The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
The UNWomen programme in Iraq has programmes to help encourage political participation of women, develop economic empowerment, promote gender responsive budgeting and end violence against women. UNWomen works with the Ministry of State for Women’s Affairs in Baghdad and the High Council of Women’s Affairs in Kurdistan to develop policy initiatives aimed at enhancing the role of women. UNWomen also chairs the UN Gender Task Force and the International Gender Group in fulfilling its role as lead coordinator on gender issues through the UN system and beyond.UNWomen has had a sub-office based in Erbil, Iraqi-Kurdistan since September 2012. This office runs some separate programmes specific to the Kurdistan region of Iraq and is also responsible to carrying out aspects of national programming developed in Baghdad.
The Head of Erbil office is responsible for developing specific programmes pertinent to Iraqi Kurdistan, overseeing ongoing programmes, managing relations with key government and non-government partners and developing a role for UNWomen in humanitarian response in coordination with other UN Agencies on the ground. The officer will be responsible for managing all staff in the Erbil office and will have budgetary responsibilities for the programmes developed and managed directly from the Erbil office.
Developing programmes in line with UN Women global objectives. Management of the Country sub-office (CO) programme and supervision of the programme and administrative team at the sub-office. Developing strategic partnerships and providing support for resource mobilizationProvision of top quality policy advice services to the Government and facilitation of knowledge building and management Coordination with other UN Agencies and evaluation of development of gender mainstreaming throughout all UN programmes and policies in Iraqi Kurdistan.The key results have an impact on the overall success of the UN Women IRAQ programme. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships, particularly at the policy level, as well as reaching resource mobilization targets. The expected impact of these results is empowering and mobilizing Iraqi women in Iraqi Kurdistan through minimizing or reducing the negative impact of the socio-political context on them.
As a member of the UN Women Iraq Management team, contribute to the strategic direction of UN Women Iraq programme and operations, focusing on achievement of the following results: Thorough analysis of the political, social and economic situation in Iraqi-Kurdistan, contribute to the formulation and preparation of UN Women Iraq programme strategies and other programming documents, and ensuring their effective implementation in Iraqi Kurdistan;Identification of strategic programme areas of cooperation and possibilities for joint programming with other UN agencies and development partners in Iraqi Kurdistan;Analysis and presentation of UN Women Iraq policies and their implementation;Development of appropriate programme and project monitoring tools, and ensuring their effective application;Review of business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Erbil office and ensuring their effective implementation;Contribute to the preparation of the UN Women Iraq annual management workplan and establish programme delivery and other management targets , and ensuring their timely achievement;Representing UN Women IRAQ in formal meetings as required.Coordination and management of UN Women Iraq programmes in Iraqi Kurdistanfocusing on quality control of the full cycle of programming from formulation to implementation achieving the following results: Effective management of the programme in Iraqi Kurdistan and technical backstopping to the programme team.Ensuring application of RBM tools, establishment of management targets (BSC) and monitoring for results;In close cooperation with Head of Office and programme team, design and formulation of Iraqi Kurdistan programme, translating UN Women priorities into local interventions;Coordination of programme implementation with Programme Team, NGOs, and other development partners. Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UN Women policies and procedures, Function of Manager Level 1 in Atlas for approval of development projects transactions, and ensuring that all exceptions are timely reported and corrected;Technical backstopping and troubleshooting for project activities;Constant monitoring of project progress, analysis of the programme environment, and ensuring timely readjustment of programme as necessary;Organizing, in cooperation with the programme team, programme/project planning, monitoring and evaluation activities;Aggregate reports are regularly prepared on activities, outputs and outcomes;Acting as reporting focal point for all UN Women Iraq programme, projects and activities as carried out in Iraqi Kurdistan;Follow up on the effective implementation of the Iraq media strategy and production of projects' media materials; Follow up and co-supervise national and international consultants' work and quality of deliverables;Identification of local expertise and contribution to building up of Consultant Roster;Information exchange and networking amongst UN Women project partners and other stakeholders;Preparation of regular progress reports to UN Women Regional Office and HQ teams as required.Implementation of operational strategies and management of the administrative and operations team at the sub-office level focusing on achievement of the following results:
Supervision of the Operations team, and oversight of all operational transactions, ensuring full compliance of all UN Women programming, operational and financial rules, policies and procedures;Establishment of annual results-oriented workplans for the programme and organisations team;Ensuring smooth and efficient delivery of administrative services to office and project teams;Review of data integrity in Atlas, analysis of exception reports and results, and initiation of corrective actions as required, in close consultation with UN Women Country office and regional office teams;Assess the scope of services required for effective implementation of programmes in the Erbil office;Support in the design and lead the implementation of business processes aimed at streamlining country office procedures;Act as the interface between programmes and operations to address bottlenecks and issues that may delay or hinder programme implementation;Oversee management of physical assets and direct the establishment and maintenance of office support systems (premises, equipment, transport/travel, procurement, shipment, etc,)Development of Strategic partnerships and support to resource mobilization, focusing on achievement of the following results:
Implementation of UN Women Iraq's partnerships and resources mobilization strategies to achieve programme outcomes;Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.; Determination of programmatic areas of cooperation, based on strategic goals, needs and donors’ priorities;Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, and identification of opportunities for cost-sharing;Management and tracking of resources mobilized, and preparation of donor reports for timely submission;Review of donor contributions, where applicable, monitoring them in Atlas, and follow up with Iraq/Regional Office/HQ as deemed necessary.
