VACANCIES IN THE MINISTRY OF TRANSPORT AND INFRASTRUCTURE
STATE DEPARTMENT OF   INFRASTRUCTURE 

DIRECTOR, KENYA INSTITUTE OF HIGHWAYS AND BUILDING TECHNOLOGY
(KIHBT) – ONE (1) POST -  V/NO. 122/2015
               
Basic Salary Scale: Ksh.120,270 p.m. – Ksh.180,660 p.m. - (Job Group ‘S’)

For appointment to this grade, a candidate must have:
(i) served in the grade of Deputy Director/Principal Job Group ‘R’ or in a relevant
comparable position in the Public Service for a minimum period of three (3) years;
(ii) a Bachelors Degree in any of the following areas; Civil Engineering, Mechanical
Engineering (Automotive, Construction Plant and Industrial Plant). Architecture,
Building Economics/Quantity Surveying, or Electrical Engineering (Power and
Electronics);
(iii) a Masters degree in a relevant field from a university recognized in Kenya;
(iv) been registered with the Engineers Registration Board of Kenya ERB of Kenya as
an Engineer, or the Board of Registration of Architects and Quantity Surveyors
(BORAQS) of Kenya as an Architect or Quantity Surveyor, or Institution of
Surveyors for degree holders with registration requirements;
(v) membership with the Institution of Engineers of Kenya (IEK), Institute of

(vi) attended a Strategic Leadership Development Course in a recognized institution;
(vii) demonstrated a high degree of professional competence, administrative capability
required for effective planning direction, control and co-ordination of the training
institute development programmes; and
(viii) a thorough understanding of national goals, policies and programmes and the
ability to translate them to the training institute functions.

Duties and Responsibilities
The Director will be the Head of the Kenya Institute of Highways and Buildings
Technology (KIHBT) and will be responsible to the Principal Secretary for the policy,
general management and administration of the Institute’s three campuses.  Specific duties
and responsibilities include:
(i) formulating, implementing and  reviewing policies and programmes relating to
 training programmes for the Institute’s three campuses;
(ii) planning, co-ordination and overseeing the implementation of training
programmes for the infrastructure sectors nationally and internationally; 
(iii) co-ordinating consultancy and research activities undertaken within the Institute’s
three campuses in liaison with other institutions, Government departments and
industry; and
(iv) mobilizing and managing financial, human and other resources for the
development of the institute.

PRINCIPAL SUPERINTENDING ENGINEER (MECHANICAL) – TWO (2) POSTS -
V/NO. 123/2015 
Basic Salary Scale: Ksh.89,748 p.m. – Ksh.120,270 p.m. -       (Job Group ‘Q’)

For appointment to this grade, a candidate must have:
(i) served in the grade of Chief Superintending Engineer (Mechanical), Job Group ‘P’
or a comparable and relevant position in the Public Service for at least three (3)
years;
(ii) a Bachelors Degree in Mechanical Engineering or its equivalent from a recognized
institution;
(iii) a Masters degree in a relevant field from a university recognized in Kenya;
(iv) been registered by the Engineers Registration Board of Kenya;
(v) current valid annual Practicing Licence from the Engineers Registration Board of
Kenya;
(vi) membership with the Institution of Engineers of Kenya (IEK);

