The Partnership for Supply Chain Management (PFSCM) brings together 13 private sector, non-government and faith-based organizations that are among the most trusted names in supply chain management and international public health and development. PFSCM has been recognized internationally for its work to save lives through stronger public health supply chains.
PFSCM is implementing the Supply Chain Management System (SCMS) contract for USAID as part of PEPFAR. With offices in more than 20 countries and over 800 dedicated staff members around the world, SCMS is helping to improve the lives of people living with HIV/AIDS in some of the countries most severely impacted by the pandemic. SCMS procures essential medicines and supplies at affordable prices; helps strengthen and build cost-effective, reliable, secure and sustainable supply chain systems; and fosters coordination of key stakeholders.
In addition to SCMS, PFSCM implements the Pooled Procurement Mechanism contract with the Global Fund & the Technical Directive Memorandum 308 from USAID that focuses on technical support to Global Fund-selected countries. The Global Program Manager (GPM), his/her team, and the field offices work with the Technical Director for System Strengthening (SS),the point person for Global Fund TA.
The GPM is a senior member of the Field Program Support (FPS) Team within the SCMS Project Management Office (PMO). He/she provides strategic, technical and operational leadership and management support to several SCMS countries. Through strategic planning, performance management, organizational and HR development, and capacity building strategies and plans, the GPM ensures the application, integration and sustainability of SCMS global strategies and best technical and management practices to achieve field defined outcomes.

RESPONSIBILITIES
The
GPM is a member of the SCMS Project Management Team (PMT). He/she is
the key SCMS spokesperson to represent to USAID, OGAC and other key
clients and stakeholders, the approaches, achievements & challenges
of SCMS Field Offices (FOs) in his/her portfolio. GPMs work as a team
and with the Technical Director for Systems Strengthening (SS) &
other senior SCMS Managers to support the implementation of the SCMS
mission to provide quality, affordable, HIV/AIDS-related health care
products, and to develop or strengthen secure, cost effective, reliable
& sustainable in-country SCs.
SPECIFIC RESPONSIBILITIES:
Planning
1. Collaborate with other SCMS managers & with FOs and Country Support Teams (CSTs) to define/develop:
a. The strategic framework & priorities for implementation
b. Standards & measures to define successful results
c. The assessment approaches & tools for identifying individual, organizational & institutional SC and SS needs at the country program level
d. Plans to identify lessons learned & best practices in supply chain management (SCM) & SS
e. Appropriate global technical solutions, capacity building strategies & plans for procurement & SS
2. Develop strategic & operational processes, plans & tools
3. Develop country budgets to support work plans
4. Develop/refine standard operating procedures (SOPs) for FO operations (e.g TA, procurement, planning, budgeting, financial monitoring, project management, reporting, personnel, transport, communication, client relationship management and IT)
5. Allocate TA Advisors
6. Develop in-country sustainability & transition plans
Implementation
1. Ensure regular communication and strategic, technical and management support to assigned CSTs & FOs
2. Identify individual, organizational and institutional SC & SS needs
3. Identify global lessons learned & best practices in SCM & SS
4. Manage the implementation of global technical service offerings for procurement & SS
5. Oversee/monitor the achievement of desired results according to agreed-upon measures & standards
6. With relevant PMO Units, FOs, CSTs, and Managing Partners, implement global SOPs in FOs related to procurement & other areas including training & follow-up to training
7. With Country Directors, CSTs and Managing Partners facilitate the process of hiring, fielding FO staff and addressing personnel issues
8. Oversee financial monitoring & in-country contracting
9. With Country Directors, oversees the implementation of TA in field programs
10. Travel to review SCMS field program progress, provide support and gauge satisfaction of clients with SCMS activities
Client Relations & Communication
1. Regularly discuss strategic priorities & field operations with CST and other SCMS units/teams
2. Oversee SCMS communications between FOs & the PMO and resolve issues
3. Ensure FOs develop & implement client relationship management strategies and tools, including frequent/targeted communication with host country government, MOH, national agencies, USG Team and Implementing Partners
4. Ensure regular communication between the CST & USAID backstops
5. Maintain communication relationships with USAID/CDC/DOD Activity Managers in the field on behalf of SCMS FOs
6. Promote SCMS to USAID missions & other clients and coordinates with other stakeholders
7. Collaborate closely with other USAID-funded SC projects such as USAID | DELIVER & SIAPS
8. Encourage/support close collaboration with Global Fund & other relevant donors
Supervision & Reporting
1. Supervise Country Directors, Field Support Managers, Program Officers in assigned portfolio
2. Represent in-country achievements & challenges to USAID, OGAC, etc. in meetings
3. Provide regular reports of field program activities & achievements in PMT meetings
4. Assure timely submission of monthly performance reports, technical deliverables and other documentation from FOs
5. Participate in quarterly review of country PMP reports

QUALIFICATIONS
1.
Master’s degree in public health, international health, business
administration, project management, logistics, supply chain management
or equivalent experience;
2. Minimum of seven years of resident developing country experience in public health, project management, and/or supply chain management;
3. Minimum of ten years of experience in managing field operations in developing countries, OR providing short or long term technical assistance in international public health, supply chain management, or human resource development OR working in the field of HIV/AIDS, health, logistics, family planning and/or development.
4. At least five years of experience in managing multiple country projects/programs at a central or regional level;
5. Proven ability to plan and implement multiple strategic plans, and to monitor and evaluate their progress;
6. Proven ability to lead and work as part of a team in a diverse, multicultural setting; self-managing of own time;
7. Experience working with international donor agencies, particularly USAID;
8. Experience in human resource development, organizational development or capacity building is highly desirable;
9. Experience working with senior SCMS program managers as well as senior USAID and OGAC managers highly desirable;
10. Excellent written and oral communication skills. English fluency required, including speaking, writing, understanding, and reading;
11. Strong interpersonal and representational skills;
12. Ability to prepare and deliver public presentations on project/program management, supply chain management and human resource capacity;
13. Proficiency in common computer packages (eg.Word, Excel, PowerPoint) relevant to the work;
14. Ability to travel internationally for approximately 10 – 20% of the time to support field program operations.
15. Must be authorized to work in the United States of America.
