THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

This is an Air Reserve Technician (ART) Officer position located at the 442 FIGHTER WING, WHITEMAN AFB, MO with the military rank of  O5, AFSC: 86M0.   For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-800-257-1212.

Applicant must be commissioned or commissionable as an ART Officer in the Air Force Reserve.  Air Reserve Technicians are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.  In addition, Air Reserve Technicians are required to maintain their active membership in the Air Force Reserve unit where assigned.  As members of Reserve units, Air Reserve Technicians receive on average one weekend of military training per month.  In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.  Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency.

1.  Applies analytical skills, as the Air Force Smart Operations for the 21st Century (AFSO21) technical advisor. Advises senior leaders on matters related to performance management of the Wing/Group/DRU and subordinate units through the application of Continuous Process Improvement (CPI). Identifies key performance measures linked to strategic goals and core competencies to implement unit management internal controls and initiatives to improve the effectiveness and efficiency of these processes.

2.  Fosters a culture of compliance at the Wing/Group/DRU and its subordinate units and conducts comprehensive performance management studies to determine the effectiveness of process improvement initiatives.

3.  Manages Wing/Group/DRU Lessons Learned Program.

4.  Serves as an advisor to the Wing/Group/DRU Commander and Subordinate Units on Performance Management issues.

5.  Provides CPI and L2 training and mentoring to Reservists throughout the Wing/Group/DRU and its subordinate units.

SPECIALIZED EXPERIENCE:

Comprehensive knowledge of Air Force, AFRC, and Wing/Group/DRU program goals and objectives, key operational events and milestones to conduct the overall performance planning and continuous process improvement principles, techniques, and procedures such as the Air Force 8-Step Problem Solving Model.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:  

1.       Thorough knowledge of management principals, policies, and procedures related to policy deployment such as Air Force Strategic Alignment and Deployment and/or Enterprise Value Stream Analysis.

2.       Comprehensive knowledge of the mission, organization, programs, functions, and operations of the Wing/Group/DRU and its subordinate units and a thorough understanding of their relationship to NAF, AFRC and Air Force.

3.       Ability to interface with a wide range of personnel with tact, courtesy, diplomacy, and professionalism.

4.       Skill and ability to effectively communicate verbally and in writing, to deliver briefings, including the ability to make formal presentations (public speaking), to conduct training courses, lead discussions, motivate personnel, conduct workshops and seminars and prepare project and staff reports.

5.       Ability to analyze, plan, organize, and evaluate program effectiveness and to assist organization in adjusting work operations to meet mission objectives within available resources.

6.       Knowledge of analytical and evaluative methods and statistical techniques which facilitates the effective preparation and interpretation of charts, graphs, reports, etc. in order to analyze, review, and evaluate the execution and implementation of performance planning and continuous improvement within the unit.

7.       Skill in identifying and analyzing facts, drawing conclusions, and devising practical and appropriate solutions to problems/issues and developing recommendations to resolve substantive issues.

8.       Knowledge of interrelationship of data gathered from units with different missions in developing measurements to improve organizational effectiveness.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.  You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. 

VOLUNTEER WORK EXPERIENCE:  Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).  Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

1.  This is an Air Reserve Technician Officer (ART) officer position. The incumbent must meet and maintain Air Force Reserve requirements. The incumbent’s regular assignments are primarily ART duties; however, the incumbent may also be assigned non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedules will be so aligned to allow the individual to function fully on unit training assembly (UTA) weekends.

2.   This is an AFRC key management position, in which, the incumbent is required to formulate, determine, and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities.

3.   This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC.  AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions.

4.   Must  possess  demonstrated  leadership  and  managerial  abilities  essential  to  successful  accomplishment  of responsibilities inherent in this position.

5.   The incumbent is expected to complete all requirements to obtain certification as an AF CPI Green Belt within 12 months of assignment. Additionally, it is expected that the incumbent will pursue and complete AF CPI Black Belt certification requirements within 36 months of assignment.

6.   Must be able to obtain appropriate security clearance.

7.   Incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty (TDY) assignments.

ACTIVE DUTY SERVICE MEMBERS:  The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires the active duty service member to furnish a “certification” of active service.  A “certification” is any written document from the armed forces that certifies the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date the “certification” is signed.  Agencies are required to accept, process, and grant tentative veterans preference to those active duty service members who submit a certification along with their job application materials.  The “certification” must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable).  Your preference and/or appointment eligibility will be verified prior to appointment.  Active duty members that fail to provide a valid “certification” of service with their initial application will be found “not eligible”.  Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.