(vii) attended a Strategic Leadership Development Course in a recognized Institution;
and
(viii) demonstrated general administrative ability required for direction.
Duties and Responsibilities
An officer at this level will be deployed to perform duties in one of the following
functional areas; Consultancy Services; Equipment Utilization; Equipment Maintenance;
Planning and Development.
Consultancy Services
In this functional area specific duties and responsibilities will include:
(i) control, direction and supervision of all activities related to consultancy services
(ii) disposal of vehicles, plant, equipment and other mechanical stores;
(iii) standardization of procurement procedure as per the Public  Procurement  and
Disposal Act, 2005.
(iv) design and modification of vehicles bodies, plant and equipment; and
(v) formulation of vehicle, plant and equipment hiring strategies. 
Equipment Utilization
In this functional area specific duties and responsibilities will include:
(i) controlling, directing and supervising Equipment Utilization activities under the
Mechanical and Transport Fund (MTF) in the regions;
(ii) monitoring the utilization of vehicles, plant and equipment in the field under MTF;
(iii) reviewing and recommending  hire rate  of equipment from time to time;  and
(iv) implementing measures to improve availability of equipment.
Equipment Maintenance
In this functional area specific duties and responsibilities will include:
(i) controlling, directing and supervising Equipment Maintenance activities under
MTF in the regions and the Central Workshops Division;
(ii) preparing  equipment maintenance progress reports;
(iii) co-ordinating vehicles, plant and equipment inventory in the regions; and

(iv) co-ordinating fabrication and manufacturing in the mechanical workshops
including inspection activities and testing of drivers.
Planning and Development
In this functional area specific duties and responsibilities will include:
(i) controlling and supervising all planning programmes related to mechanical
engineering, motor vehicles, plant, equipment and workshops facilities;
(ii) preparing programmes for availability and utilization, arrangement, allocation,
maintenance, replacement and disposal of vehicles, plant and mechanical
equipment;
(iii) costing of the plans by preparing realistic budgets as per the funding levels of
MTD; and 
(iv) development and training of staff which shall include interpretation of the
approved plans for the development of Mechanical and Transport Department
(MTD).
VACANCIES IN THE MINISTRY OF LAND, HOUSING & URBAN
DEVELOPMENT

CHIEF QUANTITY SURVEYOR  - ONE (1) POST - V/NO. 124/2015

Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m. - (Job Group ‘S’)

For appointment to this grade, a candidate must have:
(i) served in the grade of Senior Principal Superintending Quantity Surveyor, Job 
Group ‘R’  or in a comparable and relevant position for at least three (3) years in
the public service;
(ii) a Bachelors degree in Building Economics/Quantity Surveying or its equivalent
 and relevant qualifications from a  university recognized in Kenya;
(iv)   been registered by the Board of Registration of Architects and Quantity Surveyors
of Kenya (BORAQS) as a Quantity Surveyor;

(v)  corporate member of the Institute of Quantity Surveyors of Kenya (IQSK);
(vi)  attended a Strategic Leadership Development Course in a recognized Institution;
(vii)   a clear understanding of the National Development Goals and Vision 2030 and the
ability to relate them to surveying function;
(viii)  demonstrated a high degree of professional competence and leadership capability
 required for effective planning, direction, control and coordination of quantity
surveying development programmes.

NOTE:  possession of a Masters degree in Building Economics/Quantity Surveying
or  any other relevant field from a university recognised in Kenya will be an
added advantage.

Duties and Responsibilities
An officer at this level will be responsible to the Principal Secretary for provision of
technical leadership and administrative services to the Quantities and Contracts
Department.  Specific duties and responsibilities include:
(i)   formulating, implementing and reviewing of policy on tendering and procurement
 procedures for government building construction and maintenance contracts;
(ii)   providing advice to all government Ministries/Departments and Agencies on
procurement of buildings and maintenance;
(iii)   ensuring the financing and contractual management of building construction and
maintenance  projects;
(iv)   performing duties of Secretary,  Registration for Architects and Quantity
 Surveyors and Secretary to the contractor’s registration committee;
(v)   registering, controlling and supervising consulting Quantity Surveyors; and
(vi)   preparing and implementing  the departments performance appraisal systems and
 contracts.

