Program Development Associate - Bangladesh

He/She will regularly liaise with donors and partners, write proposals, concept notes, in collaboration with the Bangladesh Country team, and undertake research to support the Bangladesh office in expanding their portfolio into new and existing thematic sectors.   The PD Associate works in close coordination with the Country Director and other members of the Senior Management Team and Asia Regional Field Office. This includes management of a grants calendar and ensuring that projects and expenses are reaching objectives and are on track, and ensuring accurate, timely and well written reports to RI donors.   ESSENTIAL DUTIES AND RESPONSIBILITIES:   Programs Management (40%)   Provide day-to-day guidance and support to Program and Project Managers With the Director of Implementation, ensure program quality, with highest standards. Develop and update RI Afghanistan program strategy for the country and regions, aligned with RI’s Global, Regional and Sub-Regional strategies Contribute towards RI Afghanistan security strategy and plan Ensure quality design, check, and approve of project work plans and action plans. WASH Manager - Iran

Currently the program is implemented in Sistan and Baluchistan Province. As such, you will travel frequently to field sites as roving Program Manager to provide guidance, technical inputs and oversight on current WASH activities as well as design and implement programs in new locations. You will follow up on WASH infrastructure and hygiene promotion activities for the most vulnerable Afghan population in Iran. You will provide technical inputs to new proposals and the overall RI strategy. You will design and carry out an implementation plan for WASH and Shelter in new areas, as needed. You will directly manage a team of national staff and build their capacity to carry out the program activities according to RI’s and WASH program guidelines. POSITION DUTIES AND RESPONSIBILITIES: Program Management Manage quality program implementation, including allocation of resources and ensuring that appropriate controls are maintained at all levels by working with field staff; Ensure all WASH interventions are completed on time, within budget, and that they achieve their objectives. Provide adequate support to WASH program including, but not limited to, strategic vision and technical inputs and advice; Ensure the proper allocation of resources and maintenance of appropriate controls by working with field staff to ensure understanding and 100% compliance of RI and donor policy; Monitor project implementation, communications and reporting both internally and externally; E nsure that you and your team understand and comply with relevant donor rules and regulations; Support the timely delivery of program activities (for example, monitoring against logframes, individual performance management work plans) and oversee delivery of the project objectives: Ensure activities comply with appropriate national (Government policy) and international standards (SPHERE) as well as with RI WASH strategy, and are focused on improving the environmental health and conditions of the beneficiaries; Prepare technical designs and bills of quantities (BoQs) for WASH activities and structures; Ensure that WASH activities are implemented as per design, standards, and schedule, agreed with RI management; Map out areas for project intervention in coordination with local community and government; Organize and supervise the procurement tasks, and identify suitable local contractors for supply of construction materials; Manage project cycle budgets and donor reports related to this project. Position duties and responsibilities: Under the overall supervision of the RI Senior Project Manager, the Advisor shall be responsible for the following:  Support the Country Office in increasing awareness of protection among RI and partner staff and building the capacity of staff to implement protection-related responses;  Assist RI and partner staff in implementing it protection commitments to ensure RI operations and program activities take beneficiaries’ protection concerns into account and facilitate safe, dignified, and accountable provision of services – especially as RI scales up its use of cash-based transfers. Support the development of relationships with protection mandated agencies and interagency fora at the country level. Develop Iran and cross-border protection policies and manuals Lead the development of a CO and cross-border strategy for integrating protection into all operations.  Lead on developing necessary tools and formats for implementing protection activities in Iran and cross-border. Activities, may include but are not limited to the following: Provision of training and capacity building:  Design and lead staff consultations, briefings and staff inductions on protection. In this way, we empower communities to find, design and implement the solutions that work best for them.   RI currently seeks an expert trainer, with a tleast 10 years of experience in participatory Program Cycle Management and community based approaches, to conduct a 3 day ToT for RI and Iranian NGOs   Position Summary As part of its “Strengthening Iranian NGOs through Capacity-Building Trainings and Model Projects” project, RI-Iran plans to conduct a ToT workshop for a select group of staff members from 17 NGOs that participated in the PCM (Program Cycle Management) workshops conducted during 2016 and 2017. This workshop aims at training competent staff to be able to train peer groups and/or partners in organizational and programme management in line with standard tools and processes. The ToT expert will conduct a 3-day ToT workshop that will include: (i) 3 days preparatory work in Tehran with the RI project team and Iranian trainer team to develop a ToT in participatory PCM; (ii) Deliver a 3-day ToT training for PCM trainees. It is expected that through the ToT workshop, NGO staff participants will: learn participatory training principles and methodologies that are crucial for transferring knowledge and skills they acquired, during the RI organized training program, to their peer groups and partner organisations they work with, thereby serving more effectively their constituents. Acquire competence to identify and formulate projects through a participatory approach. The COP will be responsible for overall management, leadership and administrative oversight of the program and will serve as the principal institutional liaison to USAID implementation issues. In this way, we empower communities to find, design and implement the solutions that work best for them.     