Consultant to Develop the Gaps and Constraints, Needs and Addressing Climate Change chapters of the Biennial Update Report (BUR) - Kuala Lumpur

Scope of Work

This consultancy is to seek the services of a consultant to assess the gaps, constraints, level of support received for climate change in Malaysia, in particular in relation to mitigation and develop the chapters on:

Constraints and Gaps;Level of Support Received and Needs;Addressing Climate Change

For the first BUR. He/She  shall work closely with the TNC/BUR National Project Director, TNC/BUR National Project Manager and UNDP Programme Manager in developing these chapters. In addition to this he/she shall also hold regular consultations with the  Technical Working Groups in particular on  Mitigation and MRV through their Chairperson. He/She shall report to the TNC/BUR National Project Director and TNC/BUR National Project Manager on a regular basis.

He/She will undertake the following tasks:

Collect and compile information and data on the gaps, constraints, level of support received,   needs and way forward for climate change in Malaysia using the information contained in the Second National Communication  as the starting basis;Assist the TNC/BUR National Project Manager to conduct a Stakeholder’s Consultation Workshop on Gaps, Constraints, Needs and Way Forward for Climate Change in Malaysia;Analyse the information collected from the above;

Prepare the following chapters of the BUR:

Constraints and Gaps Chapter that would include:Introduction;Mitigation (i) Constriants and Gaps and (ii) Actions to Address Constraints and Gaps;Greenhouse Gas Inventory (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Adaptation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Research and Systematic Observation (i) Constraints and Gaps and (ii) Actions to Address Constraints and Gaps;Conclusion.

Level of Support and Needs Chapter  that would include include:

Introduction;Level of support received (financial, technical and capacity building);Technology Transfer receive;Financial Needs;Capacity Building Needs;Technology Needs;Technology Transfer Needs;Conclusion.

Addressing Climate Change Chapter that would include:

Introduction;Economic Transformation Programme;Roadmap on Carbon Intensity Reduction;Green Technology Financing Scheme;Green Technology Roadmap;Energy (i) Renewable Energy and (ii) Energy Efficiency;Forestry;Transportation;Waste Management;Corporate Carbon Reporting;Low Carbon Cities Framework;Sustainable Consumption and Production;Government Leading by Example;Conclusion.

Methodology

The consultant will employ a number of investigative, analytical and consultative methods and tools to complete his/her tasks:Data/Information collection from public domains, reports and official documents;Desk research;Interviews with key stakeholders (Ministries/Agencies/Departments/Owners and Beneficiaries of Programmes of initiatives/programmes);Stakeholder consultations through discussions and meetings with the 5 Technical Working Groups especially the Technical Working Group on Mitigation and the Technical Working Group on MRV;A stakeholders’ consultation workshop on Constraints, Gaps, Needs and Way Forward for Climate Change.

Handling of Data Information and Documents

All data, information and documents obtained under this assignment will be the property of the Government of Malaysia and be treated as strictly confidential.
No such information shall be used by the Consultant for any other purpose other than the preparation of the Mitigation Chapter for the BUR unless  with written permission from Ministry of Natural Resources and Environment Malaysia  and UNDP.
All soft and hard copies of the data, information and documents must be returned to the Division of Environment Management and Climate Change, Ministry of Natural Resources and Environment Malaysia  upon completion of this assignment.    

Expected Outputs

Constraints and Gaps Chapter for the BUR;Level of Support and Needs Chapter for the BUR;Addressing Climate Change Chapter for the BUR.  

Deliverables and Timeline

The Consultant shall be responsible for the delivery, content, technical quality and accuracy of the reports in accordance to the following timeline. All activities shall be reported and deliverables to be submitted to the TNC/BUR National Project Director, Ministry of Natural Resources and Environment through the TNC/BUR National Project Manager.

Submission of  work plan and methodology - by 16th December  2014;Submission of first draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 31st January 2015;Submission of final draft of the Gaps and Constraints Chapter and Level of Support and Needs Chapter - by 28th February 2015;Submission of first draft of the Addressing Climate Change Chapter - by 31st March 2015;Submission of final draft of the Addressing Climate Change Chapter - by 2nd May 2015.

Terms of Payment

The fee is payable upon satisfactory completion and acceptance of the deliverables by the Ministry of Natural Resources and Environment Malaysia and UNDP Malaysia. Breakdown and schedule of payments are as follows:

10 % upon  satisfactory submission and acceptance of work plan and methodology;25 % upon satisfactory submission and acceptance of Submission of first draft of the (i) Gaps and Constraints Chapter and (ii) Level of Support and Needs Chapter for the BUR;30 % upon satisfactory submission and acceptance of the final draft of the (i) Gaps and Constraints Chapter and and (ii) Level of Support and Needs Chapter for the BUR;15 % upon satisfactory submission and acceptance of the first draft of the Addressing Climate Change Chapter;20 % upon satisfactory submission and acceptance of the final draft of the Addressing Climate Change Chapter
