The International Fund for Agricultural Development (IFAD) is an international financial institution and a specialized United Nations agency dedicated to eradicating rural poverty and hunger. It does so by investing in rural people. IFAD finances programmes and projects that increase agricultural productivity and raise rural incomes, and advocates at the local, national and international level for policies that contribute to rural transformation. IFAD's headquarters is in Rome, Italy, but has offices in 40 countries and finances programs and projects in more than 90 countries.

Post's organizational accountability

The Office of the Secretary of IFAD is responsible for the effective and efficient planning and organization of IFAD's governing body meetings as well as for establishing, building and effectively maintaining relations with IFAD's Member States and its Representatives to the governing bodies. Conference and Language Services ensures the efficient programming and servicing of IFAD meetings and is responsible for the provision of interpretation, editing, translation and terminology in IFAD's four official languages (Arabic, English, French and Spanish). Specifically Language Services (LS) is responsible for the quality, consistency and accuracy of the documentation provided, in the four official languages, to governing body meetings as well as for the language processing of correspondence with Members States. LS also provides services to the organization in processing communication materials, publications, guidelines and manuals.

The Spanish Reviser / Senior Translator is one of the Senior Language Services Specialists, who work under the overall strategic, policy and management guidance of the Secretary of IFAD and the general supervision of the Chief, Conference and Language Services.

Within their areas of responsibility, Senior Language Services Specialists exercise a high degree of independence in providing the delivery of language services in the respective language. They may have direct or delegated responsibility in organizing and coordinating the work of teams of translators or lower-level staff.

This Senior Language Services Specialist provides accurate, timely and stylistically appropriate translations into one of the IFAD main languages, namely Spanish, of texts written mainly in English for distribution to Member States and/or members of the Secretariat. His/her duties may include revision of translations done by other staff and the planning and coordination of the work of small groups of translators.

Management of TranslationLinguistic ResearchManagement of Computer-assisted translation and technology tools

S/he translates and self-revises a range of administrative, legal, economic, scientific and technical texts, particularly in the field of finance, agricultural and rural development. The incumbent applies his/her analytical, linguistic and drafting skills to translating and self-revising texts. The incumbent checks his/her own work for accuracy, completeness, comprehensibility, style and presentation and is responsible for the quality of the translation of the texts.

Key results expected / major functional activities

Management of Translation

As the primary function the Senior Language Services Specialists revise in the target language from two other languages of the Organization, translations, including summary records, prepared by staff at lower levels and/or by free-lance and contractual translators, on a wide range of political, social, legal, economic, financial administrative, scientific and technical subjects or on a more limited range of subjects requiring considerable specialization. In particular, accountabilities may include but are not limited to:

Translate, normally from two languages of the Organization, revise and self-revise, especially important, complex, technical and urgent texts for issue without further revision.In the case of both translation and revision, produce versions in the target language that reflect the more skilled point of view and approach of a senior translator or reviser and which are, in terms of accuracy, completeness, meaning, style and effectiveness, the equivalent of the original text, adapted as necessary to the intended target readership.Such translations and revisions use the most appropriate range of vocabulary and professional, scientific or technical concepts and terms, and incorporate the results of any supplementary research by the incumbent as may be necessary to solve problems of terminology and meaning, or any consultations with substantive units concerning manifest or possible inconsistencies or errors in the original text, including the originator's mistranslation or misinterpretation of source material.Provide authoritative and comprehensive answers to queries from translation suppliers on a variety of translation issues and on the specifics; develop and update translation guidelines, reusable training materials, and reference materials; and contribute to the definition and implementation of translation quality assurance measures.

Linguistic Research

The Senior Language Services Specialists carryout linguistic research and assists in compiling, developing and maintaining a uniform terminology suitable for translation of the documentation issued by the Organization, taking into account the terminology in use in the organizations of the United Nations system and incorporating it into the terminology database of the IFAD Language Services.S/he liaises with author units and other units involved in document production to harmonize the translation in the various languages and conducts supplementary research to resolve problems of terminology and meaning, and consults with substantive units regarding possible inconsistencies or errors in the original text.

Management of Computer-assisted translation and technology tools

Keep abreast of developments in computer-assisted translation and technology tools (CAT tools) in order to promote their use within the unit.Participate in the development and the use of computer-assisted translation and terminology tools, providing regular feedback on and recommendations for their application within the Service.

