RESPONSIBILITIES AND DUTIES:

Under the supervision of the Chief of Party, the Deputy Chief of Party/Regional Program Manager will be responsible for overseeing the development, design and implementation of program activities for a Regional Office in San Pedro Sula.

Responsibilities: The Deputy Chief of Party/Regional Program Manager is responsible for:

Advising USAID/OTI on program and strategic direction of programming in San Pedro Sula and La Ceiba and implementing program and strategic guidance from USAID/OTI and the Chief of Party.Identifying program opportunities and potential local partners.Management, oversight, and reporting on activities implemented from the regional office in Honduras.Supervision of program staff assigned to work in the regional office (and coordination with Operations Manager on daily supervision of operations staff in the regional office).Ensuring compliance with all requirements for activity development, contractor/recipient worthiness, activity implementation, management, monitoring, evaluation, and activity closing.Under the guidance of the OTI Country Representative and Chief of Party, contributing to the design and implementation of the M&E system at the activity level and for ensuring that all activities are monitored and evaluated for activities implemented from the regional office.Ensuring the quality and completeness of information on regional programming that is uploaded into the activity database and ensuring that regional office staff use, maintain, and upload information into the Activity Database.Supervision of local staff assigned to design and implementation of regional activities in Honduras.Act as the Chief of Party when s/he is absent from the program.

MINIMUM TANGIBLE QUALIFICATIONS:

Relevant work experience, including experience with a Contractor or international NGO managing an office or program.Relevant work experience implementing programming related to violence prevention working with community groups and/or government institutions;A minimum of two (2) years of experience working on complex, high-speed and challenging field operations in developing countries.Experience with grant management, preferably in-kind and small grants.Experience working in developing countries is required, preferably in a fragile or transitional state environment.Financial management experience, including budgeting; financial management (tracking, reporting and accounting); and procurement.Experience with activity design, development, and implementation.Fluency in English and Spanish is required.

PREFERRED QUALIFICATIONS:

Prior experience in Honduras or in other countries in the Northern Triangle in Central America preferred but not required.Citizens of Honduras are strongly preferred.

This is a contingent position based on funding from the customer.
