Communications / Video Intern, Arabic skills needed

The Communications / Video Intern will assist with the post-production of a new Web series about Syrian refugees struggling to get by in refugee camps and informal settlements in Iraq and Lebanon, respectively. In addition to the footage shot on a bi-monthly basis by our communications officer, we will be receiving “video diary” footage from the refugees on a consistent basis over the course of at least one year of filming. Much of the footage will need to be translated from Arabic to English and all of it will need to be logged, with selects noted.

Qualifications:

Fluency in spoken Arabic (Syrian, Iraqi and/or Lebanese) and ability to transcribe Arabic speech into written English is an absolute requirement. Applicants who do not meet this qualification will not be considered.Interest in film, communications and journalism.Interest in documentary storytelling.Detail-oriented, organized and reliable.Excellent communication and interpersonal skills. Ability to take direction and to work well independently and as part of a team.

Availability:

15 hours per week, starting February 2014 with at least a 4 month commitment, ideally a bit longer.

Project Director

The IRC is currently preparing a proposal in response to a USAID/OFDA Annual Program Statement (APS) entitled “Enhancing Resilience and Economic Growth in Somalia”. The proposed project will support USAID’s efforts to increase the resilience of Somali households and communities to recurrent shocks by 1) increasing the capacity of households and communities to adapt to recurrent shocks, 2) building on the ecological, social, and economic capital of households and communities, and 3) promoting robust learning of communities, the implementer, USAID, and others.

Summary of Responsibilities:
The Project Director’s primary responsibility will be to provide global technical leadership, coordination and collaboration with all implementing partners, and strategic oversight of all activities to achieve project objectives. He/she will be responsible for ensuring that the proposed project is implemented in accordance with the cooperative agreement, USAID regulations, and internationally recognized quality of assistance standards. The Project Director will be the primary representational link with USAID/OFDA staff. The Project Director will work closely with USAID/OFDA to provide project updates and discuss strategies, obstacles, performance plans, and indicator success. In addition, the Project Director will liaise with government offices and inter-governmental bodies, USAID contracting officers, technical support staff, outside contractors, and implementers of other USAID-funded and donor-funded initiatives as required. The Project Director is the chief representative for the project with all key stakeholders, government officials, and donors at coordination fora and other related seminars and meetings. The Project Director will ensure that project initiatives adequately address the needs of the beneficiary population in the most cost-effective manner. The Project Director will also work closely with the IRC’s Somalia Country Office to identify and take advantage of synergies with IRC’s existing projects and activities and to coordinate program implementation as appropriate.

Specific responsibility

Provide strategic leadership and direction, define and implement activities to achieve the greatest coverage and impact possible;

Review, in coordination with key project staff, yearly work and performance plans to ensure that long-term and short-term priorities are on track;

Manage the overall project by planning, monitoring, and evaluating project activities in accordance with the cooperative agreement;  

Manage relations with partners and a wide range of key stakeholders;

Work with all key staff to identify technical assistance needs and arrange for the provision of assistance;

Oversee project management team, including direct reports, and evaluate project staff performance;

Maintain an ongoing dialogue with USAID, including reporting to USAID through both formal and informal debriefings, as well as periodic reports;

Maintain solid cooperation with partner organizations and government officials;

Manage external relations by representing the project and the organization at public fora and ensuring the appropriate distribution of information about project achievements and lessons learned;

Support project staff by creating and maintaining a work environment that promotes teamwork, trust, mutual respect, and empowers staff to take responsibility, thus enabling an environment for high performance.

Required Qualification/Experience & Competencies:

Advanced degree in social sciences, international development, political science, environmental sciences or other related field;

Minimum five (5) years of relevant professional experience managing and implementing resiliency or disaster-risk reduction projects with experience in Somalia strongly preferred;

Demonstrated ability to effectively manage staff working in multiple, remote locations affected by conflict;

Demonstrated ability to successfully negotiate and partner with communities, government representatives, donors, and other stakeholders;

Demonstrated exemplary diplomatic, management, and interpersonal skills;

Previous experience in a leadership role of USAID-funded programs preferred;

Demonstrated innovation and success in staff capacity-building and in participatory, flexible, and conflict-sensitive programming and implementation;  

Strong track record in working in partnership with diverse organizational stakeholders, developing and implementing appropriate and targeted learning and capacity development activities in support of programmatic partnerships;

Strong management, interpersonal, communication and facilitation skills; and

Ability to network and communicate with a wide range of stakeholders.

Strong communication skills, both oral and written;

Demonstrated ability to communicate effectively in English, both verbally and in writing. Ability to communicate in Somali preferred.

