Senior Program Manager

SUMMARY OF RESPONSIBILITIES:

This is a senior, national level, management position responsible for ensuring implementation of all aspects of IRC’s health programs in Somalia in close collaboration with the Health Coordinator. The position will be particularly responsible for: overseeing the development and implementation of the project’s monitoring and evaluation strategies, guidelines and tools; and ensuring timely implementation of program activities in line with approved budgets and proposals. The Senior Program Manager will be based in Galckayo with frequent travels to other IRC health program field sites and Nairobi. As such, he/she will be based 70% in the field and 30% in Nairobi. The Senior Program Manager will work with the Health Coordinator (HC) and field site Health Managers and Senior Medical Officers to roll out and follow up on implementation of proposals as well as donor and government reports. In addition, the Senior Program Manager will undertake health program monitoring and evaluation, as well as provide oversight to field based staff on implementation of primary healthcare and public health interventions.

SPECIFIC RESPONSIBILITY

Technical

In close collaboration with the HC, support implementation of projects under the health program including primary healthcare, reproductive health, clinical care for sexual assault survivors (CCSAS), integrated Community Case Management (iCCM), vaccine preventable disease surveillance and EPI and community outreach activities as well as other health projectsProvide relevant input for the development of new proposals and initiatives for the IRC health programWork with the field teams to define community outreach programs and health education activities in accordance with the requirements of each program site and in accordance with standard monitoring and evaluation standardsAssist the Health Coordinator in ensuring all health grants are implemented according to internal IRC and donor regulationsPromote the quality of the IRC’s health programs by setting up quality assurance systems and checks in collaboration with the Nairobi and field based staffEnsure that health programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health (MoH) and WHO. Ensure that all health activities are consistent with established best practices Ensure that health interventions in Somalia adhere to IRC’s core policy documents and guidelines, including the Program Framework, IRC’s M&E guide and logical framework, IRC’s Health Unit policies and guidelines (Minimum and Core indicators, etc.)Ensure that appropriate communication channels are maintained with the Health Coordinator

Monitoring & Evaluation

Provide overall M&E technical guidance on development of appropriate, comprehensive and coherent monitoring and evaluation systems for the IRC supported health programs in SomaliaProvide input, review and when necessary develop proposal M&E plans, designing innovative and comprehensive strategies that will ensure program quality and impact, setting realistic and measurable targets and reflecting IRC’s program framework principles In close collaboration with the Health Coordinator, oversee the planning, design, implementation, analysis and dissemination of findings of surveys, evaluations and assessments for new and ongoing programs. When necessary, prepare ToRs for external survey or evaluation consultantsParticipate in the design of robust program’s M&E plans and design/adapt health information systems including surveillance systems for the IRC health programs in SomaliaConduct monthly review of all health program epidemiological and pharmacy data including appropriate analysis and develop monthly reports, while ensuring monthly submission of HMIS data to aid in assessment of program progress or highlight areas requiring closer supervisionCoordinate with the field based Health Managers and Senior Medical Officers in the preparation of regular donor reports per the respective grants, review the first draft of and send these to the Health Coordinator Conduct regular project review meetings with field based staff to assess the level of achievement of project targets for the various health grantsCoordinate and conduct capacity building for field based program staff, as well as partner organizations’ staff where appropriate, on monitoring, supervision and evaluation to build the knowledge and implementation of M&E activities throughout the project. Relevant trainings may include basic concepts, qualitative and quantitative methods of data collection, analysis and use of M&E dataConduct frequent visits to all field sites to provide regular trainings, technical assistance and support and to ensure that M&E is being implemented effectively by staff  Act as the focal point for the Project’s M&E activities, liaise with NGO counterparts in appropriate forums/workshops to share lessons learned and further develop a knowledge base for the project

Pharmacy Data Management:

Conduct monthly review of pharmacy data to assess rational use of drugs and medical supplies. Follow up with field staff for the submission of monthly pharmacy reports per developed tools and guidelinesEnsure that quarterly pharmacy inventories are conducted and reports submitted to the Health Coordinator

REQUIRED QUALIFICATION/EXPERIENCE & COMPETENCIES

A Clinical degree and a degree in Public Health Minimum of 3 years experience in the field of multi-sectoral monitoring and evaluation, management information systems and performance follow-up and other related areas of service within donor funded projectsRelevant experience working in health programs and managing budgetsStrong knowledge of monitoring and evaluation methodology and data analysis including conceptual frameworks and logic modelsDemonstrated experience training and mentoring less experienced staff in M&EExperience in providing technical support and assistance to field staffExperience in conducting health assessments, monitoring and evaluating projectsExcellent written and verbal communication skills in EnglishWork experience in related field in NGOs and/or government institutions is a plusProficiency in Microsoft Office Packages and Statistical Packages is a mustProficiency in written and spoken Somali is a mustExperience implementing community outreach strategies for health projects                                                                                                                                         Somali nationals are strongly encouraged to apply.
