You will serve as a Supervisory Realty Specialist responsible for planning, scheduling, directing, budgeting, coordinating, advising, supervising, and reviewing of branch-activities, such as, managing, and disposing of real estate for civil projects in Mississippi, Arkansas, and Louisiana.

Occasional TravelBusiness travel 10%Personnel security investigation may be required.This position requires a financial disclosure statement, OGE450.Supervisory Probationary period may be required.As a Supervisory Realty Specialist you will be responsible for planning, scheduling, directing, budgeting, coordinating, advising, supervising, and reviewing of branch-activities through subordinate program managers and branch staff. Branch activities consist of acquiring, managing, and disposing of real estate for civil projects in the District; acquiring by purchase, lease, condemnation, exchange, donation, or transfer from other agencies, including permits for temporary use effecting necessary actions in connection with abandonment and vacating of highways, railroads, utilities and cemeteries; relocations; investigating claims and litigation matters; arrangements for assurance of adequate real estate interests by non-federal sponsors; preparing and reviewing leases; determining validity of realty instruments; preparing condemnation and Declaration of Taking assemblies; furnishing assistance to Department of Justice  attorneys in court cases as needed. You will assign work and coordinate all realty activities related to and required for accomplishment of branch assigned functions.  Establishes internal operating procedures and policies for the Branch. Participates in the formulation of budget and manpower requirements pertaining to the Branch. Executes mission within available resource limits. Provides advice and assistance on controversial, novel problems encountered by subordinates. Counsels and trains employees and administers a variety of management programs such as ; cost reduction; incentive awards; suggestions, and Equal Employment Opportunity.  Responsible for the overall administration and management of commercial concession and public park and recreational outgrants and leases.

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: coordinating with individuals or groups requesting use of government property; preparing out-grants (easements, leases, licenses, consents, and/or permits); conducting compliance inspections; resolving problems associated with encroachment or trespassing; coordinating disposal of land and/or real property interests and preparing disposal assembly; and interpreting/reviewing real property historical files, deeds, appraisals, maps, and surveys for land management purposes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the GS-12 grade (or equivalent).

All qualification requirements, including time-in-grade and time after competitive appointment, must be met by the closing date of this announcement.
