Frame

The Evaluability Assessment shall be carried out during October 2014-January 2015 for a duration of approximately 90 working days including the inception period, data collection and analyses, meetings, report writing and field visits, if required. In discussion with the RCO, the consultant hired shall detail out the timeframe by deliverables and specific activities/actions required to achieve them in the Inception Report adhering to the broad schedule of activities as follows:

Phase – 1 Preparatory phase:

Time Frame 10 days

Inception/ scoping mission for the Evaluability Assessment;Agreement on methodology and detailed work plan;Participate at the initial stakeholder meeting to launch the Evaluability Assessment exercise.

Phase – 2 Review of documents/ Information gathering:

Time Frame 35 days

Review of documents, reports, supporting materials;Meetings/ workshops/ consultations with relevant stakeholders;Finalize interview questionnaires with key stakeholders;Field visits.

Phase – 3 Data Analysis:

Time Frame 25 days

Undertake validation and analysis of the qualitative and quantitative data acquired from desk review and field visits;Advise and ensure storage of the validated/verified data in UN MIS One View/OPII Portal for M/E purpose;Any other suggested activity.

Phase – 4 Preparation/ finalization of the Evaluability Assessment Report with Recommendations:

Time Frame – 20 days

Preparation of the draft report;Presentation of draft findings/ report to PME/ PMT;Finalization of the Report based on feedback from PMT, PME and other relevant stakeholders;Submission of final report to PME.

Management Arrangements:

The organization and management arrangements for the conduct of OPII Evaluability Assessment will be as follows:

Evaluability Management Team (EMT): Resident Coordinator’s Office (RCO) and   PME Chair  – The RCO will manage and take the operational responsibility for the implementation of the Evaluability Assessment with recruitment of the consultant, facilitation of his/her work, finalization and publication of the Evaluability Assessment Report.  The EMT will also help ensure necessary cooperation from all counterparts and key stakeholders to meet with the consultant and provide correct and appropriate information and the required data in a timely fashion;Technical Oversight by Reference Group (RG): The RG will be formed with representation from the PME group and key stakeholders, government counterparts and civil society. The RG will act as the technical oversight body for the Evaluability Assessment - reviewing and approving the Inception Report, work schedule, draft Evaluability Assessment Report which will then be submitted to the PMT and UNCT respectively for their review, comments and approval;Stakeholder Consultations: At the federal level, the Economic Affairs Division and other concerned government partners and agencies will be engaged through the existing channels of communication and mechanism. At the provincial level, the PSC co-chairs and UN PPT mechanisms will be consulted and engaged through field visits and provincial work. As stakeholders, the relevant CSO(s) may also be engaged in the consultations both at the national and provincial levels.