CHIEF ENGINEER (ELECTRICAL) -  ONE (1) POST -  V/NO. 125/2015

Basic Salary Scale: Ksh.120,270  –  Ksh.180,660 p.m.     - (Job Group ‘S’)

For appointment to this grade, a candidate must have:
(i)  served in the grade of Senior Principal Superintending Engineer (Electrical), Job
Group ‘R’  for at least three (3) years in the public service;
(ii)    a Bachelor of Science  degree in Electrical/Electronic Engineering from a university 
recognized in Kenya;
(iv)   been registered with the Engineers Registration Board of Kenya;
(v)       current valid annual practicing License from the Engineers Registration Board of 
Kenya;
(vi)   been a corporate member of the Institution of Engineers of Kenya (IEK);
(vii)   attended a project Development and Management course lasting not less than four  
 (4) weeks in a recognized Institution;
(viii)    attended Strategic Leadership Development course in  a recognized Institution;
(ix)   a clear understanding of the National Development Goals, Vision 2030  and the
ability to relate them to electrical/electronic engineering  function;
(x)    demonstrated a high degree of professional competence, leadership capability 
 required for effective planning, direction, control and coordination of building 
services development programmes.

NOTE:   Possession of  a Masters degree in Electrical/Electronic Engineering or any
      other relevant field from a university recognized in Kenya will be an added 
   advantage.

Duties and Responsibilities
An officer at this level will be responsible to the Principal Secretary for providing
leadership, management and administration function in the department.  He/she will 
responsible for formulation and implementation of Electrical/Electronic, Planning,

Construction and Maintenance of all the Electrical/Electronic installations in Government
Institutions and sites.  Specific duties and responsibilities include:
(i) formulating, implementing and reviewing  electrical/electronic operational
policies and strategies in conjunction with other departmental heads;
(ii) developing  standards in electrical and electronics for design;
(iii) directing, controlling, and coordinating all electrical/electronic maintenance of
Government Institutions;
(iv) providing advice to other Ministries and Government statutory boards on matters
relating to electrical and electronic installations; and
(v) managing the financial  and human assets of the department.

VACANCIES IN THE MINISTRY OF SPORTS, CULTURE AND THE ARTS

DIRECTOR, FILM SERVICES – ONE (1) POST-  V/NO. 126/2015

Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m.                     (Job Group ‘S’)
For appointment to this grade, a candidate must have:
(i) at least fifteen  (15) years  cumulative service, three (3) of which must have been  at
the grade of Senior Assistant Director, Film Services, Job Group ‘Q’  or in a
comparable and  relevant position in the Public Service.
 (ii)  a Bachelors degree in any of the following disciplines:  Film Production, Film
Animation, Theater Arts and Film Technology, Broadcast Production (Film
Option), Communication Studies (Film Option) from a university recognized in
Kenya;
OR
 a Bachelors degree in any of the following disciplines: Information Science,
Development Communication, Journalism, Public Relations, Communication
Studies, International Relations AND a Diploma/a Post graduate diploma in Film
productions, Film and Animation, Mass Communication (Film/Animation
Option) from a university recognized in Kenya;

(iii)  attended a Strategic Leadership Development Course in a recognized institution;
(v) a clear understanding of the National Development Goals, Vision 2030, emerging
trends and techniques and the ability to translate them to the film  services; and
(vi)  demonstrated leadership and  professional competence  as reflected in work
performance and results.
NOTE: possession of a Masters degree in Film and Animation, Film Studies, Film and
Media Studies, Broadcast Production (film option), or  any other relevant field
from a university recognised in Kenya will be an added advantage;

Duties and Responsibilities
An officer at this level will be responsible for provision of leadership on all policy issues
that relate to the film industry in the department of Film Services.  Specific duties and
responsibilities include:
(i) formulation, implementing  and reviewing  of national policies to govern the Film
Industry;
(ii) undertaking research on emerging issues in the Film industry to inform policy
formulation;
(iii) advising on the development of film education strategy and establishing
appropriate legal framework to promote the industry;
(iv) overseeing the enforcement of part two (2) of films and stage plays Act, Cap 222;
(v) ensuring the interpretation and implementation of Government policies on socio-
cultural, economic, political development national integration and cohesion
through audio-visual content for dissemination and archiving for posterity.
(vi) providing leadership in public private partnerships (PPPs) on film related matters;
(vii) overseeing the implementation of regional, continental and international protocols,
agreements, conventions and treaties in the film sector; and
(viii) promoting linkages with Ministries, State Departments and Agencies (MDAs) in
film related matters.