Finance Controller

The IRC began working in West Africa in 1991 when civil wars in Liberia and Sierra Leone caused extensive internal displacement and triggered a flood of refugees to Guinea. Since the end of Liberia’s brutal 14-year war, which killed approximately 250,000 Liberians and destroyed infrastructure, education and basic health services, Liberia has slowly been recovering. Today, Liberians are seeing meaningful change. They have returned to their homes and are working towards durable reconciliation, reconstruction, and peace. The second post-war elections took place in October and November 2011. Since late 2010, Liberians have been faced with additional challenges, as instability and violence in neighboring Côte d’Ivoire have forced thousands of Ivoirians to flee to Liberia. During this crisis, the IRC has remained committed to Liberians’ recovery and long-term stability, while providing life-saving emergency response programs for Ivoirian refugees seeking safety in Liberia. The IRC’s work in Liberia itself began in 1996 with emergency programming. Currently, the work of the IRC within Liberia focuses on three main sectors: health; women’s protection and empowerment (WPE); and child and youth protection and development (CYPD). In addition, IRC Liberia provides refugee response services to Ivorian refugees living in camps and host communities. The IRC is currently working in seven counties: Montserrado; Lofa; Nimba; Grand Gedeh; Maryland; Grand Bassa; and Margibi, with one head office (Monrovia), five field offices (Voinjama, Zorzor, Ganta, Zwedru, and Harper), and two satellite office ( Buchanan and Bahn). The IRC currently employs seven international staff and 158 staff. IRC Liberia’ Fiscal Year 2014 budget as of March 2014 is $7,062,258 while its overall Grant Portfolio stands at $16,025,529 from which a total of $3,141,702 is implemented through sub-grants to various local – PMU, EDUCARE, PPAL, NEAL, LIDS, YMCA – and international – Samaritans Purse – partners. 

SCOPE OF WORK:

The Financial Controller has overall policy and management responsibility for the finance and accounting functions for the country program. The Finance Controller’s responsibilities include general controllership, staff training, management, treasury and budget functions.

RESPONSIBILITIES:

Controllership Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementationManages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by New York and donors.Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures.Provides country management and program staff with monthly actual-to-budget expenditure reports and analysis for all grants and Unrestricted funds.Ensure that on a monthly basis balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed with the Country Director. Closely monitors all financial activities, and keeps the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director and Regional Controller prior to submission.Develops, schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.Facilitates and co-ordinates external, internal, donor or government auditsOversees the protection of the country’s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.Is the principal liaison with IRC NY on all finance, accounting, grant budget management, and cash management mattersTraining & Staff Management Develops and implements a training program for the country’s international and national finance staff to ensure staff development and minimize IRC’s exposure when staff are absent or depart.Maintains current job descriptions for all positions within the finance group.Ensures comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.Oversees training and technical support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.Treasury Supervises all country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.In compliance with IRC policy establishes country policies regarding cash holding limits, cash movements and foreign currency holdings.Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliation’s. Establishes country policies on advance payments, credit terms, and use of bank payment instruments.Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation.Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.Supervises the collection of contractual and other receivablesBudget Assists with the preparation and revision of program and grant proposals and budgets.Assists in the preparation and maintenance of the country’s Operating Budget; including preparation of budget guidelines to assist program managers in formulating budgets.In compliance with donor requirements and IRC policy develops the “Field Operations/Overhead” budget and recommends a methodology for allocation of overhead to grant budgets.Prepares the annual and monthly cash budgets based on approved funding.Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.

REQUIREMENTS:

A Bachelors degree in Accounting, Business Administration, or Finance with a recognized professional certificate in accounting such as CPA, or a Masters degree in Accounting.Minimum three years experience of managerial experience in the financial area of a non-profit organization or five years of managerial experience in finance in an international commercial organization.Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs.Good written and verbal skills in  English.Must be comfortable in being a proactive member of the top-management team.  Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirementsAbility to carry out responsibilities independently with minimal technical support from within the program organization.Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.Good at role of facilitator and team player in solving problems.Committed to staff training and development.

Present in CAR since 2006 the IRC is currently expanding its programs to respond to the ongoing crisis. The program is active in 3 locations across the country (Bangui, Bocarganga and Kaga Bandoro) and seven sectors (Health, Water and Sanitation, Food Security, Woman’s protection, Child Protection, Non – food Items, and Governance). The team includes 15 international staff and 100 national staff. Programs in Bangui and Bocaranga are currently supported by the emergency response team.

SCOPE OF WORK:

The Senior Program Coordinator (SPC) will be responsible for the strategic oversight of all IRC programs in the Central African Republic. He / She will directly supervise 6 managers and 3 coordinators with activities in 7 sectors and 3 locations. She / He will provide strategic guidance to program managers and coordinators, lead proposal development and fundraising efforts alongside the country director and ensure programs are of high quality and on track. The position will report to the Country Director and will be based in Bangui with travel to the field.

RESPONSABILITIES:

Program management Actively work with program coordinators and managers to ensure programs are on track, meet grant requirements and are in line with the budget.Ensure all programs have the necessary tools to track indicators, monitor spending, ensure program quality and plan activities. Resource Development Intern

SCOPE OF WORK:

This is an unpaid internship.

SCOPE OF VOLUNTEER WORK:  The Resource Development Intern will assist the IRC in Dallas in planning and conducting development efforts; building volunteer networks; soliciting, collecting, managing, and tracking donations; and assisting with advocacy for refugees and public education about refugees and IRC.

