Advisor, Public-Private Partnerships & Innovation

Housed in the Business Development Unit in IPD, a Public-Private Partnerships (PPP) and Innovation Advisor would work with IPD, IPT, and US Programs to focus specifically on business development and solicitations that require private partners, innovative/sustainable design and multiple/pooled donor funding sources. These solicitations and donor sources include: USAID GDA & DIV streams, DFID, Grand Challenge, etc).  The Senior Advisor would work across all fundraising departments of the organization, looking at solicitations and donors in the public and private spheres as well as in the United States and Europe. This position would be a pilot for one year; we would then determine future viability, structure, and staff capacity needs.

Roles & Responsibilities

For the first year, the position will focus on the following areas:

Setting the agenda for public private engagement; pursing innovative funding opportunities; relationship-building with private sectorInternal assessment/mapping of where IRC is with respect to these kinds of funding opportunities-, what has worked, what has stalled, and why.External assessment/mapping of what has worked in other organizations/who has won innovative funding streams, what are the requirements, what are donors looking for.What is IRC’s messaging, added value in the innovative funding space?What does IRC have to do to improve/refine message/added value?  Focal point identification within IRC- who within the agency can and should be involved?Research and identify what requirements/skills/capacities are needed to win these opportunitiesWork with Country Programs, Technical Units (including US Programs) to identify specific areas for innovation/potential designs that often fall outside of existing donor reachExplore possibilities for US Programs to test innovative partnerships with the private sector (likely economic development-focused)Develop parameters for partnerships including criteria for vetting

High Level Technical Support

Support IPP, TUs and Country Programs to identify, court and develop potential partnerships Coordinate discussion and flow of information around innovative/new/difficult streams across IPD, IPP, IPT & the TUProvide high-level advice to IRC units/offices to systematically continue innovative funding discussions/identification (IPP, TU, USP, UK, BDU, Regional Units) Ensure effective messagesThink through how to better understand innovative programming opportunities, particularly involving public-private partnershipsBring together conversations happening at different levels

Lead Key Opportunities

Identify specific opportunities (both public and private) that fall in to the innovative/difficult to reach funding stream that  align with agenda & most concrete chance of returnPursue with relevant offices (TU, Country Programs, IPP, BDU, USP, UK)Coordinate and lead bids for innovative opportunities 

Qualifications  

Bachelors Degree plus advanced degree in international development, political science, or other related fieldMinimum 7 years relevant experience in program design, proposal development and partnership developmentPrevious experience with public funding, particularly from the US Government and European government donors.Excellent communication and interpersonal skills, including superior writing skillsProven management skills and ability to negotiate effectively with donors and partner agenciesSolid organizational skillsAbility to liaise with diverse stakeholders across the organization and educate staffAbility to work in a team environment and independentlyAbility to meet unexpected demands and remain flexibleAbility to multi-task and prioritize effectivelyAbility to travel, at times with minimum notice and for prolonged periods of timeIRC leading the way from harm to home.