POSITION SUMMARY : The  Regional Security and Safety Officer  (RSO) reports to the Regional Director (RD), with technical reporting and liaison to the Global Security and Safety Advisor based in Washington DC. The RSO will take on a rigorous leadership role in each Asia region country with particular focus on Afghanistan and Iran. The RSO will be responsible for coordinating, overseeing and advising on safety and security management of all activities in Afghanistan, Iran, Pakistan, Bangladesh, Nepal, Philippines, Sri Lanka and Myanmar and any new country where RI would start operations in Asia. In addition, the RSO will be responsible for ensuring up to date and adequate risk assessments and SOPs, submitting timely and accurate reports and assessments to the RD and HQ, while representing the organization in security coordination fora. The position is based in Asia TBD with preference for Afghanistan (which is an unaccompanied post), but requires up to 70% time in the target countries.   ESSENTIAL DUTIES AND RESPONSIBILITIES:   ·         Coordinates design, establishment and maintenance of security support systems; ensures that RI is linked via all interagency and security coordination lists to ensure RI security presence in the INGO community.   ·         Conducts scheduled and ad-hoc field residencies at each program site, including central and sub-offices and program delivery locations for security assessments, audits and ongoing staff training and security awareness. Residencies and site visits must be fully coordinated via the senior country staff and RD. Each residency will have clear deliverables to be shared with supervisor and country director.   ·         Upon arrival in each program site, conducts a comprehensive assessment together with the local counterpart / audit of all existing security and safety policies and procedures and their application and practice by all staff at program sites, offices, residencies, and with respect to all vehicles, drivers and standing SOPs; provides and implements recommendations in consultation with the Country Director or most senior Country Representative and with RD and RI HQ Global Security; changes must comply at minimum with RI Field Operational Procedures and SOPs.   ·         Applies situation appropriate rules and guidance per RI’s Field Security SOP’s, MOSS and UNSECOORD;   ·         Conducts visits to RI’s field project offices and residential sites to assess security and safety conditions; develops comprehensive risk assessments in conjunction with country counterparts, leading to the updating of effective security plans, educates colleagues on the security plans and ensure compliance.   ·         Trains, technically supervises and mentors country security staff. Recommends and/or provides staff training on safety and security in a proactive and positive manner that promotes inclusion, participation, and leadership among the entire RI team, including expatriates, local national staff, and women. Is knowledgeable and sensitive to training needs and issues that must be understood to promote a positive organizational profile, cultural respect, and abide by the RI Code of Conduct.   ·         Takes a lead on regular safety and security drills for all Asia countries: conducts safety and security drills, trains national counterparts in how to conduct drills, and ensures that national counterparts implement drills regularly.   ·         Leads an ongoing process of design, establishment, review and revision of security policies and procedures to ensure understanding, buy-in, and compliance by staff; routinely revises safety and security plans to adapt to evolving security situation in conjunction with country counterparts and country directors, RD and HQ Global Security.   ·         Liaises with local and regional UN & interagency security personnel on security matters for country programs; advises Country Director(s) and HQ Global Security on security issues; provides security briefings and updates for RI staff and visitors.   ·         In close coordination with Country Directors, develops and maintains contacts with national law enforcement agencies, where appropriate; respects and is fully current at all times on political issues and local policies that impact INGO operations and safety.   ·         Conducts him or herself and the RI regional security operations in a manner that ensures reduced risk for exposure to issues with any group or government; presents the RI programs in a respectful and positive manner in all interagency interactions.   ·         Maps security incidents, ensures monthly security reports in all countries and understands patterns and threats; facilitates the development of situation specific, coordinated evacuation plans; writes well-researched security incident reports for review by supervisor and HQ.     POSITION REQUIREMENTS:   ·         At least 3-year of international security experience working in conflict affected countries and complex relief settings in the fields of both security & communications.   ·         At least 2-year experience providing security and safety support for international NGOs (required).   ·         Demonstrated knowledge of UN, ECHO, MOSS, and other standard INGO security frameworks.   ·         Excellent references reflecting demonstrated teamwork, maturity of judgment, tolerance for hardship and stress, leadership and integrity of character.   ·         Fluency in English – written and verbal. Provide orientation to new senior operations staff, provide, as needed, refresher training to staff in all standard operations and admin procedures, FAF, Logistics processes, SOPs, forms, record keeping and to ensure future ongoing compliance.  Provide training to program and other support staff on critical logistics policy & procedure. Assess country office fleet management standards; ensure appropriate allocation and safe use is achieved throughout the servicing of programs and staff; rental service agreements and contracting is done in alignment with RI procurement standards and fuel and maintenance systems are in place. Support warehouse teams to ensure systems and reporting are in place for the effective storage and distribution of all program stocks.  Support in the trial of an inventory management system for pharmaceutical stocks. Support in the ongoing creation and upkeep of regional and country office asset registers; ensuring that all program and operations assets are logged, issued with unique RI asset numbers and logged. Provide regular review and assessment of logistics staffing structures and functions in the Country Offices with the aim to strengthen overall efficiency and accountability. Demonstrated ability to contribute to operational management systems in a large complex program. Previous experience of managing operations/support teams in large-scale first phase emergency response is essential. Knowledge of international humanitarian and development systems, institutions and donors programs (including ECHO, DFID and OFDA), and of procedures, accountability frameworks and best practices. In depth knowledge and experience of logistics systems and requirements in a multi field office, multi program setting. Direct experience of delivery of humanitarian programs, in a technical or operational role, in at least 3 different contexts. Senior management role within a complex country program and/or in a large scale emergency response. Cold chain and/or pharmaceutical supply chain expertise preferred. Protection Consultant – Middle East

The desired outcome is information that RI will be able to share with donors, partners, and staff.   Main responsibilities and tasks: Clearly identify/define RI’s GBV and Child protection response activities; how do they fall within the priorities identified by  protection cluster/working groups and other coordination mechanisms in the region; Conduct country level mapping of current response capacities; Define complementary roles and responsibilities regarding Protection (GBV and Child Protection) program response and identify remaining gaps; Provide technical advice to strengthen RI’s GBV and Child Protection protocols for Health and Education programs; Provide updated information on the protection situation of women and children in host countries and country of origin and what the priorities of donors, UN and other working groups are; Develop a system for RI to monitor trends in protection relating to displaced/host population of women and children in the region; Identify potential partners in the region which RI can work with for referral and more technical protection support. OFDA Rules and Regulations Trainer

To ensure programmatic and operational compliance with OFDA requirements, RI seeks a highly qualified trainer or training firm to conduct a three-day USAID rules and regulations workshop tailored to OFDA assistance awards. The objective is to enhance the ability of our staff to effectively manage OFDA grants and ensure donor compliance.   Scope of Work RI is seeking an experienced trainer or training firm to conduct a three-day USAID/OFDA rules and regulations workshop in Gaziantep in English language to a group of approximately 30 staff members. RI aims to hold the training by the end of July 2017, while actual dates will be determined in consultation with the selected trainer.   The participants will be from diverse departments, including Programs, Health and WASH Technical Teams, Monitoring & Evaluation, Finance, Operations, and Grants. Therefore, the workshop shall cover all main USAID/OFDA rules related to programmatic management, financial management, operations, and other areas to ensure full compliance with donor requirements.   Methodology: The workshop will be highly interactive, accommodating questions and discussions as well as practical exercises. The trainer will develop and administer a pre- and post-test to measure change in participants’ knowledge and understanding of USAID/OFDA rules. This includes ensuring that views and plans of the HC members reach and is considered by the HC.   Position Summary: The HC Co-Lead, works in partnership with the health cluster coordinator as the cluster lead to provide leadership and facilitate the processes that will ensure a well-coordinated, strategic, adequate, coherent, and effective response. In holding the position, hosted by RI the Co-Lead will have specific responsibility for ensuring that the HCC position is informed by the NGO perspective. The HC Co-Lead will also be responsible for ensuring that the NGO membership is contributing to and sharing HC responsibilities, and will play a lead role in developing the active engagement and technical capacity of Syrian NGO members of the HC. Facilitate the collection of information from all members on the 4Ws-Who’s Where, since and until When, doing What, and ensure the Office for the Coordination of Humanitarian Affairs (OCHA)-managed 4W database is regularly updated.  Provide consolidated feedback to all members and the other working groups/clusters on a regular basis. Ensure that HC members are primarily accountable to affected populations through consultative mechanisms. Coordinate the establishment and work of the HC sub-groups or TWGs, including taking the lead in supporting one or several sub-groups according to needs and gaps.   