ESSENTIAL POSITION FUNCTIONS:

 Assist in the planning, advertisement, coordination, and staffing of fundraising and special events.Identify possible donations and facilitate delivery or pick-up of donations.Assist in grant research and writing.Maintain donations closet and track donations. Assist with direct appeal mailings, including labeling and addressing envelopes, to IRC supporters. Pre-Service Teacher Training Manager, Peshawar

PROGRAM BACKGROUND:

Pakistan Reading Project (PRP) is a USAID funded project to improve the quality of reading in public and private schools across Pakistan, supporting at least 2.5 million additional primary school students to read at a level commensurate with standards at their grade level. This goal will be supported by the mutually-reinforcing components of teacher education and professional development (PD), systems reform, and civil society engagement. The Pakistan Reading Project is a five year project to be implemented in 67 districts of 8 provinces across Pakistan. 

RESPONSIBILITIES:

SCOPE OF WORK:

The Pre-Service Teacher Training Manager will work with the province’s universities and colleges and DOEs to coordinate and implement the project’s pre-service activities. 

Responsibilities

Ensure that all Teacher Training Institutes (TTIs) offer the new B.Ed./ADE degrees; Ensure that all universities offer the new teaching of reading specialization;Ensure that the TTIs recruit more students to join the B.Ed./AED degree and reading specialization programs; Develop and implement program to help TTIs increase the number of women participating in their degree programs; Develop and introduce activities to help TTIs improve student teacher practicums; Collaborate with other project and TTI staff to introduce eLearning courses in universities; Develop and help implement a strategic planning activities at TTIs to improve the effectiveness of their programs; Develop and help implement on-going professional development programs for TTI faculty to enable them to implement the new B.Ed./ADE curriculum and teaching of reading specialization courses; Develop and help TTIs implement a monitoring and tracking system to enable them to track progress toward achieving the different objectives of the project;Help TTIs to integrate the new teaching of reading course into their program;Build on existing TEP systems and policies put in place to support the expansion of ADE/B.Ed. programs rather than create different or parallel systems/policies for implementing ADE/B.Ed. programs under PRP;Facilitate participatory self-assessments of TEP-participating TTIs on the status of the new degree programs via survey, site visits, and focus group discussions with administrators and faculty to identify models of success, obstacles to adoption, and best practices that can accelerate expansion to other TTIs;Support TEP-participating TTIs to strengthen their strategic planning and management capacity by reviewing and addressing the findings of the self-assessment and updating their strategic plans;Support universities offering the new programs to develop and deliver distance learning versions of core B.Ed./ADE courses for students with support from PRP niche partner AIOU. 

QUALIFICATION

Education:

New Roots Gardening Intern

NEW ROOTS GARDENING - INTERN

            Part-time

Background:

Founded in 1933, the International Rescue Committee (IRC) is a leading non sectarian, voluntary organization providing relief, protection, and resettlement services for refugees and victims of oppression or violent conflict.  Since 1960, the Miami US Programs Office has resettled more than 10,000 refugees, providing them a fresh start and opportunities to use their greatest resources - their motivation, their skills and their experiences - to become independent and self-sufficient new Americans.  Currently, the office resettles and/or provides assistance to over 1,000 refugees, asylees, and victims of human trafficking per year.

The New Roots program at IRC is an initiative to support nutrition, food security, gardening, enterprise, and production activities within the US network of IRC offices so that resettled refugees are empowered to be self-sufficient and lead healthy lives.  This spring, the IRC in Miami launched its first New Roots Garden in Doral.    As the program develops, the New Roots Gardening intern will assist IRC staff to expand the size and the scope of garden, the growing and maintenance of the garden and serve as a liaison between IRC growers and local community.  The person applying for this internship will be expected to make a six month commitment and keep a reliable, weekly, garden and office visitation schedule.

Key Responsibilities:

§  Collaborate with IRC staff and community to identify participants, partners, materials and plants needed for the maintenance of the community garden;

§  Assist in securing donations of materials and technical advice to support the community garden;

§  Explore opportunities for expansion of New Roots Gardening program through the acquisition of donated vacant lots and/or land;

§  Organize and help facilitate community meetings to gauge interest and locate refugees to participate in small-scale gardening projects;

§  Keep thorough and accurate records for all growers and community garden activities;

§  Communicate with the Development Manager on individual grower progress and overall urban garden issues;

§  Serve as a liaison between growers and the local community;

§  Oversee general community garden upkeep and maintenance, including helping to assign growing plots, leading composting activities, assisting with workshops, training, coordinating and receiving soil and plant deliveries.

Requirements:

§  Commit to a 6-month internship and 15-20 hours per week in field/office;

§  Experience or demonstrated interest in farming issues; nutrition, gardening, garden design, or food security issues;

§  Ability to communicate and work effectively as a team member in a multicultural environment;

§  Organized with great attention to detail and great flexibility;

§  Strong writing and editing skills, specifically in developing print and visual training materials;

§  Excellent computer skills: MS Word, Excel and PowerPoint;

§  Ability to commit to six months of garden oversight/coordination;

Extended Services Casework Intern Summer 2014 (Unpaid)

SCOPE OF INTERN WORK: This intern will work with refugees and other humanitarian entrants up to five years after they have arrived in the United States. The intern will complete intake forms and help newly arrived refugees, asylees and Cuban/Haitian entrants access needed benefits and services. The intern will support clients to achieve their long-term goals and move from surviving to thriving.