4. MANAGERIAL FUNCTIONS

The Senior Language Services Specialists at this level have typically the accountability for integrity, transparency, and equity in the management of IFAD resources.

This includes:

Depending on the structure and staffing of the translation service concerned, has direct or delegated responsibility for:Organizing and coordinating the work of teams of translators of the same language group, and monitoring progress of such work in relation to an agreed schedule, orCoordinating the work of revisers engaged in the preparation of final versions of a text in several languages for simultaneous issue before or during a meeting; andGuiding and training translators and trainee revisers, grading tests of candidates for employment, including prospective contractual translators, and providing evaluations on lower-level staff for use in performance appraisals by higher-level staff.Resource Management by providing strategic and data inputs into the divisional budget preparation exercises.Knowledge and Content Management by ensuring (1) knowledge content within functional area is continuously updated and available to colleagues (2) best practices are continuously identified, documented and distributed.Information Technology Management through leveraging ICT functionality for improved business results, simplification of translation process and improved client services.

Impact of key results / key performance indicators

Senior Language Services Specialists are accountable for (i) translation, revision and self-revision of texts covering a broad range of scientific, technical, administrative and legal subjects, ensuring that translations are equivalent in meaning and style to the original texts; (ii) research points of terminology, language and subject matter and assist in the development of the central terminology database and reference archive; and (iii) provide training and guidance to (contracted) translators as necessary.

Decisions take the form of individual judgements and final determinations, often based on research conducted by the incumbent. They include the suitability of translations in terms of accuracy, completeness, technical competence, clarity and readability, and of producing a revised text or a self-revised translation which is ready for processing in final form and the determination of appropriate terminology. Given the nature of the tasks and the degree of independence at this level, errors could have a disruptive effect on the processing and utilization of documentation for publication or at meetings could affect the quality and acceptability of the Organization's services in the target language and could have financial, political, technical or operational implications.

Representation / Work relationships

Internally, the Senior Language Services Specialist liaises with author units and other units involved in document production , to clarify difficulties arising from texts submitted for translation as to ensure that there is neither mistranslation or misinterpretation of source material.

External contacts include work contacts with counterparts in translation services in other international organizations and with libraries and professional associations, with a view of obtaining and exchanging information on relevant reference material, technical subjects, translation standards, procedures and policies and questions of terminology. Contacts are made with members of delegations to conferences and the staff of permanent missions in order to ensure that translations correspond faithfully to the intent of official communications and ensuring the accuracy of translated texts before issuance.

Minimum Recruitment Qualifications

Education

Advanced university degree '(Master's degree equivalent) from an accredited institution in languages or another relevant field.

Experience

At least eight (8) years of progressively responsible professional experience in and a demonstrated ability to perform the translation, revision and quality assessment of technical texts.Good working knowledge of standard MS Office applications and ability to work with Computer Assisted Translation (CAT) tools.Knowledge of terminology in the area of finance, agriculture and rural development will be an advantage.

Language requirement

Must have a perfect command of Spanish or should be the mother or principal language of education.Excellent command of English is required.Excellent knowledge of French and/or Arabic is an asset.

About the Role

The Human Resources Director, under the guidance and supervision of the Associate Vice-President, Corporate Services Department, will lead, manage and motivate a team of managers and senior specialists who are also supervisors, specialists and assistants. The HR Director is responsible for managing and supervising the delivery of a division s programme of work within an allocated budget, as a member of a departmental management team.

In particular, the HR Director is ultimately responsible for the vision, strategy, policy and guidance of the division, for interacting with Senior Management, the Executive Board and Governing Bodies, and for ensuring that the division has all the necessary management, political and resource support it requires from its principal stakeholders to carry out its vision.

To be successful in this role, you must be:

Educated to the Masters or equivalent level in Human Resources Management, Organizational Development, Learning, Training and Development, Organizational Psychology or in any other technically relevant area;

Have progressively responsible professional experience in a technically related area in a multi-cultural organization or national organization providing support on a global scope, with progressively responsible supervisory / team leader experience;

CONTEXT

As part of the communications department based in Brussels, the Combo team works on information and strategic communication matters related to MSF operations in a number of countries managed by MSF s Operational Centre of Brussels.

In this case, the Communications Officer position will be responsible for operational communications support to Cell 2 based in Rome, which currently manages the MSF projects in Egypt, Greece/Balkans, Italy and Mauritania. Due to the nature of MSF programmes in these countries, the Communication Officer will work with a particular focus on the issue of migration and refugee advocacy and communications.

