Consultancy Assignment: Advocacy Workshop Facilitator Policy and Advocacy Coordination Unit, Policy and Strategy Division

To help build UNICEF’s capacity for advocacy, by providing the following:
4 global advocacy workshops, with themes based on experience learned conducting advocacy the following country typologies (low-income, middle-income, resource-rich and fragile states);
2 global advocacy workshops on specific topics (the specific topics are still under discussion, but will possibly be child protection and social inclusion).
Regular guidance and follow-up support to 4 country offices on developing, implementing and monitoring/evaluating advocacy strategies.
Input and review of UNICEF’s online e-learning platform (to be developed elsewhere).

3. Expected results: (measurable results)
Planning and delivery of advocacy workshops (3 days) for each of the 4 country typologies.
Planning and delivery of advocacy workshops (3 days) for each of the 2 topic-specific issues.
Workshop reports produced for each workshop conducted.
Follow up and guidance (at least 1 day per month) for each Country Office (total 4) on their advocacy strategy development, implementation and monitoring.
Input into the development of UNICEF’s online e-learning programme.

It should be noted that several workshops may take place consecutively, depending on the time and availability of the facilitators.

6. Key competences, technical background, and experience required:
a) Master degree in politics, public policy, communications, development studies, or related field
b) Good facilitation skills, training and coaching skills to groups of 20-30 professionals required.
c) Minimum 10 years of experience conducting workshops and training on advocacy to organizations based developing countries required.
d) Experience conducting advocacy in fragile contexts and resource rich contexts desirable.
e) Fluency in English required; proficiency in Spanish and French desirable.
