About the Position: This vital position is located within the Environmental Division of the Directorate of Public Works, US Army Garrison, Fort Hood, TX. The office is comprised of approximately 75 Government employees consisting of natural and cultural resource personnel, engineers, Environmental Protection Specialists, and technicians. The office environment is dynamic and challenging due to the environmental mission in support of the largest military post in the US Army.

Occasional Travel5% TDY TravelPermanent Change of Station (PCS) costs may be authorized.· Utilize scientific and engineering principles to conduct environmental assessments/audits to develop alternatives, predict possible consequences, and to recommend feasible courses of action.
· Provide expert advice/technical assistance to management concerning local, state, federal, DoD, and Army environmental laws, regulations, policies, and directives.
· Review and evaluate installation environmental management programs and policies for compliance with current applicable environmental laws, regulations, and directives.
· As an immediate supervisor, you will assign work to subordinates; evaluate work performance of subordinates, recommend hiring, promotion, or reassignments; take disciplinary measures when necessary and identify training needs of employees.
· Manage environmental projects and accounts for the funds expended.
· Review plans and specifications from other government agencies and architect and engineering firms.
· Prepare and update applications for State permits and coordinates public notices/meetings regarding such permits.
· Advise management on procedures including but not limited to the disposal of hazardous waste/material, chemical spill response and remediation, pollution prevention, waste minimization, required permits, air and water requirements.

Basic Educational Requirements:
The Civil Engineer occupation has specific education requirements which apply to all positions. From the options below, select the one which describes your educational background. These requirements must be met in order to be found eligible for hire into these positions. Education above high school level must have been completed in a U.S. College, university, or other educational institution that has been accredited by one of the accredited agencies or associations recognized by the Secretary, U.S. Department of Education. Transcripts are required at time of application.A. Degree: Bachelor's degree or above in professional engineering from a college or university accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: THIS DOES NOT INCLUDE ENGINEERING TECHNOLOGY.
ORB. Combination of education and experience - college level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1-Professional registration: currently registered as a professional engineer by a state in the United States, the District of Columbia, Guam, or Puerto Rico. I also have college-level education, training, and/or technical expertise that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
2-Written Test: successfully passed the Engineer in Training examination, or the written test required for professional registration, administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. I have also completed all the requirements for either (a) a bachelor's degree in engineering technology (BET) from an accredited college or university that included 60 semester hours of courses in the physical, mathematical, and engineering sciences, or (b) a BET from a program accredited by the ABET+AD's
3-Specified academic courses: a combination of at least 4 years of college level education, training, and/or technical expertise that included successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the courses listed in paragraph B above. The courses are fully acceptable toward meeting the requirements of a professional engineering curriculum.
4-Related curriculum: a bachelor's degree or higher-level degree in engineering technology or in an appropriate professional field (for example, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) and at least one (1) full year of professional engineering experience that was acquired under a professional training program or under professional engineering supervision and guidance.
Experience required: In addition to meeting the Basic Education Requirement, applicants must also possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: 1) Experience reviewing plans, designs, and specifications for environmental projects and other projects ensuring environmental concerns are addressed; 2) Experience applying environmental engineering principals to planning, permit preparation/review, design, procurement, construction, and warranty phases of environmental projects; 3) Experience providing advisory, planning, and inspection services for environmental problems and projects, through application of public laws related to environmental engineering.
