Afghanistan: Administrator

Project Description:

The Johanniter-Unfall-Hilfe e.V. (Johanniter International Assistance) has been working in Afghanistan since 2002, implementing projects in the field of health, nutrition and disaster preparedness. The Johanniter country office is located in Kabul from where the country programme is coordinated. The team currently consists of about 30 local and 3 international employees of which 50% are based in the field office in Mazar-e-Sharif. The humanitarian situation in Afghanistan continues to deteriorate, with growing needs amongst internally displaced people (IDPs), other people struggling with the impact of conflict and natural disasters and communities exposed to communicable diseases coupled with challenges for some populations to access basic services. To address these challenges Johanniter is implementing various projects in Kabul, Balkh and through local partner NGOs in other Provinces.

Job Description:

The Administrator will be

Ø reporting to: Country Director (Kabul), Headquarters (Berlin) if required

Ø working with: National and International Johanniter staff in Afghanistan and Berlin.

Job Responsibilities:

Financial Management & Reporting

· Responsible for all aspects of financial management within Afghanistan acting as the principal finance partner to the Country Director /Team and HQ

· Work with Country Director and HQ to improve financial systems in order to provide timely and appropriate financial management information to in-country senior management team, project managers ,budget holders and beneficiaries

· Ensure that appropriate finance systems are maintained, and that all procedures and controls are implemented

· Manage the monthly management accounts, monitor the funding situation, and prepare the funding grid and revised forecasts at the end of each month

· In cooperation with Country Director and HQ assist in preparing the annual budget and liaise regularly with budget holders

· Manage and compile all financial donor reports ensuring submissions of reports to donors and HQ are completed on a timely and accurate basis

· Ensure adherence to statutory and tax regulations in the region with overall control of all aspects of project, statutory accounting and reporting

· Review budget, proposals and grant agreements/contracts prior to submission to the donors/HQ including liaising with the programmes team to advise of any issues arising ensuring programme proposal correlates with organisational budged and guidelines

· Undertake partner capacity assessment including regular visits to project sites/partners and train partners to increase their competence in preparation of financial reports, donor financial reports in line with various reporting requirements and guidelines

· Grants Management: donor regulations

Logistic

· Supervise land manage logistics in country office, including procurement, custom clearance, storage, transport and distribution of goods (in collaboration with the local Logistics Officer)

· In conjunction with Country Director responsible for supervising all contractual, lease and service arrangements

· Organise for the purchase, delivery and distribution of goods to support the office and its work

· Manage team accommodation, offices, car pool and technical installations (in collaboration with the local Logistics Officer)

HR

· Overall supervision of HR

· Recruit, manage, supervise and train local staff in in accordance with national law and Johanniter Guidelines in cooperation with Country Director

· Ensure that all staff have valid contracts and job descriptions

· Maintain HR records, including staff lists, staff files and the leave register etc

· Ensure compliance with local labour law regulations on all staff matters

Security

· Ensure proper security management

· To keep continually under review all safety and security procedures and policies, ensuring that they are kept relevant to the evolving safety and security context of each location.

· Perform security assessments, both routine and those required to ensure that it is safe for staff to enter/return to a location/duty station;

· Prepare security reports, updates and conduct briefings, as required; · Support country director in all other tasks when requiredPerson Specification

Profession/Qualification: Qualified Accountant / Logistician / HR Manager

Experience:

· 3-5 years of experience in accounting, financial management and logistics in the field of humanitarian aid

· Solid experience in HR management

· Experience in security management in high risk areas is desirable

· Experience in the region is an asset

Skills:

· Fluency in English required, knowledge of German is an asset

· Computer literacy

· Ability to work in an unstable security environment, trained in Safety & Security

· Communication, negotiation and representation skills

· Multi-tasking and organisational skills

· Sensitivity to cross-cultural dynamics and ability to work in an international team

· Accurate and precise work style

Terms and Conditions:

Start Date: 15th November 2014 latest

Duration: 12 months(with possible extension)

Remuneration:Salary rangeaccording to the AVR-J regulations + per diem
