Coordinateur protection et autonomisation de la femme / Women’s Protection and Empowerment (WPE) Coordinator

Present in CAR since 2006 the IRC is currently expanding its programs to respond to the ongoing crisis. The program is active in 3 locations across the country (Bangui, Bocaranga and Kaga Bandoro) and seven sectors (Health, Water and Sanitation, Food Security, Women’s Protection and Empowerment, Child Protection, Non – food Items, and Governance). The team includes 15 international staff and 100 national staff. Programs in Bangui and Bocaranga are currently supported by the emergency response team.

SCOPE OF WORK:

The Women’s Protection and Empowerment (WPE) Coordinator will be responsible for the implementation of emergency WPE programs in Bangui and Bocaranga. The coordinator will be responsible for ensuring the quality of ongoing programs and the launch of new locations and activities. The program currently includes listening centers serving 8 IDP sites, community outreach activities and support to vulnerable women including survivors of gender based violence. The program is rapidly expanding.  The position will be based in Bangui with 50 % travel to Bocaranga.  The WPE Coordinator will work closely with the WPE Manager in Kaga Bandoro to ensure harmonization of new activities with the existing program, with a probable expansion of the role to also cover WPE activities in Kaga Bandoro. The position will report to the Senior Program Coordinator and will liaise closely with the technical unit based in NYC.

RESPONSIBILITIES:

Technical Quality and Program Implementation Provide technical and management leadership to the WPE/GBV program in accordance with best practice and IRC policy.Ensure that ethical and sound data collection and information management systems are in place and harmonized across all WPE sites (emergency and non-emergency) for appropriate GBV analysis, planning, evaluation, and advocacy.Support implementation and ensure adherence to grant work plans, spending plans and monitoring and evaluation plans.Ensure regular communication with the WPE Technical Unit to integrate appropriate technical unit priorities in program design.Staff Supervision & Development Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Directly supervise WPE Program Managers and ensure regular performance reviews.Assist with the recruitment of WPE/GBV staff, in coordination with HR, senior management, and the WPE Technical Unit.Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.Grant Management Responsible for the overall achievement of all WPE grants.Support development and maintenance of effective and efficient oversight, support, quality control and reporting systems and processes.Work closely and coordinate with IRC Operations, Finance and Grant departments to ensure compliance with grant requirements.Ensure high-quality IRC and donor reports on activities, indicators and achievements.Coordination & Representation Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.Regularly attend GBV sub-cluster meetings at appropriate levels to feed in IRC priorities from the field.Interact with the media and respond to media requests involving GBV programming, when relevant and necessary.Ensure field concerns and challenges are brought to relevant stakeholders to push for standards and procedures that systematize how GBV is implemented and coordinated at the field level.Program Development Lead the development of the strategy for the WPE/GBV program, in close coordination with the WPE manager in Kaga Bandoro.Contribute to the development of the overall country program strategic direction.Lead proposal development activities (narrative and budget) through planning and program design with relevant field-based staff, to ensure technical standards are taken into considering before submission.Coordinate with other IRC sectors (i.e., protection, health, and livelihood programs) to provide relevant input and support enhancing the protection and empowerment of women and girls.Other Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to IRC management and liaising with other external parties as required to maintain/enhance the security environment.Other duties as assigned by the supervisor to enable and develop IRC programs.Professional Standards All IRC staff are required to adhere to THE IRC Way Standards for Professional Conduct and the IRC country employment policies.

REQUIREMENTS:

MA/S or equivalent in health (MPH), social science, humanities or other related degreeAt least 5 years of overseas experience, including substantial management experience in gender-based violence programming. Experience in direct service provision for survivors of gender-based violence preferred.Previous experience supervising and managing a multi-disciplinary team in a cross-cultural settingPrevious experience in emergency preparedness and responseExperience in Africa requiredDemonstrated experience in capacity building and mentoring of national and international staffDemonstrated experience in grant management and proposal writingExcellent computer skills in programs such as: MS Word, Excel, PowerpointCapable of applying skills and knowledge in a range of capacities, including direct implementation, advisory functions, training and the transfer of technical knowledge and management skills to othersPersonal qualities: Team player, flexible, network-builder, able to handle pressure wellFluency in French required.  Fluency or proficiency in English preferred.IRC leading the way from harm to home.