Informing strategic decision-making of the HC/HCT for the humanitarian response Ensure the assessment and monitoring of the availability of health services (through work with the Information Management team) in the crisis areas provided by all health actors using the Health Resources Availability Mapping System (HeRAMS). Ensure that humanitarian health needs are identified by planning and coordinating joint, inter-cluster, initial rapid assessments adapting to the local context the Multi Cluster/Sector Initial Rapid Assessment (MIRA) tool, as well as follow-on more in-depth health sub-sector assessments, as needed. Mobilize HC members to contribute to establishing and maintaining an appropriate Early Warning Alert and Response Network, and regularly report on health services delivered to the affected population and the situation in the areas where they work. Lead and contribute to the joint HC analysis of health-cluster information and data leading to joint identification of gaps in the health cluster response and agreement on priorities to inform the development (or adaptation) of a health crisis response strategy. Work with the HCC to ensure that the Cluster Lead Agency (CLA) is informed of priority gaps that cannot be covered by any HC partner and require CLA action as provider of last resort. Represent the HC in inter-cluster coordination mechanisms at country/field level, contribute to jointly identifying critical issues that require multi-sectoral responses, and plan the relevant synergistic interventions with the other working groups/clusters concerned. Ensure members are represented and decisions are reflective of majority of members of the HC. Ensure that NGO members of the HC are kept fully informed of the meetings and decisions that take place outside of regular HC meetings, especially with external stakeholders.   Planning and strategy development In consultation with members, produce an annual work plan for the health response that supports HRP strategic priorities and aligns with the overarching humanitarian response. The work plan should be inclusive of training and research initiatives which build knowledge and capacity within the health cluster. Milestones will be included in the work plan to allow progress monitoring. Promote adherence of standards and best practices by all HC members taking into account the need for local adaptation. Promote use of the Health Cluster Guide to ensure the application of common approaches, tools and standards. Provide leadership and strategic direction to HC members in the development of the health cluster components of appeals, proposals and interagency planning and funding documents.   Advocacy and Resource Mobilization In consultation with members, develop an annual advocacy strategy and work plan that includes advocacy topics and activities as prioritized by the HC members. Put forward proposals for funding in consultation with the HC members and share responsibility with HCC for resource mobilization Take additional steps to ensure that resource mobilization and advocacy efforts, particularly the consolidated annual appeal, fairly represents and benefits NGOs as well as UN agencies.   Monitoring and Reporting Ensure members’ active contribution to and involvement in joint monitoring of individual and common plans of action for health interventions; ensure the collation and dissemination of this and other information related to the health cluster in HC sit-reps and/or regular Health Bulletins.   Contingency Planning/Preparedness/Capacity Building Lead joint HC contingency planning for potential new events or set-backs, when required. Monitoring, Evaluation, Accountability, and Learning (MEAL) consultant
Scope of Work: During the Contracting Period, Contractor shall provide the following services to Relief International: Relief International (RI) is currently operating in complex, protracted and hostile environments in the Middle East (ME), including Syria, where direct access is often restricted, or extremely limited. RI is currently operating under a wide range of remote management models which have become primary operational modalities and this is not expected to change in the near future.   Remote management is currently RI’s primary method of monitoring activities in cross-border projects.  Data from these activities can include community feedback and complaint mechanisms, as well as broader communication and learning from key program partners and beneficiaries.   In addition to that RI Jordan currently implementing a huge education project for Syrian refugees in Jordan aim to providing education opportunities for Syrian Refugees in Za’atari and Azraq camps under UNICEF Makani centers approach.   RI provides educational services to Syrian children and youth living in two major refugee camps, with a total population of about 130,000 Syrians. Through integrated approach, ranging from remedial and drop out education that supports both in-school and out-of-school children, through psycho-social support and life-skills, more than 3,000 beneficiaries between 6 and 24 years receive services on a daily basis in 9 RI educational centers.    The role of the Consultant is to support this process with full oversight by and consultation with the Jordan program management team, along with advisement and support of the GSO Technical Assistance Department.   Objective   The role of the Consultant is to support RI’s cross border and education projects by assisting in the design and implementation of the MEAL guidelines and tools according the detailed specification below.   Scope of Work   As previously stated, the consultant will perform his/her scope of work with close consultation of all relevant RI staff. 1.Conduct a comprehensive mapping and needs assessment of Jordan’s cross-border and education projects, specifically targeted to needs and gaps within the individual M&E plans. 2.Present recommendations for improvements in M&E systems based on assessment. 3.Create and disseminate M&E protocols specific to cross-border and education activities and related indicators.                                     