PROGRAM/ DEPARTMENT SUMMARY:
Mercy Corps has been present in Guatemala since 2001, tackling issues such as food security, health, hurricane disaster relief, land conflict resolution, horticulture value chains, and sustainable income generation. Our current projects work predominantly with indigenous populations in the northern and western highlands where services are generally limited, literacy rates are low, and more than half of the children suffer from stunted growth due to malnutrition with 200 team members.
GENERAL POSITION SUMMARY:
The Mercy Corps Country Director (CD) is an innovative and visionary leader responsible for resourcefully managing all programming in each country, resulting in lasting improvement in the lives of millions. S/He has held senior roles in formulating strategic direction within an international development context. The CD has supervisory responsibility for the country team and total program budget, identifying funding sources, representing the agency, and implementation of all security protocols. The CD develops sustainable, multi-sector programming and is accountable to beneficiaries and donors, placing a high value on innovative solutions to development issues and creative partnerships in tough environments.
ESSENTIAL JOB RESPONSIBILITIES:
Strategy and Vision
Explore, evaluate and present innovative funding opportunities, leveraging impact and integrating activities with other NGOs, common sectors include market led economic recovery, civil society capacity building, community led development, conflict management and emergency response.Lead the annual country planning process and provide timely quarterly reporting and strategic updates.Anticipate needs, understand donor pool and secure sufficient resources in a timely manner.Representation and Influence
Represent Mercy Corps programs with national and international media, and participate in community activities as appropriate.Communicate a clear vision of present and future program goals and strategies to team members and stakeholders that translates into concrete programs and work plans.Maintain productive relationships with internal and external constituents.Team Management
Recruit, manage, onboard and motivate a skilled, efficient team; incorporate staff development strategies and performance management systems into the team-building process, encouraging a culture of learning and innovation.Contribute to country team-building efforts, help team members identify problem-solving options and ensure the integration of all team members into relevant decision-making processes.Institute a disciplined culture of performance management and regular feedback between supervisors and their direct reports.Program Impact, Monitoring and Evaluation and Learning
Oversee program quality and impact by ensuring programs are based on sound design principles and utilize Mercy Corps and donor required M&E systems.Gather evidence of program impact through robust agency standard procedures for data gathering, reporting, and evaluating program outputs and outcomesLead country team to strive for impact at country and regional level leading to sustained change based on solid systems and incorporation of learnings into programs.Fulfill Mercy Corps Program Management Minimum Standards based on the organization-wide guide;Establish mechanisms to link reporting, monitoring and advocacy for internal and external purposes supporting regional or agency wide thought leadership effortsEnsure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, and beneficiary accountability standards;Program Operations and Compliance
Coordinate overall country budget; manage budget within approved spending levels and establish an annual cash flow plan to ensure a steady and adequate supply of funds for program activities.Build and maintain operational structures that ensure proper segregation of duties between finance, administration and logistics and fully support field programs.Build and maintain an environment of collaboration among program, finance, operations and human resource team members resulting in optimal support for program activities.Create and maintain systems ensuring effective and transparent use of financial resources for timely and informative reporting in line with donor and Mercy Corps policies and procedures.Organizational Learning:

KNOWLEDGE AND EXPERIENCE:
BA/S or equivalent in relevant field required such as social science, management, international development; MA/S preferred.5-7 years field experience in international relief and development programs, including demonstrable success in managing large, complex, transitional development programs.5+ years senior-level leadership, capacity building and field management experience.Proven skills in financial and grants management; prior experience with USAID, EC, private sector and other foundations.Previous work experience in Latin America preferred.Successful and proven negotiation, communication and organization skills.Current or previous Mercy Corps experience preferred.Fluency in Spanish and English required.SUCCESS FACTORS:
The successful CD will skillfully represent programmatic priorities of the agency to donors and regional partners while providing effective leadership to the Mercy Corps program team. LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
The CD is based in Guatemala City. The location is accompanied. Housing is in individual accommodation with unlimited freedom of movement beyond the house/office. There are high quality International schools in Guatemala City. Staff will have good access to services and modern conveniences including medical, electricity, water, etc). This position requires up to 35% time) travelling by car to field offices throughout Guatemala.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.

Special Notice
The appointment is limited to the Mechanism for International Criminal Tribunals. Appointment of the successful candidate on this position will be limited to the initial funding of the post. Extension of the appointment is subject to the extension of the mandate and/or the availability of funds. As the international tribunals are not integrated in the Secretariat, UN Staff Members serve on assignment or secondment from their parent department/office if selected. Appointments of staff members in the United Nations are subject to the authority of the Secretary-General. Staff Members are expected to move periodically to new functions in accordance with established rules and procedures, and may in this context be reassigned by the Secretary-General throughout the Organization based on the changing needs and mandates.
Organizational Setting and Reporting
This position is located in the Language Services Section, Registry, Arusha, under the supervision and direction of the Chief of Conference and Language Services Section, ICTY.
Responsibilities
The incumbent of the post translates and/or revises a variety of texts from French into Kinyarwanda and vice versa, respecting the deadlines and using the appropriate terminology. The incumbent is also responsible for coordinating contractual translations when needed. S/he should be capable of working independently to a large extent. S/he must further aim at a high standard of accuracy, consistency and faithfulness to the spirit, style and nuances of the original; observes the established terminology and usage; ensures, as far as possible, consistency with other translations produced in the Unit. Must maintain a certain speed and volume of output, due account being taken of the difficulty of the text and the specified deadline. Any ad hoc functions as required.

Education
Advanced university degree from a university or from an institution of equivalent status in translation. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.
Work Experience
Minimum of 7 years experience in translation/ revision, preferably in the context of the United Nations or an international organisation. Interpretation skills are an asset.
Languages
English and French are the working languages of the Mechanism. For the post advertised, the incumbent should be fluent in Kinyarwanda and French. Confident level of English is a strong asset.
Assessment Method
There may be a technical test and competency-based interview.
