helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of
displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and
water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four
continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be
deployed on 72 hours notice when a crisis occurs
Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since
expanded its Horn of Africa Programme to Kenya in 2006 and to Ethiopia in 2011. Since 2004, the
Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in
working with displaced populations. NRC has mainly focused on Somalis who are displaced by the
ongoing conflict and more recently by the drought and famine. NRC offers a comprehensive response
for Refugees, returnees and IDPs of high need, addressing their food security, livelihood, shelter,
education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies
through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and
Information, Counselling and Legal Assistance (ICLA).
NRC’s Horn of Africa operation comprises of large-scale multi-country humanitarian and early
recovery interventions spread across eight countries (Kenya, Somalia, Ethiopia, Djibouti, and Yemen),
and most recently Eritrea, Uganda and South Sudan. NRC’s overall strategy in the region is to ensure
a greater number of vulnerable people in hard to reach areas get access to humanitarian assistance,
become resilient to future disasters and find durable solution. The regional office is based in Nairobi
and works with country programmes to ensure standardisation of programmatic and operational
approaches, promote multi country programming and ensuring quality and coordination.
The main purpose of the Regional M&E Coordintor to contribute to the overall design and
implementation of Monitoring and Evaluation (M&E) systems and procedures in the NRC Horn of
Africa Mission.
Job description
Under the strategic direction of the Regional Programme Director, maintain the Regional M&E
Framework including conducting reviews of progress against bench marks, facilitating consultations
and trainings, and coordinating reviews and updates.
Develop M&E guidance, tools and procedures (including consultation with program staff to
determine needs and appropriateness, draft documents, facilitating consultation on documents, and
rolling out finalized products)
Promote the standardization of M&E processes throughout the mission.
Provide technical and surge support to field teams on monitoring and evaluation processes with a
particular focus on data collection initiatives through regular field visits.
Support the roll out of mobile phone data collection by training field staff, creating questionnaire
templates and providing administrative support.
Conduct training on Monitoring and Evaluation and Log frames,
Compile bi-weekly quantitative output reports from Field offices for circulation to senior
management.
Provide technical and surge support to the PDU for quantitative analysis for assessments, donor
reports, and other processes.
Qualifications
University degree preferably in social sciences, international relations and/or development or other
relevant discipline.
At least 5 years’ relevant working experience in M&E design and implementation
At least 4 years experience in field project review and evaluation.

Experience in designing and leading on specific development research projects
Experience working with statistical computer software packages
Project design and management skills
Goal oriented with ability to work under pressure, independently and with limited supervision.