Activities under Scope of Work 1.Conduct a comprehensive mapping and needs assessment of Jordan’s cross-border and education projects, specifically targeted to needs and gaps within the individual M&E plans. a.Review of project documentation and frameworks b.Mapping of indicators to activities and identify possible gaps in reporting, both from output and outcome level 2.Standardize and disseminate M&E protocols specific to cross-border and education projects activities and related indicators. a.Standardize data collection tools and templates for specific activities. EGEP-T is implemented in 258 primary & secondary schools across Somalia & Somaliland. Apart from leading the consortium, RI is implementing the project in 89 MoE & HE schools in Puntland. The overall purpose is to enroll more girls in school, inspire them to stay in school, improve their learning level, and make sure they graduate with the knowledge necessary to break the cycle of poverty. The Child Protection and Safeguarding Coordinator is expected to play a key role in this project, both in relation to the development and implementation of work-plans, technical quality and effective coordination & liaison with relevant stakeholders within and beyond the education sector ensuring the results of girls’ education in general & EGEP-T in specific in Puntland are achieved as per the project outline. As part of the Program Management Unit (PMU) of EGEP-T program, the Child Protection and Safeguarding Coordinator will work closely with the implementing partners i.e. ADRA and CISP, and RI staff at various levels & locations as well as other key stakeholders to provide technical & programmatic leadership in ensuring child protection commitments & requirements, and safeguarding principles are met by various stakeholders involved in the implementation of the EGEP-T programme across Somalia/Somaliland. Further, engagement with Ministries of Education (MoEs) in mainstreaming Child Protection in various policies and strategies will be an added dimension of this job.   Child Safeguarding The role holder will have direct contact with girls & boys and/or young people either frequently (e.g. once a week or more) or intensively (e.g. ten days in one month or more or overnight) because of the nature of work.   Essential Responsibilities & Duties: Ensure that all EGEP-T partners have a set of child protection policy and strategy & guidelines in place Review & follow up the CPP Self-Audit reports of all the partners regularly (at least quarterly) and provide timely feedback Provide technical support in Child Protection to staff and volunteers (of the consortium partners) implementing and/or engaged in implementation of EGEP-T Provide leadership on EGEP-T and RI’s programming with children especially girls in education sector Ensure agreed global as well as programmatic quality standards are met in all interventions Building capacity of RI and partners’ staff in child protection action planning & establishment/ revitalisation of relevant CP structures and mechanisms on the ground e.g. child protection committees, referral pathways etc. Support child protection committees to be active and linked with other community based structures Building capacity of partners and RI staff on Child Protection monitoring, referral and skills in dealing with children Engage with relevant state agencies through a phased capacity building approach to establish necessary CP mechanisms and structures Maintain strong relationships with other CP actors e.g. UNICEF, Save the Children etc. Help to ensure Standard Operating Procedures to refer cases for child protection and GBV are used by RI and partners’ staff Uses results from the Monitoring , Evaluation,  Accountability and Learning systems to inform current and future interventions Capacity Building Manage a child protection team supporting them in their professional growth and development Identify learning and training opportunities for RI and EGEP-T Partner agency staff and work as a mentor and role model for less experienced staff. The person in this role will be critical to supporting the monitoring and evaluation of an ambitious girls' education project, which is implemented by a range of consortium partners across 220+ schools across Somaliland, Puntland, Galmudug and Benadir. The Monitoring, Evaluation and Learning Coordinator, under the guidance of the Country MEL Manager, will work with RI and GECT consortium partners at the field level, with extensive travel across Somalia/Somaliland. This position requires a dynamic, motivated M&E professional who is interested in looking beyond measuring at the activity level and is keen to work on demonstrating evidence of outcomes using both qualitative and quantitative methods.   POSITION DUTIES AND RESPONSIBILITES: Under the guidance of the MEL Country Manager, the MEL Coordinator is required to perform the following specific tasks on regular basis.   Monitoring Planning and Work-plan Tracking Assist in the development and revision of annual work plan and strategies for the project. In line with consortium partners’ activities work-plans, prepare and share a master and detailed M&E work-plan for the consortium partners including RI on timely manner in order to measure against the project indicators and targets. Clearly communicate (via email/Skype/in-person) and discuss the plan with partners in advance of implementation. Follow up on the implementation progress of the M&E plan with RI MEL Officers and with partners’ M&E contact persons on bi-weekly basis to ensure implementation is going smoothly. M&E Tools Development & Piloting Work with the team to refine/develop M&E tools to ensure consistency of the monitoring and evaluation system and tools with donor monitoring and evaluation requirements. Develop M&E tools in ODK formats for Mobile data collection such as survey and assessment tools. Pilot M&E tools in the field. Data Collection & Quality Assurance Build capacity of project staff in the use and