JOB SUMMARY:

The Country Manager reports directly to the Regional Director and is responsible and accountable for the management and development of all Right To Play work in the country of deployment. He/she represents Right To Play in the respective country and will be responsible for the overall strategy, management and development of the program as well as human resources. The ultimate goal of the position is to manage and grow the organization s programming, to increase the quality, efficiency and long term impact of the program.

PRIMARY RESPONSIBILITIES:

Job Responsibility #1: Communication & Representation (25% of Time):

Represents the organization in local media, promotes knowledge of RTP programs, mandate and values amongst all stakeholders, potential partners and general public.

Serves as the main local contact for all external stakeholders; develops and maintains links with relevant senior country representatives in donors, UN bodies, intergovernmental bodies, and other international NGOs.

Ensures strong working relationships and collaborations with current and new partner organizations through regular correspondence, engagement, reporting and meetings.

Supports preparation and hosting of strategic donor and RTP HQ visits and workshops.

Job Responsibility #2: Donor Stewardship & Fundraising (20% of Time):

Assess potential partners and partnerships; secures and stewards local funding opportunities and builds the relationships on the ground that are needed to support donor cultivation.

Leads proposal development for prioritized funding opportunities, facilitates participation by key team members to produce winning submissions.

Leads the development of proposals for expansion of new programs and the continuation of existing ones through coordinated efforts with RTP Regional team as well as headquarters team.

Represents RTP to current or potential donors to secure and sustain funding, including government/institutional donors, corporate sector and foundations.

Job Responsibility #3: Program Strategic Leadership (15% of Time):

Develops the strategic vision and direction of the program(s) in line with the strategic direction of RTP.

Develops and manages the portfolio of program activities of the country in line with RTP strategic country plans and region and global vision.

Promotes knowledge and awareness of RTP program amongst all stakeholders, ensures effective communication plan is in place and used by the program team.

Ensures accountability of RTP activities at all levels through efficient and transparent use of program resources, in line with RTP policies and procedures.

Job Responsibility #4: Program Financial Management, Quality & Reporting (15% of Time):

Oversees the country annual budget and monitors and verifies the program budgets in adherence to approved budgets and procedures.

Ensures financial monitoring systems provide timely and relevant reports to country staff, including analysis and tracking of grant commitments and obligations.

Ensures timely and quality finance report submission to RO/HQ and donors.

Ensures all program staff has understanding of financial and internal control systems, budget analysis and work in compliance with RTP policies and procedures.

Oversees the collation and timely submission of key technical, baseline, project evaluation, donor and other monitoring and evaluation related reports to donors, Regional Office and HQ as required.

Ensures that learning is regularly generated within all projects, documented and shared.

Job Responsibility #5: Human Resources Management, Capacity Building & Compliance (15% of Time):

Oversees overall country HR management processes providing advice on the management of all staff to ensure that it s carried out within RTP stated policies, practices and procedures as well as the country employment laws.

Provides advice on the interpretation of policies, regulations and rules and supports the senior team in explaining rights and responsibilities to the staff.

Ensures effective recruitment of qualified staff in coordination with the Regional and HQ office and leads the selection process.

Ensures all employees receive the appropriate orientation and understand the work required from them.

Oversees the mentoring and training of staff to ensure that they have the appropriate skill levels for their positions and are developing to their full capacity.

Ensures on-going and timely appraisal of all staff performance.

Leads, coaches and develops the senior team ensures they are equipped with the required expertise at country level (e.g. in programmes, policy, advocacy and finance).

Oversees staff compensation in line with approved budget and RTP compensation policy and approves the monthly payroll.

Manages the exit of employees and ensures that information gathered during exit interviews are used for improvement.

Job Responsibility #6: Security & Staff Welfare (5% of Time):

Carries out risk, vulnerability and threat assessments as well as physical security assessments of all sites making prioritized recommendations for improvement and follows through with approved recommendations until fully implemented.

Liaises with local and regional officials, UN, NGO and other agencies regarding security issues in the planning, coordination, promotion of, and support for existing RTP projects.

Is accountable for security of all RTP Country Office assets and handling these assets in conformance with Right To Play policy.

Job Responsibility #7: Other Duties (5% of Time):

Perform other duties as assigned.

EDUCATION/TRAINING/CERTIFICATION:

Master s degree in business administration, social sciences, development studies or other related discipline.

EXPERIENCE:

10 years of experience in a leadership role within a large or international organization working on strategic planning, quality improvement, project planning and implementation, monitoring and evaluation, human resources, financial management.

