Background
The Consortium of International Agricultural Research Centers (CGIAR) is a global partnership that unites organizations engaged in research for a food secure future. CGIAR research is dedicated to reducing rural poverty, increasing food security, improving human health and nutrition, and ensuring more sustainable management of natural resources. It is carried out by 15 Centers that are members of the CGIAR Consortium, in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia, and the private sector. The CGIAR Internal Audit Unit (IAU) is a shared service to the Centers, providing independent assurance and advisory services designed to add value to and improve Centers’ operations. The IAU has staff based in America, Europe, Africa and Asia.
The IAU is seeking a qualified candidate for the position of Senior Internal Auditor, to be based In Penang, Malaysia reporting to Associate Director for Asia. The individual will primarily be involved in the conduct of audits in 5 Centers based in Asia with a specific focus on the area of information technologies (IT). S/he may also be involved in audits in other overseas offices in coordination with the teams based in the America, Africa and Europe. As well as general audit assignments, the job holder will lead, plan and conduct ICT audits across the consortium, supporting CGIAR IAU in positioning itself as primary provider of the ICT audit services to the CGIAR centers.

Key Responsibilities
  • Evaluate risk, governance and internal control systems at centers’ headquarters, regional and country offices, and recommend improvements.
  • Conduct risk-based financial, operational and compliance audits.
  • Perform value for money audits in line with expectations of donor and other stakeholders.
  • Develop audit work plans for assigned audit engagements and prepare draft and final audit reports.
  • Assess the reliability and propriety of accounting and financial information as part of assurance assignments as required.
  • Follow-up on and evaluate the implementation of audit recommendations made by internal and external auditors.
  • Coordinate with External Auditors and other assurance providers.
  • Provide advice on policy documents prepared by management as required.
  • Monitor the management of center risks and report on any actions taken.
  • Supervise audit staff and consultants, and provide training/technical guidance as required.
  • Communicate with stakeholders around assurance assignments as required.
  • Provide support to the following areas:
    • Support CGIAR IAU management team in identifying and assessing risks related to information technology
    • Plan, scope audits including preparing risk assessments, researching relevant technical information, and creating audit programs
    • Perform risk based ICT audits that review security and controls of ICT processes, applications, networks, databases and various operating systems
    • Conduct pre-implementation and new technology reviews as required
    • Evaluate and communicate best practices in ICT controls to senior management.
Skill Requirements
  • A University level academic qualification, preferably leading to a CA or CPA.
  • Certified Information Systems Auditor (CISA) and possibly other specialized certifications.
  • At least five years of postgraduate professional experience in an internationally recognized professional accounting firm and/or in the internal audit departments in leading private sector company, international organization or NGO.
  • Experience with audit tools such as TeamMate, MK Insight, Audit Command Language (ACL) Audit Exchange and SharePoint is required.
  • Extensive experience in managing ICT audits.
  • Work experience in developing countries and/or knowledge of major NGO, USAID or DFID system policies, rules, regulations and procedures is considered a plus.
  • Excellent interpersonal, communication and analytical skills.
  • Excellent written and verbal English communication skill.
  • Ability to identify key risks relevant to the organization and to suggest relevant risk mitigating measures.
  • Strong project management skills.
  • Familiarity with fraud identification techniques.
  • Fluent or intermediate knowledge of another language (particularly Chinese) will be an advantage.
Our offer
This position will be based in Penang, Malaysia. The initial employment contract will be for a three-year term, with possibility of renewal. This position is open to Malaysian nationals (NRS). Subject to applicant status, salary and benefits will be in compliance with WorldFish remuneration policies.
The successful candidate is required to undertake frequent travel to Field Operations, which are located in over 50 countries in the world, mainly in developing countries. Travel requirements are on average 50% of the time. Each trip lasts on average two weeks.