content of the Monitoring and Evaluation tools. Oversee (and conduct when needed) and follow up RI M&E Officers conducting M&E activities such as Focus Group Discussions, Key Informant Interviews, school attendance spot checks, classroom observations, community dialogues, household surveys, pre and post training tests for remedial classes, KAP surveys for life skills, amongst other approaches. Lead and provide guidance on the extensive data collection of the students for tracking individual students at different transition points over project period. Oversee the data collection of schools’ enrollment, schools’ profile, teachers’ profile, monthly bursary attendance, Means of Verification (MoVs) for achieved milestones including signed lists by beneficiaries, photos, reports, amongst other documents. Perform quality assessment and logical checks against the collected data by RI and consortium partners on timely manner to determine the validity, reliability, and integrity of performance data gathered. Provide immediate feedback to the relevant partners/individuals and share widely with the consortium partners for wider learning. Real Time Monitoring & Information Management System (RTM & IMS) Maintain GECT’s RTM&IMS by ensuring required data is uploaded on timely manner and perform continuous quality assurance and control (QA/QC) against incompleteness of the uploaded data such as check missing, incorrect and inadequate data and follow up with relevant partner(s) to take corrective actions with time bound. Perform backup and synchronization of the IMS on weekly basis mainly for localhosts IMS. Provide support/on-job training to partners on the use of the IMS and respond to their technical queries. To effectively implement GECT’s real time monitoring and reporting, ensure that ALL data collected by all partners, as per their activity/M&E work plans, are uploaded by the partners/RI within maximum of 5 working days soon after the data is collected. This includes quantitative and qualitative data plus MoVs. Ensure that ALL minimal required MoVs for each activity by the partners to submit are uploaded in the system through the use of Submission-Approval-Lock approach. Follow up formally with relevant partners on late submissions and performance measures. Raise concerning issues using the indicators’ tracker Provide requested datatables/MoVs to Fund Manager’s Report any bugs & suggest improvements to the IMS through posting it GECT’s IMS ticketing system. Management & Coordination Manage and Lead RI MEL Officers based in Nugal, Bosaso and Mudug regions of Puntland and Somaliland to properly plan and implement M&E activities on timely manner and accurately. Work closely with RI MEL Officer in Somaliland in relation to working with Gender Department to ensure plans are being carried out by Gender Focal Points. Held weekly Skype call and one-to-one discussion with RI MEL Officers to follow up on implementation of RI M&E work-plan. Coordinate with the consortium partner focal persons and managers in operationalizing the M&E plans and frameworks including data/information collection, analysis, and quality control. This also includes ad-hoc and emerging M&E requests. Provide advice and guidance to the senior technical team on midline survey, project monitoring, impact measurement and post project evaluation. Risk Management Coordinate with the partners and RI to ensure that the project is delivered in accordance to GECT guidelines. Coordinate with Finance Department to facilitate that project related payments is only processed by Finance department after M&E department has checked and signed off the validity of the supporting MoVs as such as checking the list of girls’ supported with bursary, signed lists of training participants etc. Quarterly Monitoring Prepare and share requested MoVs by the (Fund Manager) FM’s Monitors on quarterly basis. Where needed partners follow up on certain MoVs. Share with partners the monitoring briefing document of the FM for their attention Where required, discuss with FM’s Monitors about the quarterly achievements. Data Analysis & Reporting Perform data analysis including charts/graphs from the project data and prepare inputs to the different reports for GECT Provide monthly M&E report to technical team, including data tables from across the programme detailing M&E activities conducted and the results. Using the IMS to track project data such as numbers of beneficiaries and share it with technical team on a monthly basis Provide inputs to the quarterly and annual M&E reports against the project logframe with evidence to show progress or otherwise against indicators. Follow up with RI MEL Officers to prepare and share Education 4Ws Matrix with the Education Cluster on time. Provide required data to the technical team as requested.   Evaluation Piloting Pilot tools for the Evaluation purposes in the field Attend GECT’s External Evaluation’s trainings and, when requested, facilitate some sessions about GECT’s interventions and clarify participants’ queries. Data Analysis Participate in cross-checking the findings from the Evaluations including checking the translation of qualitative transcripts, listening to recorded focus group discussions and key informant interviews and checking against findings from the reports. Dissemination of Evaluation Findings (Baseline, Midline and Endline) Lead and Coordinate with partners and RI on the dissemination strategy of Evaluation findings. Lead and disseminate Evaluation findings, in a clearly understandable language, to MoE, target communities such as CECs and other stakeholders in different for as requested. Position Summary: The Emergency Response Team Leader (TL) will be based between Baghdad and Erbil to coordinate with the Iraq HCT and humanitarian actors and donors to strategize, mobilize resources, and support the DCD in planning the scale up of the emergency response to the displacement from Mosul and surrounding areas, and to provide day to day hands-on surge support, mentoring and strategic direction to the Iraq country team.  