The incumbent will serve primarily as the Regional 106 Coordinator; and resource for Southeast Regional Office (SERO), regional parks and Cultural Resources, Partnerships and Science Division (CRPSD) staff on the issues of preservation planning, liaison with state historic preservation offices, review of plans and design and construction documents for compliance with the National Historic Preservation Act, preservation-related training, recruitment and outreach, and assistance to heritage areas within the region.  They will be the lead within CRPSD in conducting preservation planning, document review, and related activities. In addition to their primary duties the incumbent will prepare or manage the preparation of baseline documents including, but not limited to, Historic Structure Reports / Condition Assessments, Cultural Landscape Reports, Cultural Landscape Inventories, National Register of Historic Places, Historic Resource Studies, Administrative Histories.

The incumbent will also review and assess a wide variety of historic preservation plans, studies, and project proposals; guidelines; memoranda of agreement; planning reports to include, but not limited to, State of the Parks Reports (SotP’s), Foundation Documents, Environmental Assessments (EA), Environmental Impact Statements (EIS), Planning, Environmental and Public Comments (PEPC), National Environmental Policy Act (NEPA) and the National Historic Preservation Act (NHPA).

Basic Qualification Requirements for the Historian Series, GS-0170-11:  Must possess a degree in history; or a related field, that included at least 18 semester hours from an accredited college or university.
OR

Combination of experience and education: Must possess a combination of education and experience that included course work equivalent to a major (i.e., 18 semester hours) in history or a major in a related field that included at least 18 semester hours in history, or additional education. 

Basic Qualification Requirements for the Cultural Anthropologist Series, GS-0190-11:  Must possess a degree in cultural anthropology.

OR

Combination of experience and education: Must possess a combination of education and experience with courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in cultural anthropology, or related course work, plus appropriate experience or additional education OR four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work. 

Basic Qualification Requirements for the Landscape Architect, GS-0807-11: Must possess a degree in landscape architecture or landscape design.

OR

Combination of experience and education:  Must possess a combination of education and experience that includes 1 year of experience for each year short of graduation, under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design. 

Basic Qualification Requirements for the Architect Series, GS-0808-11: Must possess a degree in architecture or a related field that included 60 semester hours of course work in architecture or related disciplines of which at least 30 semester hours were in architectural design, AND 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

OR

Combination of experience and education:  Must possess a combination of education and experience including college-level education, training, and/or technical experience that furnished a thorough knowledge of the arts and sciences underlying professional architecture, AND a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

Basic Qualification Requirements for the Museum Curator Series, GS-1015-11: Must possess a degree in museum work or an applicable subject matter field from an accredited college or university.

OR 

Combination of experience and education:  Must possess a combination of education and experience that included course work equivalent to a major in museum work or a closely related discipline; plus appropriate experience or additional course work OR I possess four years of experience that provided knowledge comparable to that normally acquired through the successful completion of a four year course of study in museum work. 

Additional Qualification Requirement for All Applicants (Specialized Experience):Subsequent to meeting the basic qualification requirement, you must have at least 1 year of specialized experience at the GS-11 grade level. Examples of qualifying specialized experience include: planning related to the preservation of all park cultural resources; provide professional and technical expertise and other consultation to parks on the preservation and maintenance of the region’s historic sites, structures, landscapes, museum objects, and ethnographic resources.  Provide technical assistance to parks on compliance actions and procedures under the National Historic Preservation Act (NHPA) of 1966, as amended (Section 106 compliance) and state and federal agencies and national Historic Landmark (NHL) property owners and conducts NHL designation studies.

Basis for rating:

Applicants who meet the qualification requirements specified above for this position will be evaluated, and a score assigned, based upon the responses provided on the job specific questionnaire that is required as part of the application process for this position.

CONDITIONS OF EMPLOYMENT:

Travel, transportation, and relocation expenses will be paid if the person selected for the position is from outside the local commuting area is otherwise eligible for reimbeursement of relocation expenses under the Federal Travel Regulations. 

Pre-employment National Agency Check (NAC) must be completed for anyone who doesn't already have this level of clearance prior to entry on duty.

Physical demands: The work is primarily sedentary in nature and consists primarily of office/managerial work.  Periods of research and report writing require the ability to concentrate and write for long periods of time.  The position also requires occasional fieldwork which may involve strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects.  Some activity will occur in physically dangerous areas or settings.

Work environment: Work is performed primarily indoors in an office setting.  Occasional fieldwork and/or project supervision may be performed outdoors in all types of weather.  Outdoor assignments may occur in potentially hazardous conditions including extreme heat and humidity, Wilderness locations, steep slopes, in swamps and other wet areas, in upland forests, and with exposure to a variety of insects and wildlife with potential to cause bodily harm.
