Responsibilities: |
Under the overall supervision of the
Representative to Kenya at UN FAO and in close consultation with the
relevant partners, the Technical Coordinator will carry out and/or guide
on executing the following tasks:
TECHNICAL AND MANAGERIAL SUPERVISION OF RAU TEAM
- Prepare for technical staff recruitment as per the RAU structure and staffing needs
- Provide technical supervision and support to RUA’s staff with specific reference to resilience measurement and analysis
- Manage staff performance
- Liaise with partners of RAU including the different relevant technical
sections of the partner organizations in order to mobilise support to
RAU’s initiatives
Measurement and Monitoring, Evaluation
- Resilience measurement and analyses at country and local levels:
o Lead the design of Resilience Impact Assessment and Measurement strategy (qualitative and quantitative)
o Lead on methodology development and application of resilience
measurement and analysis in the Region; considering and benefiting
existing methodologies and tools. Develop and/or improve and support
implementation of M&E frameworks and tools in relation to regional
and country resilience frameworks, strategies and programmes.
o Lead on tools development;
o Liaise with other agencies and seek inputs from different stakeholders;
o Provide guidance on field activity preparations: training, testing of the developed tools
o Provide overall technical supervision of data analysis;
o Prepare baseline, monitoring and evaluation reports;
o Present key findings from research and analysis to stakeholders
Research
- Lead the development of the research agenda that captures the
multi-layered dimensions of contributing factors to Resilience:
o Coordinate with stakeholders to identify priority areas and topics for
research and analysis to support knowledge, capacity building and
advocacy initiatives
o Link with Research centres and Universities in the region and
elsewhere to look at innovative application of different tools and
methodologies to improve resilience analysis and measurement
o Overall supervision of the analytical work that will be done by Tulane University
o Facilitate dialogue and link to the analytical work done by Resilience
Measurement Technical Working Group at Global level and the analytical
work in the Region
o Guide identification and documentation of lessons learned from resilience studies/measurement
Policy Dialogue and Advocacy
- Develop technical recommendations and advice to inform resilience
programming, including recommendations on activities at household,
community or at higher levels based on the findings from the research
and impact evaluations.
- Develop position papers and key messages supported by evidence and
research to influence policies related to resilience at regional and
country levels.
- Carry out advocacy initiatives to inform and improve stakeholders’
(aid agencies, governments, inter government agencies, civil society,
donors) resilience programme initiatives.
Capacity Development
- Facilitate and support processes to assess capacity and identify
priority capacity gaps in resilience programming capacities of
stakeholders i.e. IGAD, relevant government entities and RAU
- Support effort to design a strategy and activities to address capacity gaps and strengthen existing capacities
- Lead and design capacity building activities including on-the-job training to country staff of relevant stakeholders
- Work closely with Tulane University to develop and disseminate of an online course on resilience analysis
Investment Support
- Based on results from research and analysis as per the above, support
IGAD and Members State to priorities investments required for
operationalization and implementation of the RPP and CPPs
- Link to efforts of partners to map investments and activities by
humanitarian and development assistance actors across the IGAD region
- Identify and advocate for funding resilience programming in support of RPP and CPPs
Liaising with potential donors, relevant institutions and partners
- Supervise the preparation of fundraising proposals
- Lead the preparation of the RAU progress reports to be presented to stakeholders and donors |

Candidates will be assessed against the following:
· Strong analytical and research skills (both applied and secondary)
· Excellent communication skills and demonstrated skills in managing research and people
· Demonstrated planning and execution of research and/or development
activities with government counterparts/development partners
· Excellent English writing skills at publication levels
· Ability to work productively under pressure
· Familiarity with concepts of resilience including food security and social protection components

QUALIFICATIONS

Education: |
Advanced university degree, preferably
doctoral degree in the field of economics, social or political sciences,
statistics, development studies or similar |
Work Experience: |
• Teaching experience as a senior
academic and/or experience at the senior level in knowledge/research
management in the development field
• Relevant research and publication history
Ability to manage a small team of diverse technical professionals |