DIRECTOR, MUSIC – ONE (1) POST-  V/NO. 127/2015

Basic Salary Scale: Ksh.120,270 – Ksh.180,660 p.m.                     (Job Group ‘S’)
For appointment to this grade, a candidate must have:
(i)     at least fifteen  (15) years  cumulative service three (3) of which must have been
   at the grade of Senior Assistant Director, Music,  Job Group ‘Q’  or in a
   comparable and  relevant position in the Public Service.
(ii)      a Bachelors degree in any of the following disciplines:  Education (Music),
Music, Arts (Music) in Education, Musical Arts, Performing/Creative Arts,
Leisure and Recreation or any other equivalent qualification from a university
recognized in Kenya;
(iii) attended a Strategic Leadership Development Course in a recognized  
 institution;
(iv)    clear understanding of the National Development Goals, Vision 2030,  
   emerging trends and techniques and the ability to translate them to the music  
   function; and
(v)  demonstrated leadership and professional competence as reflected in work 
            performance and results.

NOTE:  Possession of a Masters degree in any of the following disciplines: Music  
Education, Music, Musical Arts, Ethno Musicology or any other relevant field
from a university recognized in Kenya will be an added advantage.

Duties and Responsibilities
An officer at this level will be responsible to the Principal Secretary for providing
leadership in the department of music.  Specific duties and responsibilities include:
(i) developing, implementing and reviewing  policies and legislations on music and dance;
(ii) developing music and dance facilities and infrastructure;
(iii) promoting Kenya music and dance both locally and internationally;

(iv) implementing international protocols and treaties relating to music and dance;
(v) developing the creative economy through investment, marketing and promotion
of music and dance;
(vi) establishing linkages and partnerships locally, regionally, and globally;
(vii) facilitating dissemination of information on music and dance artists’ rights,
privileges and obligations; and
(viii) managing the financial human and other assets of the department.

VACANCY IN THE MINISTRY OF EAST AFRICAN AFFAIRS, COMMERCE
AND TOURISM

DEPUTY DIRECTOR OF TOURISM – ONE (1) POST- V/NO. 128/2015

Basic Salary Scale: Ksh.109,089 – Ksh.144,928 p.m.                             (Job Group ‘R’)
For appointment to this grade, a candidate must have:
(i) at least fifteen (15) years  cumulative service three (3) of which must have been  at
the grade of Assistant Director, Tourism,  Job Group ‘P’ and above  or in an
comparable and  relevant position in the Public Service.
(ii) a Bachelors degree in Tourism, Economics, Commerce (Marketing Option),
Marketing, Wildlife Management or any other Social Science from a university
recognized in Kenya;
(iii) a Masters degree with a bias in Tourism in any of the following fields: Tourism,
 Environmental Science, Business Administration, Economics, Commerce,
Marketing, Wildlife Management, Sociology, Geography, International Relations
or  any other relevant field from a university recognized in Kenya;
(iv)   attended  a Strategic Leadership Development course in a recognized institution;
(v)  a clear understanding of the National Development Goals and Vision 2030, and the
ability to relate them to Tourism  function; and
(vi)  demonstrated leadership and professional competence as reflected in work

Duties and Responsibilities
An officer at this level will report to  the Director, Tourism for effective management of
tourism services. Specific duties and responsibilities include:
(i)  developing,  implementing  and reviewing tourism policies and procedures;
(ii)  formulating, implementing and reviewing  of wildlife management policy;
(iii) responding promptly and accurately to critical issues and initiatives such as
tourism safety concerns;
(iv)  undertaking regular surveys on impact of tourism and economic growth and
making appropriate recommendations;
(v)  preparing  tourism strategic plans and sustainability strategies;
(vi) coordinating local and foreign investment programmes in tourism; and
(vi) implementing bilateral and multi-lateral tourism agreements/protocols.

