Applications are hereby invited from
suitably qualified candidates to fill the above Fixed Term position in UNICEF Kenya
Country Office (KCO), Dadaab Field Office
Purpose of the Post:
Under overall guidance of Chief of Field
Operations and Emergency, and technical support from the Chief of Education,
assist in the management of the Dadaab Field Office and development, design,
planning, implementation and management of the Education programme in the five
Dadaab Refugee Camps.
Major Duties and Responsibilities:

Programme Planning, Development and Management
Analyses, evaluates data and information on trends in
the education sector in each target county and provide evidence based
information to county government, UNICEF field office and Nairobi office in
order to increase access to quality ECDE, Primary and alternative Basic
Education for marginalized groups of children. Identify relevant interventions
and capacity building needs including trainings for key education stakeholders
required to expand access and increase enrolment for children in Pre-primary
and primary schools in formal and non-formal settings in selected Counties. Contribute
to the situation analysis and its periodic update through accurate and complete
monitoring and analysis, and timely preparation or finalization of sectoral
input, using gender disaggregated data and analysis.

Sectoral Work Plan Development, Implementation, and Monitoring.
Design,
prepare, implement, monitor and evaluate project implementation to achieve
project objectives. Technical support to county level policy
formulation/reviews, development of county level strategic plans and
implementation to increase access for Primary, ECD and NFE. Provide technical
assistance and support to County Education and county MoEST MOE counterparts on
new innovative approaches strategies/interventions. Increase access FPE grants
by OOSC and support community sensitization and mobilization to create demand
for improving the quality of schools and improving access for hard to reach out
of school children in the selected counties districts. Support relevant
government programs and initiatives and development partners for effective
partnerships and in identifying and promoting strategies to improved delivery
of services and achieve national goals and objectives related to expanding
access and quality of learning “for hard to reach children” especially girls.

Partnership
Advocate for and support the establishment of key
partnerships to increase access for OOSCs and improve CFS elements in schools to
improve quality of learning. Advocate with county education officials as well
as leading NGOS, UN organizations, community leaders and other opinion leaders
to leverage resources for Annual County Integrated Plan and budgets of target
counties. Work with county government counterparts, other education development
Partners and stakeholders in designing and development of project county
education Annual Work Plans for CFS, OOSC, ECDE, girls education, etc. and in
monitoring and evaluation of education and learning outcome program project
objectives and activities.

Programme Delivery, Evaluation and Reporting
Participates and provides technical input in inter sectoral
collaboration and co-ordination meetings with other UNICEF sector teams
especially in healthy environment, inclusive environment and protective
environment outcome clusters to ensure integrated and co-ordinated approach to
implementing the access to quality basic education. Guide programme
communication to develop quality advocacy and sensitization material for
behaviour change toward and support for EFA.

Knowledge Management and Monitoring
Undertakes regular field visits to education programs and
interventions in UNICEF focus counties
to monitor/assess program effectiveness, to review program
implementation with county government counterparts and development partners to
provide guidance for improved program
implementation and propose/initiate action on operational procedures affecting
project/ programme in implementation and management. Ensure accurate and timely
input of project information in Vision SAP and issue status reports for
monitoring and evaluation purposes. Prepares programme, project proposals,
status reports, required for management, donors, budget review, programme
analysis, annual reports, etc.

UNICEF and Government Accountability
Coordinate with the operations/supply section on
supply and non-supply assistance activities ensuring proper and timely release
of UNICEF cash assistance; monitor delivery, storage, maintenance and
utilization of supplies and equipment provided to the project Counties, monitor
utilization and liquidation of cash assistance released for carrying out project
activities. Ensure End User Monitoring of supplies in the field office
warehouses and during field missions.
Required Qualifications:
Advanced university degree in Social
Sciences, and/or Education. Experience and strong understanding of implementation
of education programs
Experience:
Five years of progressively responsible professional work experience
at the national and international levels in education program implementation,
management, monitoring and evaluation with Government ministries and in
multi-cultural organization. Work Experience and strong understanding of
education issues in ASAL Counties and particularly on nomadic education and is
very important.
Language:
Fluency in English and Kiswahili is required.
