JOB SUMMARY

Directly manages and is responsible for the Taiz field office. Direct supervision of all field site staff in collaboration with Finance Director, Program Coordinator, Security Manager, and other relevant technical colleagues.

ESSENTIAL DUTIES AND RESPONSABILITIES:

Oversee program operations in Taiz

Maintain the International Medical Corps field office ensuring that all departments are well established (HR, Finance, IT, Communications, Programmes, logistics) and functioning

Set up and maintain warehouse space

Ensure adherence to International Medical Corps housing policy

Management of human resource functions in Taiz including recruitment, day-to-day management of staff and implementation of HR policies and procedures.

Ensure that the operations logistics and administration in line with the IMC s policies and procedures.

Oversight and day to day management of all financial operations in coordination with the Finance Director.

Management of all facilities and equipment in the office to ensure that they are maintained in line with policies and are appropriate for both the work environment and as living accommodation.

Provide guidance to programme team in Taiz in coordination with the onsite Health and Nutrition Programme Manager.

Contribute to advocacy efforts at all levels within the Country Office.

Staff Management, Mentorship, and Development

Supervises a team of staff including administration, programme, finance, logistics, human resource and security coordinators and their respective teams.

Responsible for managing issues related to staff development, placement, recruitment, retention and well-being across programs and departments

Defines each staff member s performance objectives, provide leadership and technical support as needed, and evaluates direct reports regularly.

Programme Funding

With the team, identify funding opportunities and contribute to the design of new programme concepts and support of International Medical Corps programme development team

Reporting

Facilitates and assures accurate and well-documented reporting internally within International Medical Corps and to donors

Assures that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations

Assures that a Situation report will be sent to the Country Director on weekly basis.

Security

Ensure monitoring of the security situation by the security focal point and ensure implementation of security rules and regulations

Draw on the experience and knowledge of the Country Security Manager to ensure the effective implementation of IMC security protocols and procedures.

Collaboration, Representation and Outreach

Establish, maintain, and improve active and regular working relationships with the Ministry of Health, donor bodies, UN agencies, other NGOs and local authorities in Taiz.

Ensure effective coordination of all programs operating out of Taiz office, ensuring communication and integration as appropriate

Ensure effective representation and coordination with government authorities, NGO partners and donors

Responsible for researching and recording humanitarian and local authority activities, by sector and by region to identify program gaps and to strengthen coordination of activities and general relationships with other organizations.

Qualifications:

Over three years of professional experience in aid work in emergency / insecure environments

Experience in project management

Familiarity with relevant stakeholders, especially international organizations (EU, UN)

Full computer literacy and adequate administrative skills

International Medical Corps has been present in Yemen for three years and has expanded rapidly, operating in Lahj, Sana a and Taiz governorates. The integrated program portfolio ranges from nutrition, health and WASH. The nutrition program provides comprehensive acute malnutrition activities, complemented by community-based developmental nutrition projects related to growth monitoring, micronutrients, governance, capacity building and advocacy. Health programming is focused on primary care and reproductive health. Additionally, International Medical Corps implements large scale community-based WASH programing, complemented by health facility rehabilitation. The International Medical Corps Yemen country program is a dynamic and expanding organization with a strong team that is looking to add motivated team members who are willing to work and grow in a challenging environment.

ESSENTIAL RESPONSIBILITIES

Program Management

Work closely with the country director, senior management and field teams to determine the operational needs of the program within the scope of the grants

Supervise and manage a team of technical specialists and propose alternative strategies of program implementation

Develop program budgets, manage budget allocations across field sites, and maintain appropriate and timely spending of program portfolio

Write proposals, concepts notes, and actively seek new opportunities for growth

Compile monthly and quarterly reports, ensuring statistics are correct and on time

Work with the health teams to design and implement a reporting system to monitor and evaluate the objectives, indicators and outcomes of the country programs as well as trends in mortality and morbidity

Conduct assessments and contribute to production of proposals for new projects

Work with field teams and logistics to procure program supplies within program budgets

Regularly update country office on progression of programs as per protocol

Compile program and donor reports and assists with development of future programs as needed

