Business and Partnerships Advisor

Under the overall guidance and direct supervision of the CDOH Director and the indirect supervision of the Head of Programme, and in close coordination/communication with AFO’s regional business development advisor, the Business and Partnerships Advisor serves as the focal point for developing a business development strategy for CDOH, and for placing that strategy into effect. This function will imply at a minimum the following activities:

* Participates in and reports on inter-agency, donor and partnership development and relationship-building activities and meetings

* Develops a business development intelligence strategic approach, in order to collect, analyze and apply timely and relevant BD information

* Proactively networks with clients, including but not limited to sister UN Agencies, European Union, World Bank, African Development Bank, IFAD, Government of DRC, etc.

* Collaborates closely with the CDOH Communications Officer with respect to advocacy, public information and communication activities

* Convenes and presides over the CDOH BD working group

* Manages LEADS that emerge from BD efforts and regularly updates the LEADS system

* Attends project development meetings, coordinates in support of the CDOH Director and Head of Programme for UNOPS project development activities and addresses project development issues in consultation with UNOPS projects managers and relevant colleagues

* Monitors and evaluates humanitarian, reconstruction and development trends and needs to assess business opportunities and submits proposals for action

* Helps ensure portfolio growth by aggressively pursuing existing pipeline opportunities, and through assessments of requirements of UNOPS clients and identification of opportunities for UNOPS to provide services

* Contributes to the diversification of CDOH portfolio especially with respect to procurement and advisory services

* Reviews and translates conceptual processes and national strategies into policy-driven programs

* Develops and prepares proposals, agreements and project documents with respect to identified opportunities with clients and partners, jointly with the CDOH Director

* Interacts with relevant UNOPS staff on matters pertaining to their respective responsibilities in relation to project and business development and client relations

* Travels to and within hub-supported countries as-needed to develop targeted BD opportunities

* Performs any other relevant tasks as requested.

professional relationships with senior decision-makers and influencers /
leaders;

Ability to understand and clearly explain
UNOPS pricing policy to partners

Proven organizational skills and ability to handle effectively multiple tasks
without compromising quality, team spirit and positive working relationships
with colleagues;

Ability to promote and demonstrate operations integrity and business ethics,
as well as trust and open communication.

Education/Experience/Language requirements

Education:

Advanced university degree (Master’s degree or equivalent), preferably
in Business Administration, Public Administration, Engineering, Political
Science, International Relations, or other related field. A combination of
first-level university degree with 2 years of additional work experience may be
accepted in lieu of the advanced university degree.

Experience:

At least 5 years experience in an international
development or business environment, preferably including experience in project
development and client relations.

Strong track record in developing and
executing strategies, plans and initiatives.

Effective proposal
writing skills.

Exceptional ability in communicating
consistently, clearly and effectively with a broad range of stakeholders.

Prior experience with international
organisations and within one or more international development organizations,
UN agencies, or IFIs, would be a strong advantage.

Familiar with PRSP/GESD, UNDAF, country plans
of major donors and partners.

Knowledge of common computer tools, such as
MS Office (Excel and Word), project management software, etc.

Experience in identifying, developing and/or
managing partner relationships, for example public sector clients, donor
governments, multilateral development banks, public private partnerships, etc. ,
within the context of engineering, business and/or professional services.

Experience in the emerging markets and/or
development sector working in or around UNOPS’ competency areas of sustainable
Infrastructure, Procurement and/or Project and Programme Management.

Business development experience in at least
three of the nine DRC Operational Hub countries is an advantage.

Experience in business
acquisition in the form of multiple-year large size projects would be a
significant asset.

Language:

Full fluency in written and spoken English and French is essential.
Fluency in one or more additional official UN languages will be a strong
advantage.