The Team Leader is responsible for identifying needs, gaps and resource opportunities and jointly elaborating program plans and proposals for the emergency response in line with Relief International national and global priorities, donor priorities, and in line with identified gaps in the overall response. The post holder will play a key role in program and proposal development and in the mobilization and effective scale up of RI emergency programs, taking the lead in representing the organization to donors, obtaining funding, and identifying and pursuing new program opportunities for the response.  Position Responsibilities and Duties: Emergency Response Planning and Resource Mobilization In coordination with the Country team, lead all aspects of emergency response, including internal and external inter-agency coordination, networking with donors and authorities, analyzing emergency assessments, leading the design and drafting of proposals, and resourcing and allocation of in-country staff and assets as appropriate.   Recruit and provide timely and expert advice to emergency response team and local partners on implementation of various components of the emergency response programs. Lead the process of developing immediate and longer-term response plans, ensuring that RI’s response meets immediate humanitarian needs and strategically positions the organization for longer-term program funding opportunities. Pro-actively ensure immediate and effective direct communications and networking with donors that produces actionable and timely business intelligence. In collaboration with in country and regional program and proposal development and country staff, lead and ensure that preparation of funding proposals are of the highest quality and closely responsive to donor requirements As needed personally draft entire, or substantial parts of, funding proposals and budgets  Track funding and program trends to understand specific donor priorities and resources.  Initiate, establish and cultivate relationships with new donors and partners. Actively identify and pro-actively pursue new opportunities for program growth and start-up, in coordination with relevant country, regional and global support office Program Development, Grants and Program staff. Assess other humanitarian actor's activities to identify geographic or sector gaps in the response and map partner agencies / other actors in the response. In close collaboration with regional and global support office management, participate in negotiation of contracts and agreements with donors, ensuring both programmatic and financial relevance Identify, and where appropriate, initiate and maintain program partnerships with external agencies. Support the DCD to plan, identify and resource appropriate and effective structure & staffing needs for response External Representation Represent RI’s emergency response on a national, regional and international level to donors, partners, relevant government bodies, the media and members of the humanitarian community.  Help shape broader sector strategies through influence of and leadership within inter-agency coordination forums. Regularly undertake high-level representation and advocacy with governmental and non-governmental partners and officials, including UN and coordinating bodies, as well as donor representatives. Skills, Experience, Knowledge: This position demands a dynamic individual with a demonstrated ability to work hard and achieve results in a demanding, fast paced and often insecure environment. Experience of working within a senior management role within a complex country program in a complex emergency response or fragile state.  Previous experience in first phase emergency response is essential.  Strong proposal and report writing skills and experience Strong understanding of UN and humanitarian coordination mechanisms. Proven expertise of leading in fundraising, seeking and securing new donors Experience of securing and managing large and complex, multi-donor, multi-sector programs (including ECHO, DFID and OFDA / USAID) in a first phase response. Excellent English language skills, and knowledge of Arabic desirable but not essential. Experience of representation with key stakeholders, and co-ordination with other NGOs/UN Experience of M&E and beneficiary accountability systems in large and complex programs Politically and culturally sensitive with qualities of patience, tact and diplomacy Commitment to the aims and principles of Relief International. Education Technical Advisor

By partnering with beneficiaries and communities on the front-lines, RI innovatively bridges the gap between immediate relief and long-term community development. RI is implementing a programme supporting educational access and psychosocial services in Gaziantep at three community sites, which aims to address the needs of out-of-school Syrian refugee and vulnerable Turkish children and youth (aged 10-18 years) through an informal education program which will include essential literacy and numeracy skills, remedial education, life skills, Turkish language and recreational activities. The programme also seeks to improve access to quality psychosocial support (PSS) services through the mainstreaming of protection components in recreational activities and identification and referral of children and youth to specialized services.  Education and PSS services will be complemented by a community outreach component to identify, screen and follow-up with vulnerable children and youth. RI aims to expand its Turkey programmes in 2016, and is evaluating a potential move to expand into education programming in Syria.   