Liaise closely with local authorities, donor and partner agencies to ensure program compliance with donor policies and regulations and complementary with other agencies' efforts

Maintain flexibility to take on added responsibility as and when needed

2. Organizational Development

Initiate and lead coordination meetings with Logistics, Finance and Security teams to ensure smooth working relations and develop systems for effective program implementation

Assist with the development and institutionalization of program procurement systems, knowledge and information management, monitoring and evaluation, and stakeholder coordination

Foster a collaborative, analytical and accountable work culture by organizing team workshops, training opportunities and retreats for capacity building and team-building

3. Representation

Attend coordination meetings which are relevant to country programs

Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings as appropriate

Ensure maximum visibility of the agency amongst the NGO community

Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors

4. Human Resources Management

Lead on the recruitment, selection, training, and retention of qualified program staff and recommend promotions, disciplinary action and termination of staff in consultation with the Country Director and Finance Director

Supervise staff to ensure their smooth and effective operations

Ensure compliance to local labor laws including working hours

Maintain open lines of communications with all field staff

5. Training/ Capacity Building

Determine training needs for subordinate staff

Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

Advocate and plan for professional development for expat and national staff

6. Working Relationships

Maintain frequent communication with Country Director and senior management team to ensure program activities and objectives are communicated

Attend coordination meetings which are relevant to country activities

Interface with national government and relevant agencies as necessary

7. Security

Collaborate with security officer/CD in order to maintain security of all program staff in the field

Ensures application and compliance of security protocols and policies

8. Prevention of Sexual Exploitation and Abuse

Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications:

Master s degree in Public Health, Nutrition, International Development and/or in a relevant field of study preferred but not required

At least five years of experience in program design and evaluation, of which at least two-three years in developing countries or resource deprived environments

Familiarity with International humanitarian operations, coordination structures, and the mandates of donors, UNHCR, and other NGOs

Creative and able to work with limited resources

Team player and strong communication skills, both oral and written

Proficient in computer applications, especially with MS Word and MS Excel, MS PowerPoint

Must have excellent communications skills, both oral and written

Must have excellent self-motivation skills

Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO s; the ability to work with a broad spectrum of people

PROGRAM BACKGROUND

International Medical Corps began working in Yemen in February 2012 implementing a range of programs in Sana a, Lahj, Aden, and Taiz focused on primary health care, nutrition, and WASH, and refugee assistance activities.

JOB SUMMARY

The Country Director is directly responsible for the overall strategic planning, human resources, program design and implementation, program support operations, finance, administration, monitoring and evaluation supervision, expansion/development, and required reporting for the country program.

ESSENTIAL RESPONSIBILITIES

1. Program Management

Develop country specific strategic plan and proposals for programs that will successfully transition our relief programs to early recovery and transition to more long-term development programs.

Work closely with the MoH to identify a strategy for the strengthening the health care system

2. Compliance

Primarily responsible for expanding country portfolio

Pursue new sources of donor funding and maintain adequate donor funding levels to sustain identified program and support activities

4. Human Resources

Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors

Collaborate with security staff to maintain security of staff in the field locations

Make frequent site visits to facilities to ensure that appropriate care and training are being conducted and to offer support to field staff

Maintain open lines of communications with all field staff

5. Training/ Capacity Building

Determine training needs for the field staff

Train senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs

Advocate and plan for professional development for expat and national staff

6. Working Relationships

Maintain frequent communication with Regional Coordinator to ensure program activities and objectives are communicated

Work with Deputy Country Director, Medical Director, Finance Director, Security and Logistics staff to ensure the coordination of programs

Represent the organization at task force meetings, assessment missions, camp coordination meetings, UN coordination meetings, INGO coordination meetings

Interface with national government and relevant agencies to ensure mutual understanding of programs and maximize resource distribution and allocation of available funds

7. Representation

Serve as the principal liaison with Donors on matters related to the program to ensure financial and programmatic accountability to Donors

Establish and update contact details of potential Donors in-country

Participate in Donor meetings and communicate relevant information to HQ

Work with key Donor Staff to develop and maintain optimum financial and programmatic relationship

Ensure maximum visibility of the Agency amongst the NGO community

Lead the production of reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.

8. Security

The Country Director is ultimately responsible for the security management of staff, operations, assets and directs country-specific response to security threats and incidents, up to and including management of evacuation

Monitor security level and consult with the Director of Global Security to upgrade or downgrade

level

Responsible for ensuring that Incident Report Forms are completed and submitted to HQ Security in a timely manner (within 12 hours)

Responsible for ensuring all staff are given a security briefing, and required documentation upon entry into the country

Ensure application and compliance of security protocols and policies

In cooperation with the Security Coordinator, monitor the security situation and inform the HQ Security Office through weekly security reports

Ensure that country security guidelines, SOP s and policies are updated twice annually (July 31 and January 31) including contingency planning for evacuation, in accordance with agency protocols and respected by all staff

2. General context of the mission

INTERSOS has been working in Yemen since the beginning of 2008, focusing on protection, WASH and livelihood for refugees, asylum seekers and migrants from the horn of Africa and responding to the instability in country providing support to IDPs and local communities.

INTERSOS is based in Sana a, Aden, Kharaz camp (Laji governorate).

Recent conflict in Yemen has escalated significantly since March, when clashes between Houthi fighters and other parties intensified, mainly in the southern regions. As a result, the conflict is now affecting 20 out of Yemen s 22 governorates, has killed over 2,000 people and injured more than 7,500.

UN and NGOs surveys now indicate that over one million people have been internally displaced, while thousands of others are trapped by the fighting, unable to flee to safety. An estimated 250,000 refugees and one million migrants mostly Somalis and Ethiopians are currently living in precarious conditions in camps, receptions centers or poverty stricken urban areas across Yemen.

Civilian infrastructure continues to be targeted by parties to the conflict. Eleven medical facilities, including six hospitals and medical personnel have also come under attack since March, with four medics killed and six injured to date. More than ten ambulances have been commandeered by militias. A further 86 schools have been hit, and 60 schools have been occupied by armed groups. Directing attacks against civilians and civilian objects is a serious violation of international humanitarian law.

The current escalation is unfolding in a situation characterized by long-term vulnerability and food insecurity throughout the country, now aggravating existing vulnerabilities and putting larger parts of the population at risk. National capacity to respond is extremely limited.

Relief efforts on behalf of the international community are ongoing, strained by a lack of access into and within the country due to insecurity and shortages of fuel.

In consideration of the current humanitarian crisis in the country, INTERSOS considers as a priority to expand its intervention in order to include new vulnerable categories, mainly those affected by the instability in different sectors, from NFIs distribution, health to WASH, nutrition etc.

3. Tasks and responsibilities

The general purpose of the post is to represent INTERSOS in the country and act in accordance with specific directions from and supervision of the Regional Director in Rome.

The HoM manages and coordinates the operations and human resources in the country and is responsible to:

Establish and maintain relations with local institutions, donors, NGOs, international agencies and other stakeholders;

Define country priorities based on context and needs analyses. Monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects;

Establish, guarantee and monitor government recognition procedures for the organization and the host country formalities;

Plan mission activities and check their implementation;

Check monthly mission expenditures and guarantee accordance with the financial planning;

Ensure the respect of INTERSOS procedures for the procurement of goods, works and services (e.g.: forwarding all tender notices and results to the head quarter for publication on the organization's website);

Supervise, monitor and evaluate projects implementation also by periodic visits to areas of operation;

Define the mission economic and financial planning, guaranteeing self-sufficiency and consistency of expenses;

Assume responsibility for funds management of the mission (including bank accounts);

Approve projects reports and intermediate and final financial reports and assume responsibility for the presentation to donors;

Write monthly reports on country operations for the Regional Director;

Apply all procedures defined by INTERSOS and donors.

4. Required profile/experience

At least 5 years of experience as HoM or other coordination and management position in humanitarian/development contexts

Experience in implementation of activities funded by UN donors or ECHO

Experience in people management and leadership skills

Ability to take initiative and work autonomously

Excellent oral and written communication skills

Fluent English written and spoken

Capacity to work in volatile security environment and to adapt to basic living conditions