VACANCIES IN THE MINISTRY OF DEVOLUTION AND PLANNING

Duties and Responsibilities
An officer at this level will be responsible to the Secretary, Human Resource Management for
the overall administration and management of the office administrative services function in
the Civil Service.   Specific duties and responsibilities include:
(i) interpreting and implementing office administrative services cadre policies and
 procedures in consultation with the Secretary, Human Resource Management;
(ii) participating in recruitment selection and promotion of office administrative
services personnel in the civil service;
(iii)   reviewing the office administrative services cadre curriculum in liaison with the
relevant institutions;
(iv) posting and deploying office administrative services personnel;

(v) coordinating training of office administrative services personnel;
(vi) maintaining an up-to-date record of office administrative services staff
establishment; and
(vii)   coaching, mentoring, and counseling office administrative services personnel.

SENIOR ASSISTANT DIRECTOR, COUNSELLING SERVICES – ONE (1) POST-
V/NO. 130/2015

Basic Salary Scale: Ksh.89,748  – Ksh.120,270 P.M.  (Job Group ‘Q’)

For appointment to this grade, a candidate must have:
(i) served for a minimum period of three (3) years at the grade of Assistant Director,
Counseling Services, Job Group ‘P’ or in a comparable position in the Public
Service;
(ii) a Bachelors degree in Counselling or a Bachelors Degree in any of the Social
Sciences from a university recognized in Kenya  with a Post-Graduate Diploma in
Counselling from a university recognized  in Kenya; 
(ii) a Masters degree in Counseling or a Masters degree  in any of the Social Sciences
from a university recognized in Kenya;
(iv)   a Diploma in Counsellor Supervision Course;
(v) attended a  Strategic Leadership Development course in a recognized institution;
(vi) attended  a Trainer of Facilitation Course in Psychological Counselling lasting not
less than  two (2) weeks in a recognized institution; 
(vii) attended a Psychological Debriefing Course lasting not less than  one (1)  week;
(viii) been registered with the Kenya Counselling Association (KCA); and
(ix) demonstrated merit and ability in management of counseling services and proven
professional competence in developing counseling strategic and operational plans.

Duties and Responsibilities
An officer at this level will be deployed at the Ministry Headquarters and will report to
Deputy Director, Counseling Services. Specific duties and responsibilities include:
(i) developing, reviewing and coordinating of counseling policies;
(ii) supervising and preparing of quarterly budget for counseling report; and
(iii) coordinating and evaluating counseling projects and programs.

Duties and Responsibilities
Duties and Responsibilities will entail:-
(i) Coordinating the development of policies, standards and guidelines that direct the
selection, development, implementation and use of Information Communication
Technology;
(ii) Developing and implementing  Information Communication Technology strategy;
(iii) Overseeing the Research, design and implementation of Information Systems (IS)
and Information Communication Technology  infrastructure;

Duties and Responsibilities
Duties and Responsibilities will entail:-
(i) Carrying out activities related to the development of the enterprise Siebel CRM
solution;
(ii) Coordinating  with the functional team to gather  detailed understanding of the
business requirements;
(iii) Participating and providing  support in the analysis of the requirements, fit-gap
analysis and the design of the solution;
(iv) Defining and documenting the technical design of the solution, including
facilitating reviews and approvals;
(v) Developing  and configuring the Siebel technical modules including integrations as
defined in the technical design document;
(vi) Performing thorough unit testing of the developed modules including
demonstrating the solution as required;
(vii) Providing support during system, integration and performance testing, end-user
training and during the deployment and migration of the configured solution