Position Summary: Under the direct supervision of the Education Programme Manager, the Education Technical Advisor will be responsible for providing technical support and guidance, on elements across the programme ranging from reviewing education curricula and teaching materials, enhancing current monitoring, evaluation and accountability tools and systems, assessments, documenting standards and processes, supporting staff capacity building, programme design and strategic planning. These inputs will be required with a view to ensuring that the programme being established is high-quality, sustainable, delivered in accordance with acknowledged good practice and standards, adaptable and sensitive to the needs of Syrian and Turkish youth. The Education TA will work with the Education Programme Manager on an on-going basis to assess current education needs and lead program development to secure funding for new projects from a range of donors. In addition, they will be expected to participate in coordination forums and build relationships with key education actors. The role will require them to work constructively with colleagues across his/her in-country team, within the Middle East region and the Global Support colleagues. This position requires someone who is accustomed to the pace of emergency response programming and is highly flexible and responsive.   Position Responsibilities and Duties:   Programme Support   Provide technical oversight and to Education and Child Protection to ensure successful programme implementation. Maintain a keen understanding of sector and regional trends, developments and policy, and adapt and promote the introduction of new methodologies, innovations and good practices. Work closely with the Education Programme Manager and senior management to support fundraising activities for Education and Child Protection programming, including development of high quality concept notes and proposals, and engagement with donor representatives/Advisers in country.   Technical oversight and development of programme tools Lead the on-going review and refinement of current curricula and teaching materials for informal education program, which includes basic literacy and numeracy skills, Arabic, English, Science, computer skills, life skills and a remedial education component.  Methods to include independent review, comparison to materials by others actors in the Syria response, classroom observations, analysis of student progress results and gaining teacher feedback on their appropriateness and effectiveness. Develop, establish and rollout internal standards and guidance for informal education programming, with a focus on interactive and participatory learning and which is sensitive to the needs of Syrian children and youth. Review and refine educational and psychosocial wellbeing assessment tools, which are used to conduct adequate referral of beneficiaries to relevant education programs and services. In collaboration with Education Program Manager and Outreach and Referral teams, review and refine internal standard operating guidance for community outreach activities and referral pathways to external education, PSS and community services. Guidance to ensue effective programming and enable replication of projects to other partners and new sites .   Monitoring, Evaluation, Accountability and Quality Monitoring and Evaluation: Work with the wider Education and Monitoring and Evaluation (M+E) teams to review, improve and maintain M+E tools, plans and indicator tracking mechanisms. Ensure that these are technically sound and linked to reporting requirements, that data analysis and feedback is incorporated into programme design and improvement, with learning disseminated internally and externally. Provide technical support across the programme team and conduct regular monitoring and support visits to ensure quality programming is being implemented. Lead assessments and results analysis on education and PSS-focused needs assessments, plus improve internal capacity to roll out needs assessments. This includes the identification and preparation of assessments tools, accompanied with training on these for M+E and Education team colleagues Accountability: Work with the M+E team and Education team members to identify and incorporate suitable accountability mechanisms which can promote student and community feedback and engagement. Quality: Develop quality assurance standards and measurement tool, such as a checklist which can be used in self-assessments and to evaluate staff performance and quality of the learning environment. Train key education staff on its use, data analysis and facilitate its roll-out Co-lead internal review processes (e.g. quarterly reviews) with Education Programme Manager utilising  site observation results, discussions with staff, beneficiaries and communities and analysis of project data to ensure a continuous cycle of programme improvement.   Staff capacity building; Support team in the assessment and analysis of teacher’s training needs and gaps in knowledge through the refinement of an evaluation tool plus teacher self-assessments, classroom observations and other appropriate methods. Areas to be assessed include use of participatory teaching methodologies, positive behaviour management, supporting learners with disabilities, inclusive education, meeting the needs of different learners, etc. Collaborate with Education Program Manager to identify training opportunities and develop longer-term training programme for teachers and other Education team members, based on assessing on teacher training needs and building on initial trainings conducted. Provide ongoing coaching and mentoring to colleagues. Oversee development of training materials and lead trainings on  identified areas in line with their expertise   Representation, organizational learning and strategic planning Represent Relief International and contribute to the broader sector strategies through involvement with interagency coordination fora and other alliances and consortia, ensuring that the specific needs of Syrian and Turkish children are being addressed.  In coordination with the M+E and programme team, take the initiative in documenting lessons learned, best practice and case studies to shape in-country strategies and programme approaches, and contribute to broader sector learning.