RESPONSIBILITIES:  
•    Complete intake forms with clients up to 5 years after arrival in the US to assess needs and refer to appropriate programs.
•    Research and identify programs and resources that enable refugees to meet their long-term educational, employment and life goals.
•    Ensure interaction with clients is documented in case notes and conduct follow up with clients by phone and in person.
•    Input client information in database and assist with tracking and reporting as necessary.
•    Perform reception duties such as greeting visitors to the office and connecting them to appropriate staff.

SCOPE
The Education/Reading Technical Advisor (TA) will be responsible for ensuring that IRC education projects implemented in Pakistan and Afghanistan have the technical support needed to meet the desired projects’ outcomes which include: increased access to safe learning environments, improved reading instruction and reading assessment, improved math instruction and assessment, as well as improved instructional and classroom practices that promote children’s social and emotional well-being.   The TA will be based Globally with frequent travel to Kabul, Afghanistan and work under the Child and Youth Protection and Development Technical Unit based at HQ (New York City). S/he will identify, marshal, coordinate, and directly provide the appropriate and quality technical assistance needed to ensure the overall quality of the technical design and implementation of these projects.  The TA will also work closely with in country Senior Staff to monitor and ensure the overall quality of the technical approach and its implementation across projects. 

Eighty percent of the TAs time will be focused on two large projects.  In Pakistan, the largest project IRC is implementing is a five-year, United States Agency for International Development (USAID)-funded project (Pakistan Reading Program, PRP) to support Pakistani-led efforts to introduce and institutionalize improvements in reading instruction and reading assessment in grades one through five in public and private schools throughout Pakistan for 2.5 million children.  The Education TA will be based Globally and spending 40% of their time on this project.  The IRC is also implementing a four year, CIDA funded project (BEACON) to similarly support improved reading and math instruction in X number of community based schools.  The TA will be spending 40% of their time on this project. 

RESPONSIBILITIES

Assess technical assistance needs and identify the appropriate IRC or external consultant/service contract agency for the provision of assistance.  Coordinate and ensure overall quality of a comprehensive technical assistance package that helps senior technical staff achieve desired project outcomes. Help the DCOPs and Deputy Director of Programs (DDPs) to troubleshoot complex problems related to the projects’ technical approach or technical deliverables and coordinate HQ technical, regional and support resources that can contribute to the solutionEnsure that the Pakistan/Afghanistan projects benefits from lessons learned, promising practices, and resources developed globally in similar education programs as well as ensuring that IRC captures and applies globally what is learned and developed within the PRP, Beacon and other country level projects. Help senior technical staff in country develop and implement a strategy to create relevant technical tools, resources, and curriculum that increase reading skills, math skills, and/or social and emotional skills.  Contribute to the development of a country level and global research and learning agenda for reading and work with project staff to learn about some of the new and innovative approaches being implemented in improving students’ reading, math and well-being. Support the DCOPs and DDPs to put into place monitoring and quality oversight systems at field and HQ levels to ensure projects are meeting project technical deliverables and the projects’ desired outcomes and that short-term and long-term technical activities are on track.Work with senior project staff to help project staff analyze and reflect on monitoring and evaluation data to continually inform and refine the overall project design.For the Pakistan PRP, work with the Senior Project Officer based at HQ to ensure the distribution of information about project achievements, lessons learned, and resources developed across IRC technical units, particularly across IRC’s global education programs;Assist the DCOP and DDPs to identify and recruit project staff as needed and to identify human resources to fill short term gapsSupport cross border coordination (Afghanistan/Pakistan) on a Dutch funded program to promote peace building skills in schoolsSupport senior country staff with identification of and communication with key donors and collaborate to secure funding for education programs.  Assist country programs to respond to funding opportunities from public and private donors. 50%  travel to Afghanistan required

Present in CAR since 2006 the IRC is currently expanding its programs to respond to the ongoing crisis. The program is active in 3 locations across the country (Bangui, Bocaranga and Kaga Bandoro) and seven sectors (Health, Water and Sanitation, Food Security, Women’s Protection and Empowerment, Child Protection, Non – food Items, and Governance). The team includes 15 international staff and 100 national staff. Programs in Bangui and Bocaranga are currently supported by the emergency response team.

SCOPE OF WORK:

The Women’s Protection and Empowerment (WPE) Coordinator will be responsible for the implementation of emergency WPE programs in Bangui and Bocaranga. The coordinator will be responsible for ensuring the quality of ongoing programs and the launch of new locations and activities. The program currently includes listening centers serving 8 IDP sites, community outreach activities and support to vulnerable women including survivors of gender based violence. The program is rapidly expanding.  The position will be based in Bangui with 50 % travel to Bocaranga.  The WPE Coordinator will work closely with the WPE Manager in Kaga Bandoro to ensure harmonization of new activities with the existing program, with a probable expansion of the role to also cover WPE activities in Kaga Bandoro. The position will report to the Senior Program Coordinator and will liaise closely with the technical unit based in NYC.

RESPONSIBILITIES:

Consult the CSM when faced with concerns that require to be handled at a senior level.

Operations.

