(DOE), and under the direct supervision of the Head, Transition and Recovery Division (TRD),
the successful candidate will provide programmatic and management expertise specifically in
the reinsertion and socio-economic reintegration phases of Disarmament, Demobilization and

Reintegration (DDR), and will be able to apply creative solutions to complex problems
affecting transition from conflict to peace. The successful candidate will be familiar with the
evolving contexts and nature of DDR programming, as more traditional programmatic
parameters are challenged by newer and more complex conflict dynamics. S/he will have
worked in complex crisis and transitioning contexts, be familiar with conflict dynamics, and
experience working with armed groups, with governments emerging from conflict, as well as
working and representing within civilian-military coordination frameworks. S/he will also
exhibit a strong understanding of inter-agency partnership processes for global DDR
programming.
Core Functions / Responsibilities:
1. Coordinate overall technical and policy support to IOM's global DDR operations and
conflict transition programming.
2. Supervise the drafting, coordination and finalization of strategic position papers, and
guidance notes; develop, communicate and facilitate achievement of key benchmarks for
IOM's DDR programming globally, and oversee the maintenance of a compendium of best
practices within IOM.
3. Oversee effective implementation of developments in `new' generation DDR programming,
and support liaison with relevant academic research institutions, private sector, and
programming partners to build creative coalitions for transitioning from conflict to peace.
4. Continually evaluate programmatic opportunities and strategic needs at the field level;
provide technical support and strategic guidance on IOM transition and recovery
programming, specifically to field missions implementing DDR and DDR-related
programming.
5. Act as focal point for IOM engagement with the Inter-Agency Working Group on DDR -
including coordination of IOM inputs and strategic planning contributions to inter-agency
DDR initiatives; provide analysis of the impact of global trends on IOM.
6. Initiate the development of project documents and detailed budgets; provide surge
capacity and support to newly establishing DDR field programmes, with country-level
support and start-up programme management.
7. Engage Divisions within the Department of Operations and Emergencies to coordinate
information management capacities and requirements for DDR; initiate an assessment of
the current IOM Information, Counselling and Referral Service (ICRS) with a view to
updating and regularly improving roll-out of the IOM tools and approaches.
8. Support all thematic areas of the Transition and Recovery Division for the review and
endorsement of programming documentation within the portfolio, and specifically ensure
the review, development and endorsement of DDR-related country strategy documents,
programme and project proposals and reports.
9. Enhance knowledge and understanding of the IOM DDR portfolio including assisting with
donor engagement, as well as the elaboration of strategic objectives and DDR activities
within the Migration Crisis Operational Framework and other key institutional mandates by
systematically improving global support capacities and the identification of country-level

programming requirements.
10. Lead the design and support the implementation of conflict transformation and transition
initiatives, including community stabilization programming particularly but not exclusively
limited to disarmament and demobilization efforts.
11. Provide for the review, coordination and development of programming opportunities,
analysis of complex crisis environments, the identification and management of risk, and
technical support to field Missions in post-conflict transition programming; programmes to
address root causes of forced migration; efforts to improve social cohesion and
reintegration; IOM elections programming and out-of-country voting activities.
12. Advise and update the Head of TRD on DDR and thematic priorities, key global issues
such as assessments of programming risk in complex environments, and provide
recommendations on continually improving IOM global implementation capacity in DDR
and other transition programming.
13. Undertake duty travel as required.
14. Perform such other duties as may be assigned.

Required Qualifications and Experience
Education
Master's degree in Political or Social Sciences, International Relations, International Law
or a related field preferably from an accredited academic institution with eight years of
relevant professional experience; or
University degree in the above fields with ten years of relevant professional experience.
Experience
Experience in post-conflict environments,
Knowledge of DDR planning, management and implementation;
Experience in liaising with governmental and diplomatic authorities as well as with both
local and international partner institutions and NGOs;
Experience in socio-economic reintegration, stabilization and community-led recovery
processes; strong knowledge of the Integrated Disarmament, Demobilization and
Reintegration Standards (IDDRS);
Knowledge of the UNDSS security system requirements and procedures as related to
DDR.
Languages
Fluency in English is required. Working knowledge of French an advantage.
