Duties include:
Serves as advisor to the DA on high level administrative policy matters that have a significant and long-term impact on agency program planning and execution.Evaluates the effect of new or changing missions, practices, laws, etc., on the CSC work force, processes, structure, etc., and for designing and implementing necessary changes. Provides professional advice, consultation, and leadership pertaining to CSC-wide policies, plans, and objectives.Conducts detailed research, analysis, and makes comprehensive recommendations to the DA regarding evaluation of administrative policy and procedures.Provides expertise and leadership to the DA and other senior level staff regarding a wide range of management components in areasrelated to equal employment opportunity (EEO), staffing, personnel administration, labor and employee relations, performance reviews, and performance management, telework, awards, training, and bilingual recertification, and ensures program deadlines are met and deficiencies are addressed.Coordinates and participates in community outreach/recruitment programs which include Land Grant Colleges and multi-cultural festivities to promote awareness of USDA programs and employment opportunities.

Time-in-grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade. (e.g.: one year at the GS-13 grade level for consideration for the GS-14 grade level.)
At the GS-14 level: Applicants must have one (1) year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is defined as experience which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position and which is in or typically related to the work of the position to be filled. For this position, specialized experience is experience managing sensitive administrative and management policy matters; acting as a spokesperson for senior agency leadership on a variety of administrative issues; building and maintaining relationships with personnel within and external to the agency; serving as a focal point for the office; acting as a liaison with a Human Resource officer; and supervising a staff of specialists performing administrative and training work.