Monitor and ensure the proper usage of program supplies.Participate in annual program planning process and budget implementation. Recommend budget revisions to focus on priority areas and assist with rising of fresh bulk supplies orders every trimester.

Communication and Reporting

Monitor closely morbidity and mortality trends together with all the other health indicators.Participate in and ensure that weekly hospital departmental meetings, quality of care committee meetings and monthly staff meetings are held in the facility.  Ensure adequate flow of information for all supervisees with constant feedback as may be required. Carry out other relevant or requested duties as may be required.

Key Result Areas:

Global Women Empowered Internship

BACKGROUND: Founded in 1933, the International Rescue Committee (IRC) is a leading nonsectarian, non-governmental organization providing relief, protection and resettlement services for refugees and other persons fleeing war, persecution and violent conflict.  In the United States, IRC provides assistance to refugees from around the world who have been approved by the U.S. federal government for resettlement. At the Suburban Washington Resettlement Center in Silver Spring, Maryland, our IRC Washington, DC Regional Office (IRC/DC) serves refugees, asylees and victims of human trafficking who live in southern Maryland, DC and northern Virginia.

SCOPE OF INTERN WORK:

Asylee and refugee women often face unique challenges during resettlement in the United States. The women’s focus group, Global Women Empowered (GWE), seeks to welcome women of all different backgrounds by providing a support system that will ultimately enable its participants to reach self-sufficiency in the US.  In addition, GWE helps women to strengthen their own communities through skills development, networking events and conflict resolution.  The GWE Intern would engage participants directly and be responsible for the facilitation of programming.

RESPONSIBILITIES:

The Global Women Empowered Intern will assist the GWE team with the following tasks:

New Roots Gardening Intern

NEW ROOTS GARDENING - INTERN

            Part-time

Background:

Founded in 1933, the International Rescue Committee (IRC) is a leading non sectarian, voluntary organization providing relief, protection, and resettlement services for refugees and victims of oppression or violent conflict.  Since 1960, the Miami US Programs Office has resettled more than 10,000 refugees, providing them a fresh start and opportunities to use their greatest resources - their motivation, their skills and their experiences - to become independent and self-sufficient new Americans.  Currently, the office resettles and/or provides assistance to over 1,000 refugees, asylees, and victims of human trafficking per year.

The New Roots program at IRC is an initiative to support nutrition, food security, gardening, enterprise, and production activities within the US network of IRC offices so that resettled refugees are empowered to be self-sufficient and lead healthy lives.  This spring, the IRC in Miami launched its first New Roots Garden in Doral.    As the program develops, the New Roots Gardening intern will assist IRC staff to expand the size and the scope of garden, the growing and maintenance of the garden and serve as a liaison between IRC growers and local community.  The person applying for this internship will be expected to make a six month commitment and keep a reliable, weekly, garden and office visitation schedule.

Key Responsibilities:

§  Collaborate with IRC staff and community to identify participants, partners, materials and plants needed for the maintenance of the community garden;

§  Assist in securing donations of materials and technical advice to support the community garden;

§  Explore opportunities for expansion of New Roots Gardening program through the acquisition of donated vacant lots and/or land;

§  Organize and help facilitate community meetings to gauge interest and locate refugees to participate in small-scale gardening projects;

§  Keep thorough and accurate records for all growers and community garden activities;

§  Communicate with the Development Manager on individual grower progress and overall urban garden issues;

§  Serve as a liaison between growers and the local community;

§  Oversee general community garden upkeep and maintenance, including helping to assign growing plots, leading composting activities, assisting with workshops, training, coordinating and receiving soil and plant deliveries.

Requirements:

§  Commit to a 6-month internship and 15-20 hours per week in field/office;

§  Experience or demonstrated interest in farming issues; nutrition, gardening, garden design, or food security issues;

The IRC began working in West Africa in 1991 when civil wars in Liberia and Sierra Leone caused extensive internal displacement and triggered a flood of refugees to Guinea. Since the end of Liberia’s brutal 14-year war, which killed approximately 250,000 Liberians and destroyed infrastructure, education and basic health services, Liberia has slowly been recovering. Today, Liberians are seeing meaningful change. They have returned to their homes and are working towards durable reconciliation, reconstruction, and peace. The second post-war elections took place in October and November 2011. Since late 2010, Liberians have been faced with additional challenges, as instability and violence in neighboring Côte d’Ivoire have forced thousands of Ivoirians to flee to Liberia. During this crisis, the IRC has remained committed to Liberians’ recovery and long-term stability, while providing life-saving emergency response programs for Ivoirian refugees seeking safety in Liberia. The IRC’s work in Liberia itself began in 1996 with emergency programming. Currently, the work of the IRC within Liberia focuses on three main sectors: health; women’s protection and empowerment (WPE); and child and youth protection and development (CYPD). In addition, IRC Liberia provides refugee response services to Ivorian refugees living in camps and host communities. The IRC is currently working in seven counties: Montserrado; Lofa; Nimba; Grand Gedeh; Maryland; Grand Bassa; and Margibi, with one head office (Monrovia), five field offices (Voinjama, Zorzor, Ganta, Zwedru, and Harper), and two satellite office ( Buchanan and Bahn). The IRC currently employs seven international staff and 158 staff. IRC Liberia’ Fiscal Year 2014 budget as of March 2014 is $7,062,258 while its overall Grant Portfolio stands at $16,025,529 from which a total of $3,141,702 is implemented through sub-grants to various local – PMU, EDUCARE, PPAL, NEAL, LIDS, YMCA – and international – Samaritans Purse – partners. 