Work with the Programme Manager and WASH team on strategy development for strengthening Pader & Agago Hand pump Mechanics Associations (HPMA), training of Community level Water User Committees (WUCs) and strengthening WASH institutions at various levels.Assist the Programme Manager (PM) in developing step-by-step guides to assist project staff deliver high quality capacity building.Support the development of training packages and materials for various project approaches e.g. Life Cycle Cost Analysis (LCCA), Social Behaviour Change & Communication (SBCC).Support critical analysis of what s working/not working in Concern s WASH programming and support the team in exploring options, problem solving and responding to challenges.Assisting in the organising of exchange visits ensuring that critical learnings are incorporated into programme strategiesSupport WASH PMs and Programmes Director to finalise the Concern Uganda WASH strategy and results framework.

****Reporting & Documentation:****

****Monitoring and Evaluation****

Customise project M&E to donor and Concern requirementsSupport M&E Officers working on WASHSupport the team in undertaking baseline and end line surveys using digital technology.Supporting GIS mapping for the projectParticipate in field monitoring with a specific emphasis on monitoring quality of training and providing constructive feedback and advice to local partners and project field staff.Support the Programme Manager in recording project progress against the Detailed Implementation Plan (DIP) and support troubleshooting for activity slippage and forward planning.Concern Uganda uses Digital Data Gathering Devices for surveys and information collection purposes. Background:
Catholic Relief Services has been working in Uganda since 1965, initially providing emergency assistance to Sudanese refugees living in the north. Over the years, CRS has expanded its programming to also address development needs in western, central, and eastern Uganda. CRS projects in Uganda currently include agriculture, health (including OVC), microfinance, and youth . CRS Uganda implements its programs through partnerships with local organizations, including the Catholic Church, other faith-based organizations and community entities for maximum impact and sustainability. Primary Functions:
The main functions of the Head of Programs (HOP) include, providing oversight of CRS Uganda programming interventions, ensuring that the necessary staff and systems are in place to develop and implement high-quality programs, and expanding the CP program profile. CRS Uganda is engaged in several complex consortium relationships, as well as integrated programming. The HOP must ensure timely and pertinent communication and coordination with other departments especially with Head of Operations and consortium members. The HOP must give special attention to make sure the relationship with our partners is consistent with partnership principles and give special focus to nurture CRS relationship with local church. In collaboration with the Country Representative (CR), the HOP will lead the resource mobilization agenda of the country program.

Specific Responsibilities:

I. Program Quality and Management
Provide management oversight for ongoing programs.
Ensure program quality through implementation of project review systems, comprehensive M&E systems and staff/partner development.
Ensure that every project in CP has a M&E plan, and fully adheres to the new MEAL policy and procedures.
Assist program staff to use appropriate project management tools to plan, review and track progress on project implementation as well as on the utilization of project resources.
Support program staff in the planning of project activities and the establishment of high quality performance targets, ensuring adherence to technical standards, best practices and donor guidelines. Ensure staff follow the EARO project management guidelines, based on PMD Pro and ProPack.
Oversee the internal review process of all project proposals and ensure project format, design and quality are in compliance with agency/donor standards and program quality principles, East Africa Regional Office (EARO) guidelines, and the CRS ProPack.
Work with program staff to ensure that all programming documents (Annual Program Plans, project proposals/reports, etc.) are of the highest quality.
Ensure that all projects are guided by Uganda, EARO and agency Strategic Plans.
Work with program staff to ensure CRS interventions are integrated wherever appropriate in order to increase impact.
Support the coordination of action plans and activities to ensure complementarity and consistency in the various interventions and to eliminate duplication and waste.
Ensure that activities are compatible and in compliance with CRS guiding Principles, and ensure that staff are trained accordingly.
Ensure that gender sensitivity is taken into account in day-to-day operations as well as in program interventions and with partners.

II. Budgeting, Financial Planning and Reporting
Work with CR, program staff and finance department to ensure compliance with CRS and donor regulations and requirements for financial accountability and project reporting.
Ensure appropriate budget planning and tracking, and financial reporting of CRS public and private projects.
Collaborate with Head of Operations to ensure project managers are trained on budgeting and finance tools and systems to increase their capacity to adequately track project expenses.
Monitor project burn rates closely with the project managers to ensure that spending in the projects are consistent with the budgets and are on time.
Maintain a schedule for reporting of all publicly and privately funded projects. Review and submit required reports including donor and private fund narrative reports, quarterly performance indicator tracking tables, baseline and evaluation reports, as well as others needed/required by the local government, donors, the region or headquarters.

