CARE International Safety and Security Coordinator Job in Dadaab, Kenya


CARE International in Kenya is looking for a well organized and highly motivated individual who is result-oriented to fill the following position:

Based in Dadaab

Job Summary: Reporting to the Director of Refugee Operations (DRO), the Safety & Security Coordinator (SSC) is responsible for ensuring that staffs are working within an environment consistent with accepted minimum safety and security standards.  
This includes working with the DRO to develop security plans and mainstreaming the individual and collective sense of security and safety awareness and responsibility.  
It also consists of working with the DRO to identify security challenges and proposing risk reduction measures in addition to developing, maintaining, updating and implementing when necessary, security regulations and operating procedures according to the changing situation in North Eastern Kenya.

The SSC will be the principal assistant to the DRO, in addition he/she will be expected to cover for camp based assistant security officers when they are out on leave/CTO or any other authorised leave.

Responsibilities and Tasks

R1: Coordination of safety and security services in Dadaab and areas of operations in North Eastern Province

  • Monitor all security operations ensuring timely intervention and resolution in areas of concern.
  • Assist the DRO to gather all security information in the NEP region, analyze and disseminate the same to the relevant offices.
  • Perform security assessments in Dadaab refugee camps and regularly review safety and security procedures in consultation with DRO.
  • Plan, organize and coordinate security escorts within and out of Dadaab whenever required for the operations.
  • Monitor all staff and vehicle movement in Dadaab area ensuring that there is effective tracking of the same.
  • Manage the access control of the DMO compound as well as Dagahaley, Hagadera and Ifo.
R2: Staff Management and Development
  • Supervise Safety & Security staff in all the two camps of Dagahaley and Ifo.
  • Promote staff development through support, coaching and mentoring.
  • Assist the DRO in identifying Unit’s staff development needs and design/identify appropriate interventions to address the needs.
  • Promote team work and spirit through participatory leadership in the delivery of safety and security services.
  • Conduct performance appraisal for Safety and security staff in Dadaab.
  • Assists the DRO in conducting regular safety and security trainings of all CARE staff in Dadaab, i.e. contracted and incentive staffs, ensuring the training is both relevant and helpful.
  • Ensure all staff understand and fulfill individual and collective responsibilities for safety and security.
R3: Security management
  • Work with DRO to ensure that security planning becomes an integral part of day-to-day operations.
  • Work with DRO and Deputy Director Safety & Security to develop and regularly update the Safety and Security Management Plan and tools in including detailed Security Risk Assessments; Contingency planning and Standard Operating Procedures. 
  • Work with administration staff to ensure appropriate steps are taken to safeguard office premises, equipment and residential property (guards, locks, lighting, alarms, and fire equipment).
  • Assists the Deputy Director Safety & Security in formulation and implementation of safety and security standards and procedures.
  • Assists the Deputy Director Safety & Security Manager in managing a security related budget that ensures prudent utilization and effective monitoring of the same.
R4: Contingency planning
  • Work with DRO and Deputy Director Safety & Security to develop contingency plans for incidents management  events such as; Accidents, ambush, car hijacking, Severe injuries and serious illness (hospitalization or medivac), Kidnapping, Death of employee, Destruction of essential assets etc.
R5: Liaison and information sharing
  • Liaise with other agencies on matters of security ensuring that s/he is well versed with the general security situation in Dadaab and that there is unity of purpose in tackling security issues.
  • Assists in updating and ensuring that a security briefing pack is available for visitors and new staff coming to Dadaab.
  • Report on a regular/daily basis to Deputy Director Safety & Security Manager and DRO in order to inform operational planning and decision making.  Report on critical incidents, trends, population movements, potential triggers, etc
  • Organize and circulate relevant safety and security information to staff  and provide an opportunity for employees to voice security-related concerns.
  • Review periodically past experiences and practices and propose improvements based on analytical judgment.
R6: Conduct investigation as will be required
  • Conduct internal investigations as will be required.
Authority

Spending Authority: Ksh.400,000/=

Supervision: Supervises one Safety and security Officer, two Assistant Safety and Security Officers and two Radio Operators.

Decision Making: Makes important decisions relating to the effective and effective delivery of safety and security services at RAP.

Contacts / Key Relationships

External: UNHCR, WFP, LWF, Local Administrators and Kenya Police

Internal: Camp Administrators, ALL CARE staff

Working Conditions: The position is based at Dadaab Main Office (DMO) with frequent movements to Ifo and Dagahaley camps as well as any other extension camps and program sites.  
This is a non-family work station. Hot weather is prevalent throughout the year with limited basic amenities. 
Road movement between the work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to safety and security instructions all the time. It is a six days work station with a compensatory time off according to CTO policy.

Due the nature of work, the incumbent is expected to be reachable on call 24 hours in the event of any emergency.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

Qualifications, Experience and Competencies

Education:
  • Bachelor’s Degree in Criminology/Security Studies/Disaster Management or Military from a recognized University/institution of higher learning.
  • Diploma holders in a security related field with 7 years of relevant work experience will be considered.
Experience:
  • 5 years of relevant work experience gained in either the Kenya Police or the Armed Forces and have attained the rank of Inspectorate and above or its equivalent in the armed forces.   
Certificate: Certificate in Safety Procedures and First Aid

Competencies:
  • Should have excellent investigation, report writing and communication skills.
  • Must be well organized and have ability to prioritize.
  • Must have strong interpersonal skills and be a team player.
  • Ability to work with less supervision in a hardship area.
  • Excellent computer skills in Ms-office.
  • Strong assessment, evaluation and analytical skills.
  • Have thorough knowledge and understanding of Security Operations
  • Must be in possession of a valid Certificate of Good Conduct