SCOPE OF WORK:

The Financial Controller has overall policy and management responsibility for the finance and accounting functions for the country program. The Finance Controller’s responsibilities include general controllership, staff training, management, treasury and budget functions.

RESPONSIBILITIES:

Controllership Ensures that all policies and procedures are in compliance with IRC and funding source policies, procedures, and requirements.As required establishes finance and supporting function policies, systems and procedures, and directs or performs their development, documentation, and implementationManages the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by New York and donors.Identify requirements for and develop reporting formats to aid in the management of country operations and grant expenditures.Provides country management and program staff with monthly actual-to-budget expenditure reports and analysis for all grants and Unrestricted funds.Ensure that on a monthly basis balance sheet reconciliations are completed on a timely basis and those final reconciliations and trial balances are reviewed with the Country Director. Closely monitors all financial activities, and keeps the Country Director advised of all situations which have the potential for a negative impact on internal controls or financial performance.Directs the preparation of, and approves all donor financial reports in respect to accounting, legal and contractual requirements and ensures the review of such reports by the Country Director and Regional Controller prior to submission.Develops, schedules and performs or supervises the completion of country internal control audits, and initiates actions necessary to correct internal control weaknesses.Facilitates and co-ordinates external, internal, donor or government auditsOversees the protection of the country’s assets (cash, inventory, NEP) through the enforcement of internal control policies and procedures.Maintains current knowledge of local government requirements related to financial matters and ensures compliance with tax regulations and other legal requirements.Is the principal liaison with IRC NY on all finance, accounting, grant budget management, and cash management mattersTraining & Staff Management Develops and implements a training program for the country’s international and national finance staff to ensure staff development and minimize IRC’s exposure when staff are absent or depart.Maintains current job descriptions for all positions within the finance group.Ensures comprehensive and constructive performance reviews are completed on a timely basis and facilitates discussion of performance and career options with all country finance staff.Oversees training and technical support to country program, logistics and administrative staff for skills improvement in the areas of accounting, reporting and internal control.Treasury Supervises all country office bank relations and bank account activities including negotiation of fees, interest and currency exchange rates.In compliance with IRC policy establishes country policies regarding cash holding limits, cash movements and foreign currency holdings.Oversees the timely preparation, review and approval of all monthly bank account and cash reconciliation’s. Establishes country policies on advance payments, credit terms, and use of bank payment instruments.Designs, implements, and monitors systems, procedures and reporting necessary to maintain on current basis accurate forecasts of cash requirements for meeting future spending, including commitments entered into and which obligate IRC to future spending.Supervises the preparation of Cash Transfer Requests to New York and ensures that appropriate balances are maintained to facilitate grant implementation.Ensures the development and implementation of a plan to minimize the country’s foreign exchange exposure to currency gains and losses.Supervises the collection of contractual and other receivablesBudget Assists with the preparation and revision of program and grant proposals and budgets.Assists in the preparation and maintenance of the country’s Operating Budget; including preparation of budget guidelines to assist program managers in formulating budgets.In compliance with donor requirements and IRC policy develops the “Field Operations/Overhead” budget and recommends a methodology for allocation of overhead to grant budgets.Prepares the annual and monthly cash budgets based on approved funding.Presents and facilitates the review of actual to budget expenditures with the Country Director and program managers.

REQUIREMENTS:

A Bachelors degree in Accounting, Business Administration, or Finance with a recognized professional certificate in accounting such as CPA, or a Masters degree in Accounting.Minimum three years experience of managerial experience in the financial area of a non-profit organization or five years of managerial experience in finance in an international commercial organization.Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs.Good written and verbal skills in  English.Must be comfortable in being a proactive member of the top-management team.  Must seek to identify and communicate potential problems and propose solutions to the level of management appropriate to effect solutions.Must be able to function effectively in a loosely structured, but complex work environment and to set appropriate priorities and deal effectively with numerous simultaneous requirementsAbility to carry out responsibilities independently with minimal technical support from within the program organization.Must be a patient and good communicator who can function in an organizational environment involving a diversity of cultures, languages, and personal interests and agendas.Good at role of facilitator and team player in solving problems.Committed to staff training and development.

Immigration Internship

Agency Mission:

The International Rescue Committee, founded in 1933, is a leading non-sectarian, non-profit organization providing emergency relief, protection, rehabilitation assistance, resettlement services and advocacy for refugees and victims of oppression or violent conflict. The IRC has operated as a Washington, D.C. resettlement office since the 1970’s. IRC's Immigration Department in Silver Spring, Maryland, provides high quality, low-cost immigration services, including filing applications for adjustment of status (i.e., green cards), work Authorization, naturalization, and family reunification for refugees, asylees, and Victims of Trafficking immigrants. Responsibilities:

Technical support for the Immigration Program

Responsible to go through client immigration documents and assist clients about requirements for consultation and application sessions;Answer client questions regarding immigration services, and when necessary refer clients to the appropriate IRC staff member;Research on immigration issues, polices and program;Under the guidance of the immigration program specialist, attend immigration webinars, trainings and networking forums representing the IRC.