III. Coordination and Communication

Ensure transparent coordination mechanisms and regular information-sharing with relevant staff.
Actively participate as a member of the Senior Management Team (SMT) and contribute to Strategic Planning and key decisions of the CP.
Encourage active and open dialogue among program staff and with operations staff.
Oversee regular programming and coordination meetings between the programming and management quality departments.
Ensure systems are in place for the proper documentation of meetings and timely circulation of resulting information/outcomes.
Promote the documentation and sharing of lessons learned/best practices.
Maintain communication with regional technical advisors, deputy regional director/pq and headquarters staff as appropriate.
Ensure co-ordination between CRS Uganda program and EARO for RTA visits and proposal review

IV. Supervisory Responsibilities

Provide leadership and support to the hiring of highly-skilled workforce aligned to CRS values; ensure that CRS Uganda is hiring highly qualified project managers.
Supervise staff in the program unit to ensure efficient and quality implementation of project activities, on time and on budget, to deliver results.
Mentor and coach staff and assist them to develop performance and development plans and that the CRS Performance Management System is implemented in the programming unit.
Work with CR and program staff to identify key training needs, and proactively seek and promote appropriate training opportunities for staff, specifically in proposal development, project management and monitoring and evaluation.
Work with HR and program staff to develop and use standardized job descriptions and performance review. Develop the career paths of staff in the department.
Ensure that programming staff are cognizant of CP, region and agency strategies, and the general and sectoral program quality principles.
Ensure that in-house training skills and expertise are shared among staff.
Work in close coordination with other department heads to promote a team approach that involves programming staff at all levels whenever possible/appropriate.

V. Fundraising and Proposal Development
Identify program priorities and actively develop a plan for program growth in active engagement with partners, CP staff, regional/HQ technical advisors, and the business development team.
Work with CR, program staff, and relevant regional and HQ staff to strengthen relationships with existing and potential donors.
In collaboration with the CR, provide vision and guide the process of growth based on agency/region/country strategic frameworks and plans, including the development of CRS fundraising strategies and alliances and the identification of potential funding sources and strategic opportunities to expand the program s focus, reach, and influence.
Lead/supervise the preparation of proposals for CRS program strategies/interventions from intel gathering and capture planning to submission; work closely with the BD RTA and DRD/PQ EARO.

VI. Partnership and Church Relations
Ensure that CRS program managers and field staff maintain good relationships with the Church and other implementing partners and provide them with smooth support throughout the project cycle.
Maintain strong partner relations and lead the identification of diverse and new potential partners.
Working with the CR and managers, develop and implement strategies for improving the capacity of CRS staff to enhance partner capacity.
Contribute to the core SiS team on the roll out of the SiS initiative with EARO and HQ support.

VII. Representation

Working with the CR, represent the country program to government officials, Church officials, partners, NGOs, and UN agencies.
Together with the CR, revise and update country briefing materials and assist as necessary with VIP visits and guests.
As required by the CR, serve as a spokesperson to the public, including local and international media outlets and journalist, regarding CRS programs and activities.

VIII. Security

Participate in the development, implementation, and monitoring of security protocols.

GENERAL POSITION SUMMARY:

The EDO will work to improve the economic future and quality of life of program beneficiaries. The ability of the EDO to push forward market-driven approaches at all stages of programming will be one of the position s three success factors. The second will be the degree to which the person promotes and captures learning with her/his team, institutionalizing activity reviews, identifying and evaluating preconceptions and promoting a culture of inquisition. The third success factor will be the degree to which that person drives results, making critical decisions and producing scheduled outputs at deadline and to the expected quality.

ESSENTIAL JOB FUNCTIONS:

Program

Work closely with the Mercy Corps livestock health services and Marketing teams, national drug companies, district veterinary officers and other key partners in planning and implementation of veterinary service extension activities of GHG program according to the approved work plans and budgets;

Work closely with agrovet shops and livestock traders to identify capacity gaps of CAHWs and farmers challenges and provide technical support, design tools and activities for improvement and follow up the implementation;

Together with district veterinary officers and agrovets shops, the EDO will design and implement a supervisory plan for CAHWs to ensure quality service delivery to farmers;

Maintain close coordination and co-operation with district veterinary department, ministry of agriculture, research institutions, sector working groups and development agencies to ensure synergy and improved coordination among programs/interventions;

In collaboration with NDA, oversee the work to control the illegal sale of animal drugs in the markets;

Work with DVOs to plan and support disease surveillance activities and vaccination campaigns including poultry and Newcastle disease, foot and mouth disease etc;

