Catholic Relief Services (CRS) Kenya seeks a Program Manager for an anticipated USAID-funded Conflict Management and Reconciliation program in Kenya. The program will use a people-to-people approach to achieve the goal of conflict mitigation, peace, and reconciliation in the Arid Semi-Arid Lands (ASALs) on Kenya. The program will leverage the opportunity devolution presents to positively engage individuals and communities at the county-level around issues that remain drivers of conflict including land, natural resource, negative ethnicity and access to services.
TheProgram Manager will be responsible for managing the program and working directly with local partners and local communities to implement a people-to-people approach to conflict prevention, mitigate, and management. The primary responsibility of the Program Manager is to supervise overall planning, implementation, and evaluation of the conflict-mitigation project and ensure, together with partner staff and stakeholders, the strategic objectives and results are fully accomplished and meet technical quality standards. The Program Manager will either be based in Nairobi or a project office in one of the ASAL counties.
Job Responsibilities:
·         Responsible for strategic direction and ensuring, in coordination with other consortium members, successful implementation of the people-to-people approach in target areas.
·         Work with local communities and partners to develop project work plans and activities with bring together target groups in response to context and conflict analysis.
·         Prioritize community participation throughout the programming process and ensure interventions address community-identified priority needs.
·         Coordinate closely with local government structures and key stakeholders and maintain a strong and wide network with key partners and stakeholders, and participate in relevant technical working groups.
·         Adapt and adjust programming based on current context and conflict.
·         Create linkages between the reconciliation intervention’s immediate objectives and other community or national-level peace efforts or structural reforms.
·         Coordinate closely with other donor-funded programs.
·         Review project goals and objectives with project partners on a regular basis and develop work plans.  Oversee timely work plan implementation with partners and supervised staff. 
·         Ensure effective gender-mainstreaming in both programming and management aspects of implementation.
·         With program staff, ensure the delivery of quality training, technical assistance and administrative and financial support to all partner agencies.
·         Manage partnership and sub-grants and conducts sub recipient monitoring oversight
·         Ensure the project’s compliance with CRS and donor policy.
·         Oversee program’s monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans.
·         Prepare quarterly reports, financial reports, and other deliverable per CRS and donor requirements.
·         Provide overall financial management of the project. Ensure that project expenditure is undertaken in line with CRS finance policies and procedures, CRS sub-recipient monitoring policies, efficiency, and donor requirements.

Qualifications:
·         University degree required; Master’s Degree preferred in peacebuilding, sociology, or a related field.
·         Minimum 5 years working in a technical or program management role on peacebuilding, conflict mitigation, or democracy and governance programs.
·         Minimum three (3) years’ experience in budget management.  Successful management and implementation of project(s) valued at least $1,000,000 preferred.
·         Strong knowledge of conflict drivers in the Arid Semi-Arid Land Counties
·         Proven experience using the people-to-people approach in conflict mitigation
·         Experience working on USAID project strongly preferred.
·         Proven capacity to work in a multidisciplinary team to implement projects and activities.
·         Demonstrated experience in coordination and collaboration with a broad set of stakeholders, including multi-lateral and international donors, Government, and local and international NGOs.
·         Demonstrated experience in community mobilization, organization and mediation among local actors.
·         Demonstrated experience managing budgets for USG donors.
·         Commitment to CRS’ Mission.
·         Excellent English language oral and written communication skills required.
·         Ability to travel a minimum of 30% of the time to field sites.