Administrative support for the Immigration Program

General administrative support includes tracking, filing, and mailing relevant documents, applications, and notices of action;Under the guidance of the supervising immigration program specialist, assist in putting client information updates in LawLogix data base;Assist clients with document translation, authentication, presentation and completion Provide special assistance to clients with particular needs.

Requirements:

Working towards a college degree related to international relief, humanitarian work or refugee law related subjects. Must be current student or within 6 months of schooling.* Passion to work with diverse and limited-English speaking refugees;Interest and/or work experience on U.S Immigration law (Prior experience in immigration is a plus);Excellent research, language, data base management and record keeping skills.

Aperçu sur le Niger

Depuis le début des années 80, le Niger a toujours été classé au bas de l’Indice de Développement Humain (IDH) de l'ONU. Plus de la moitié de la population souffre d’une insécurité alimentaire chronique et une personne sur dix est en situation d’insécurité alimentaire extrême. Le Niger a un taux de malnutrition aiguë globale chez les enfants de 6 à 59 mois de 14,8% à l'échelle nationale. Le Niger est aussi un pays enclin aux catastrophes, régulièrement frappé par des crises alimentaires et vulnérable aux inondations, le choléra et les invasions acridiennes. Le Niger a le taux de fécondité le plus élevé au monde.

En plus de la vulnérabilité d'une partie importante des Nigériens, le Niger a été et est actuellement touchée par les conflits dans les pays voisins. En 2011, en raison du conflit en Libye, le Niger a été confronté à l'afflux d'environ 83 000 rapatriés, dont beaucoup d'entre eux ont vécu en Libye pendant plus de 20 ans et n'ont guère de liens ou de familles au Niger. En raison du conflit au Mali en 2012, le Niger aujourd'hui accueille plus de 50 000 réfugiés maliens, et en raison du conflit au Nigeria en 2013, il y a eu un afflux d’environ 37.000 Nigérians et rapatriés nigériens.

Comme ce bref aperçu le montre, le Niger fait face à de nombreux défis et les besoins des différentes populations sont alarmants.

Programmes actuels d'IRC Niger

Description du  poste

La/le Manager Protection et Autonomisation des Femmes (Manager PAF) sera basé à Niamey et sera responsable de la supervision de la mise en œuvre des activités et du renforcement des capacités du personnel clé du programme WPE au Niger (ce qui inclut les violences basées sur le genre - GBV). Avec l'appui technique de l’Unité Technique Protection et Autonomisation des Femmes et du Directeur Adjoint des Programmes, le Manager PAF veillera à ce que les objectifs et les résultats du programme soient remplis d'une manière opportune et efficace. Il / elle assurera l’encadrement approprié des staffs PAF et de assurera la coordination entre les partenaires locaux. Le Manager PAF sera sous la supervision du Directeur Adjoint des Programmes et travaillera avec  les communautés de refugiés maliens et nigérians, et les communautés locales hôtes.

Objectif du poste :

Assurer la fourniture des services de Protection et Autonomisation des Femmes incluant la gestion des cas, l’appui médical et psychosocial et l’appui pour l’autonomisation.Intégrer  la prise en compte des besoins spécifiques des femmes et des filles dans les autres programmes d’IRC Niger.

Responsabilités

Mise en œuvre du programme et supervision:

Assumer la responsabilité première de la gestion des projets et la mise en œuvre quotidienne des activités, et assurer la conformité avec les objectifs du programme, le plan de travail et le plan de dépenses.Sous la supervision du Directeur Adjoint des Programmes, prendre l'initiative de la planification du projet et superviser la mise en œuvre de programme sur la base des activités prévues et des résultats attendus.Tenir informé le Directeur adjoint des Programmes des questions liées dans le cadre du suivi des sous- accords et / ou des protocoles d'accord liés au programme.Assurer que le suivi des projets et des systèmes d'évaluation sont utilisés pour recueillir des informations et consolider les données pour démontrer l'impact des projets en cours et la conception de nouveaux projets.Assurer la liaison étroite collaboration avec M & E le gestionnaire du programme pour assurer des outils sont mis en œuvre correctement.Compiler et préparer des rapports mensuels et périodiques sur la qualité de la progression des projets.Informer le Directeur Adjoint des Programmes de l'avancement régulier du programme et des défis spécifiques identifiés.Effectuer des visites régulières de suivi sur les sites des projets.Assurer la liaison étroite avec les autres secteurs programmatiques pour identifier les domaines de collaboration, et impliquer le Directeur Adjoint des Programmes dans la promotion du programme PAF auprès des autres départements d’IRC.

Background

Since the early 1980’s, Niger has consistently been ranked at the bottom of the UN’s Human Development Index. Over half the population suffers from chronic food insecurity and one in ten are extremely food insecure. Niger has a global acute malnutrition rate in children from 6-59 months of 14.8% nationwide. Niger is also a disaster prone country, regularly hit by food crises and vulnerable to flooding, cholera and locust swarms. Niger has the highest fertility rate in the world.

In addition to the vulnerability of a significant proportion of Nigeriens, Niger has and is being currently affected by conflicts in its neighboring countries. In 2011, due to the conflict in Libya, Niger was faced with the influx of approximately 83,000 returnees, many of them who have lived in Libya for 20 or 30 years and hardly have any links or families in Niger. Because of the conflict in Mali in 2012, Niger today plays host to over 50,000 Malian refugees, and due to the conflict in Nigeria in 2013, there has been an influx of an estimated figure of 37,000 Nigerians and Nigerien returnees.

As this brief overview presents, Niger faces many challenges and the needs of the different populations are alarming.

IRC Niger’s vision

IRC’s vision for Niger is that individuals, households and communities are resilient, self-reliant and able to thrive in a changing context.

IRC Niger’s current program

IRC Niger is present in Tillabéri, Tahoua and Diffa Regions with projects in the following areas: Protection (SGBV, Child Protection, Protection Monitoring, and Protection Mainstreaming), Camp Management, Nutrition, Health, Livelihoods.

Scope of Work

The Women Protection and Empowerment Manager (WPE Manager) will be based in Niamey, and will be responsible for overseeing the implementation of activities and capacity-building of key staff for WPE program in Niger (this includes GBV). With technical support from the Women’s Protection and Empowerment Technical Unit and the Deputy Director for Programs, the WPE Manager will ensure that the objectives and outputs of the program are met in a timely and effective manner. He/she will provide appropriate mentorship to WPE staffs and promote coordination among local stakeholders. The WPE Manager will report to the Deputy Director for Programs and will work with Malian and Nigerian refugee communities, and Nigerien host communities.

Position objectives:

Ensure the delivery of quality Women Protection and Empowerment services including case management, health and psychosocial support, and empowerment support.Mainstream attention to the specific needs of women and girls into other IRC Niger Programs.

Responsibilities

Program Implementation and field supervision:

Assume primary responsibility for daily project management and implementation of activities, and ensure compliance with the objectives of the program, work plan and spending plan.Under the supervision of the Deputy Director for Programs, take the lead in project planning, and oversee program implementation against planned activities and expected outputs.Raise any issues linked to partnerships with the Deputy Director for Programs in monitoring sub-agreements and/or MoUs linked to the program.Ensure project monitoring and evaluation systems are being used to collect information and consolidate data to demonstrate impact and inform ongoing program design.Liaise closely with the program’s M&E manager to ensure tools are implemented correctlyCompile and prepare quality monthly and periodic project progress reports.Inform the Deputy Director for Programs regularly of program progress and any specific challenges identifiedPerform regular monitoring visits to project sites.Liaise closely with other program sectors to identify areas of collaboration, and involve the Deputy Director for Programs in advocating with other IRC programs and management

Capacity Building

Identify resources and materials, plan and lead trainings and capacity building to staff and partners on relevant technical topics including case management, psychosocial support and empowerment support.Facilitate regular team meetings to discuss the program and provide supervision and supportProvide ongoing mentorship and guidance to staff and partner agencies to ensure programming meets best practice standards and guidance around GBV in humanitarian settings.Provide mentoring and specific capacity-building for the WPE staffs including specific management skills as well as broadening skills in technical areas.Work closely with the teams to plan the transition of case management services to CBOs/State actors including clear capacity-building plans.

Coordination and Advocacy:

Participate in IRC WPE regular meetings, reviews, strategic planning; and assist in preparation of new initiatives for the WPE program in Niger.Feed into any program initiative with data, information and analysis from the field as requestedEnsure that project activities are in line with the local law on sexual violence and international standards, laws, and policies, in all activities.Ensure attention to comprehensive quality response services, and best practice in preventionIdentify ways to join in-country advocacy efforts to promote a safer environment for women and girls in Niger.Ensure active collaboration, information sharing and joint meetings between the project and local authorities and other stakeholders to identify and strengthen support for project activities and avoid duplication.Other duties as assigned by the supervisor to enable and develop IRC programs.

Requirements

3 years program management experience in the field of gender-based violence working with conflict-affected populations.Bachelor’s degree in Gender/ Women Studies, social work, public health, international affairs or other appropriate fields a plus (or a BA in related field with a long experience in a similar field).Understanding of international standards and guidance around GBV in humanitarian settings.Previous work experience of projects/programs supporting refugees/IDPs, in complex emergencies and/or post conflict situations, preferably in Africa and with a particular focus on GBV/Protection activities;Belief that GBV is a human rights violation and drive to constantly seek creative methods to develop an environment where women and girls can thrive.Demonstrated ability to work with and train local stakeholders such as local authorities, health service providers and NGOs.Demonstrated experience with all aspects of project management.Demonstrated experience managing and supporting staff.Competency in writing progress reports.Excellent English and French skills.Adaptability to work in difficult living and working conditions, and willing to live and work within restrictions imposed due to security issues.

Work environment

The position will be based in Niamey, Niger. Regular travel to refugee sites will be expected (50%-60%). The WPE manager will live in shared housing.