Provide support to national drug companies, agrovets shops and CAHWs to promote herd health programme at kraal and household levels

Partnership Management:

Identify, assess and develop partnership strategies for potential private sector partners with GHG

Establish and maintain productive working relationships with sub-county and district leaders and DVOs and soliciting their participation in all activities where appropriate

Make on-site field visits regularly to monitor progress of activities and provide strategic measures for progress to maximize the programmes economic and social impacts to the community

Work with team leader(s) and Mercy Corps technical staff in order to bring synergy among different components of the project

Monitoring and Evaluation:

Create a dynamic program environment that promotes inquiry;

Take primary responsibility for sector-focused data gathering;

Establish procedures and guidelines to monitor and evaluate the progress and impact of economic development support work including setting and measuring benchmarks along results chains;

Analyze project implementation strategies to identify constraints to program success and provide timely recommendations;

Provide data in support of team s submission of timely weekly, monthly and quarterly reports that will be indicative of program progress during implementation.

Other:

Conduct himself/herself both professionally and personally in such a manner that brings credit to Mercy Corps and to not jeopardize its humanitarian mission;

Other duties as assigned by the line manager.

KNOWLEDGE AND EXPERIENCE:

A degree in Agriculture (animal husbandry; production and marketing) or its equivalent;

A minimum of three years relevant experience with proven technical experience in the field;

Willingness to work in the field with agrovets shops, Community animal health workers, kraal leaders and communities;

Ability to interact effectively with a wide range of partners; private sector, government and civil society;

Skills in team work, holding community consultations and organizational development;

Excellent reporting, communication and representation skills

Skills in networking, team-working, and community consultations

Good spoken and written English. Fluency in Ngakarimojong and Ethurr is an advantage.

****Strategy Development & Analysis****

Work with the Programme Manager and WASH team on strategy development for strengthening Pader & Agago Hand pump Mechanics Associations (HPMA), training of Community level Water User Committees (WUCs) and strengthening WASH institutions at various levels.Assist the Programme Manager (PM) in developing step-by-step guides to assist project staff deliver high quality capacity building.Support the development of training packages and materials for various project approaches e.g. Life Cycle Cost Analysis (LCCA), Social Behaviour Change & Communication (SBCC).Support critical analysis of what s working/not working in Concern s WASH programming and support the team in exploring options, problem solving and responding to challenges.Assisting in the organising of exchange visits ensuring that critical learnings are incorporated into programme strategiesSupport WASH PMs and Programmes Director to finalise the Concern Uganda WASH strategy and results framework.

****Reporting & Documentation:****

Assist in ensuring timely submission of good quality reports by administering proposal preparation time-frames, supporting personnel inputting on the submission, editing and write-ups and ensuring submission complies with format and administration requirements of the donor.Prepare the WASH submission for inclusion in monthly and annual reportsPrepare photo documentation of each WASH site according to donor guidelinesIn collaboration with PM and Programmes Director produce materials that tell the story of Concern s WASH work in Uganda and document in various media written case studies, video, photographs and in formats appropriate to various audiences. e.g. donors, HQ education, intranet and publicity, advocacy targets etc.

****Proposal Writing****

Assist in ensuring timely submission of good quality proposals by administering proposal preparation time-frames, supporting personnel inputting on the submission, editing and write-ups and ensuring submission complies with format and administration requirements of the donor.In collaboration with Desk Officer assist in extracting mini-proposals from WASH master proposals for project sponsorship purposes.

****Monitoring and Evaluation****

Customise project M&E to donor and Concern requirementsSupport M&E Officers working on WASHSupport the team in undertaking baseline and end line surveys using digital technology.Supporting GIS mapping for the projectParticipate in field monitoring with a specific emphasis on monitoring quality of training and providing constructive feedback and advice to local partners and project field staff.Support the Programme Manager in recording project progress against the Detailed Implementation Plan (DIP) and support troubleshooting for activity slippage and forward planning.Concern Uganda uses Digital Data Gathering Devices for surveys and information collection purposes. The PSO will have a key role in supporting programme team in the use of data gathering devices and analysis of information.

****Advocacy & Influencing****

Support the Programmes Director, CD and PM in national level WASH advocacy through:

Working with PM in identifying key macro level WASH issues which can be influenced by Programme field workSupporting project research on aspects of sustainable rural WASH programmingProducing presentations, brochures etc. in support of lesson learning and disseminationAssist in communications relating to WASH advocacy initiatives.As requested, attend national level learning platforms sharing programme information and feeding back to field teams.OTHER:
