National Consultant (National Human Development Report)

Scope of the Assignment:
The Consultant will work under the overall guidance of the Head of the Policy Unit (or their designate) and he/she will carry out the assignment in close consultation with the NHDR coordinator in the Policy Unit.
Scope of Work:
A national consultant is being sought to support the preparation phase of the next Afghanistan National Human Development Report. S/he will work under guidance from the UNDP Policy Unit and NHDR Steering Committee. The consultant will:

Data assessment and collection

* Support development of a survey of the data available on the selected theme of the NHDR and related issues on human development themes and their qualitative and quantitative descriptors and/or indicators.
* Create a sample frame for focus group discussions- i. e. list of well-informed persons, such as community leaders, government officials, business persons, and academics, representatives from civil society, youth groups, disadvantaged people, international organizations and other relevant stakeholders in Afghanistan.
* Conduct focus group discussions and key informant interviews with community leaders, government institutions, non-government organizations, business persons, political representatives to gather and document their views on poverty and inequality, income distributions and other forms of inequality in Afghanistan.
* Ensure availability, credibility and relevance of quantitative and qualitative data.
Human development policy research

* Undertake comprehensive research on human development related issues in Afghanistan and prepare a background paper on Afghanistan’s socio-economic trends, environmental challenges as well as government policies, strategies and programmes that promote equitable and inclusive development in Afghanistan.
* Compile and analyse relevant human development data and develop research related materials and case studies.
* Establish networks and alliances with research institutions and think tanks in Afghanistan and in the region.
Deliverables/ Timelines/ lump-sum payment:

* Research on Human Development related issues carried out. (Two weeks of assignment) 10%
* Ties built with the concerned institutions to collect data and other human development related information. Key stakeholders are identified and meetings held, list of well-informed persons and institutions prepared (Two weeks) 10%
* At least two case studies to support the preparation of background papers prepared and adequate evidence to espouse rigorous thematic analysis of the report collected (Three weeks) 20%
* Report of key informant interviews, focus group discussions, community leaders, and other relevant persons and institutions produced (Three weeks) 20%
* Compile and analyze relevant human development related data and provide substantive inputs to preparation process of the background papers (Three weeks) 20%
* Share the outcome of the overall human development related research with relevant colleagues and incorporate their feedbacks. Undertake other activities assigned by the Policy Unit (Three Weeks) 20%

Evaluation Criteria:

The offer will be evaluated by using the Best Value for money approach (combined scoring method). The Technical Proposal will be evaluated on 70% whereas the Financial Proposal will be evaluated on 30%. Below is the breakdown of technical proposal on 100% which will be brought to 70%.
Criteria/Weight/Points:

* MSc/MA Degree or above in, Development Economics, Political Science or any other relevant social science discipline (20%) Maximum 20 points
* At least 5 years of relevant experience in academia or research, with a focus on the analysis of socio-economic data and composite indices and the assessment of welfare across population groups; experience with international development organizations would be considered an asset (40 %) Maximum 40%
* Strong analytical and research skills (20 %) Maximum 20 points
* Excellent written and spoken English (20%) Maximum 20 points
* Total: 100% maximum 100 points

Scope of Price Proposal and Schedule of payments:
The proposal from the Consultant in relation to this assignment should be expressed as a lump sum payment plus the appropriate level of DSA subject to travelling to provinces of Afghanistan for the period two months assignment and travel costs from the consultant’s home base to and from Kabul. The lump sum payment will be made based upon completion of indicated deliverables. An IC Time Sheet will be maintained by the Contractor and serve as the basis for the payment of fees. Monitoring and reporting arrangements:
* The consultant shall be supervised by an assigned supervisor and s/he will report progress on a periodical basis.
* The review and approval of payments will be made by the assigned supervisor (s).

* In-depth knowledge of policy, institutional and human development approach analysis in developing countries;
* Knowledge of socio-economic performance in Afghanistan or post-conflict countries
