Humanitarian Coordinator

Founded in 1933, the International Rescue Committee is a prominent international organization working in relief, rehabilitation, protection, post-conflict development, resettlement services and advocacy for those uprooted or affected by violent conflict and oppression.

IRC established programs in Iraq in 2003 to address the overwhelming needs of displaced people in Iraq and the neighboring countries. Since re-establishing its presence in Iraq in November 2007, the IRC has been assisting thousands of internally displaced families and refugees in the northern, central and southern governorates in the sectors of protection, gender-based violence, shelter, education, health, economic recovery, and emergency humanitarian assistance.

Working in coordination with the humanitarian community, the IRC currently addresses the needs of war-affected Syrians from several operational bases in the region. The IRC’s activities inside of northern Syria focus primarily on the supply of vital medications and medical equipment, non-food items, water and sanitation, economic recovery and protection and form part of an over-arching humanitarian response in Jordan, Lebanon, Turkey, Iraq and Syria that seeks to assist refugees, IDPs and war-affected Syrians survive conflict and displacement.

As part of its regional effort the IRC is now expanding its Syria assistance response in Iraq. Following initial assessment results new programs will be launched in the health, winterization, and emergency economic recovery sectors.

Deployment Scope and Responsibilities:

The Humanitarian Coordinator will serve as the focal point for the Syria Regional Response programs i from Iraq. He/she will report to the Iraq Country Director while ensuring close coordination with the Deputy Director of Programs and the Technical Units located in New York, Amman and London. This position is based in Dohuk, Iraq, with limited travel to Erbil. The Humanitarian Coordinator will directly supervise at least three program and operations staff.

Responsibilities

General Responsibilities

Provide overall management leadership to the Syria program teams from Iraq, including budget management, staff management and program design, as well as providing support to remote management of programs for Syria.Participate in all internal program strategy meetings with senior management team.Liaise with NY grants units, technical units and IRC UK to ensure proposals meet internal standards, apply IRC Program Framework principles and are donor compliant.Actively engage with government authorities and local authorities in Syria and Iraq (Kurdistan and Baghdad) to ensure access and community acceptance.Keep updated essential operating policies for programming including HR, Security and Financial Security Operational Plans, and liaise with regional counterparts to ensure coherent operating policies amongst country programs.Provide support to program staff both in Iraq and for Syria through regular field visits when security allows, development and implementation of robust remote monitoring plans, capacity building and other identified areas of support.In close coordination with the Iraq Country Director lead fundraising efforts for Syria response programming.Actively liaise with IRC Turkey and Jordan to maximize coordination and effective allocation of resources across countries (staff and funds).Actively collaborate with partner organizations to avoid duplication of efforts, maximize impact and ensure a coordinated response in the area of implementation.

Strategic Planning

Provide cohesive leadership to Syria programming in Iraq, ensuring that priorities and opportunities identified are in line with IRC Iraq’s strategic plan and goals.Working closely with the Deputy Director for Security and Programs as well as the Country Director, lead the development of new business concepts for the expansion of Syrian response programming from Iraq.Remain abreast of ongoing trends in Iraq and in the region as related to Syrian response programming from Iraq, and provide regular updates on these trends and how they affect programming to the Senior Management Team and Regional Response team.Develop and maintain strong working relationships with donors and potential donors in Iraq and the region.Work with the Regional Advocacy Officer for the Syrian Response on the development of clear advocacy messages.

Staff Supervision & Development

Directly supervise the Health, Economic Recovery and Development, Field Manager and Supply Chain Coordinator, as well as other Syria program coordinators as needed.Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions.Assist the staff in identifying professional development needs and opportunities.Work with the staff to ensure performance objectives are regularly reviewed and are on track to being met.Ensure timely completion and submission of monthly timesheets, probations reviews and annual performance reviews.If/as required, identify staff performance issues and work with staff and Human Resources to document and address these in a timely manner.Adhere to and act in accordance with the IRC Global HR Policies and Procedures.Adhere to and serve as a champion of the IRC Way Standards for Professional Conduct.

Grant Monitoring & Partner Management

Develop, adapt and implement appropriate monitoring and evaluations systems; analyzing results to ensure and enhance program effectiveness and quality.Working with the Program Coordinators, ensure appropriate and timely spending of grants to achieve program goals, grant reporting contributions, use and distribution of supplies and resources.Support the submission of timely, accurate and well written donor reports and other reporting requirements for all Syria programming grants.

Other

Consistently and proactively monitor/assess the safety and security of the team; promptly reporting concerns or incidents to IRC senior management and liaising with other external parties as required and appropriate to maintain/enhance the security environment for IRC programs operating from Iraq in Syria.Any other duties as assigned by the supervisor to enable and develop IRC programs.

Professional Standards

All IRC staff are required to adhere to the IRC Way Standards for Professional Conduct and the IRC country employment policies.

Qualifications

Minimum 3 years of experience in complex humanitarian programming. Previous experience with emergency context is preferable.Substantial overseas experience in conflict or post-conflict context.Demonstrated ability for rapid analysis of complex issues, strong decision-making, and translation of programmatic priorities into operational strategies.Demonstrated ability to work with and train local NGOs, including technical and organizational capacity development.Proven leadership, program management, staff development, planning, analytical, interpersonal, and communication skills.Superior diplomatic skills are essential, both for internal coordination and for working with key stakeholders, including Iraqi and Syrian government partners.Competency in writing progress/donor reports and proposals.Demonstrated experience in monitoring and evaluation.Proven self-initiative and problem solving abilities.Commitment to team work and ability to perform under pressure while maintaining a sense of humour.Motivated, positive individual who likes to take initiative.Fluency in spoken and written English; working knowledge of Arabic preferred.Strong computer skills (Excel, Word, PowerPoint, and Outlook).

Specific Security Situation/Housing :

This position is based in Dohuk with travel to northeast Syria, security and access permitting, and must comply with all IRC security policies and procedures applicable to international staff.  As of posting, field access is restricted, and candidates should expect ongoing limitations on movement. Shared housing of good standard is provided.