The Communications Officer is physically based in Rome, in the MSF Italy office. He/She regularly travels to the Brussels office in order to maintain close relationships with the rest of the Combo team as well as the Humanitarian Advisor on Displacement. Regular travels are also expected to countries mentioned above and new countries the cell might start working in.

Interactions

The Communications Officer is part of the Combo team and reports to the Communication & Audiovisual Coordinator based in Brussels.He/She defines and implements operational communications strategies in coordination with the Operations Coordinator of Cell 2 in Rome and the Country Representatives in the field. He/She works closely with the Humanitarian Advisor on Displacement, in the Humanitarian Innovation Team based in Brussels.The Communication Officer shares information to keep the MSF Italy communications department up to date on operational issues (Cell 2 countries) and works in coordination with the MSF Italy Communications Director for issues related to MSF operations in Italy and to the image/ perception of the organisation in the country that are intertwined with the MSF Italy mission. THE POSITION

Under the general supervision of Director Programs, the Operations Specialist Field Support will perform the following duties:

Act as focal point at Headquarter level in coordination with various relevant Departments - for the planning and set-up of new IDLO field offices;

Identify suitable office premises to facilitate IDLO s programmatic work - including through field missions - with focus on Honduras, Jordan, Ukraine, Mali, Indonesia, Tunisia and Myanmar;

Lead on the establishment of IDLO s new field offices in terms of operational support functions, including Finance, Human Resources, Information Services, Office Services, Procurement and Logistics;

Facilitate the development of an Operations Manual in close collaboration with different Departments as a resource to guide Program managers in the implementation of IDLO s Programs;

Ensure that the policies, procedures and systems regarding Operations Services in newly established and existing field offices are in compliance with IDLO s institutional standards and approach, while at the same time taking into account the realities of working in the various countries;

Assist in the recruitment and induction of newly recruited support staff in these offices in collaboration with Departments in Organizational Services;

In collaboration and coordination with the IT department ensure effective and efficient information systems and services for the Organization in its field offices in order to support an appropriately networked multi-office work environment;

Under the guidance of the Security Advisor ensure that the necessary security provisions are in place;

Assist in maintaining a highly efficient and secure Office Services function in all of the Organization s field offices with a strong focus on client-service for both internal and external users;

Perform other similar duties as requested by the Supervisor.

IDEAL CANDIDATE PROFILE

Education

Minimum of a university degree in: business administration /management / social science or a related field.

Experience

Minimum of 8-10 years of substantial professional experiences as Logistics Coordinator and/or Field Operations Manager with large NGOs/INGOs and/or UN.

Hands on experience of program management, office set up and policy development/ implementation in field locations is essential.

Language

Fluent oral and writing skills in English is essential.

Working knowledge either of Spanish, French, Arabic and Russian will be highly advantageous.

Specific Technical & Behavioural competencies:

The World Food Programme (WFP), Food and Agriculture Organization (FAO), and International Fund for Agricultural Development (IFAD) are currently seeking consultants with experience as Investigators for inclusion on their roster. Please see the Organizational Context section for background information on each of the participating organizations. Duties and Responsibilities The Consultant is required to plan, organize and conduct investigations and will report to the assigned person in the selecting organization. The Consultant will normally work from his or her home country. Travel will only be undertaken as required by individual investigation missions to the field; such missions may include travel to hardship duty stations.

For the cases assigned to him/her, the consultant will:

Prepare proposed work plans and annexes for review by the assigned person in the selecting organization;Discuss, plan and co-ordinate investigations into allegations with the assigned person in the selecting organization;Conduct investigation field missions in accordance with the approved investigation work plan;Analyse information, prepare reports presenting facts, circumstances, and conclusions and recommendations for review by assigned person in the selecting Organization.

Duties

During the assignment the Consultant will conduct himself/herself in a professional manner, will keep confidentiality and will exercise due care in carrying out his/her work. The Consultant will be expected to undertake the tasks in accordance with the standards of quality, style and format used in the selecting organization. In the event that the Consultant s expected output or conduct is unsatisfactory at any point during the course of the assignment, the selecting organization reserves the right to terminate the consultancy contract. A final evaluation of the performance of the Consultant will be issued by the selecting organization.

Payment Terms

The consultancy fee will be paid per working day. The cost of mission travel will be reimbursed as per approved investigation work plans. Payment will be made upon submission of monthly invoices, specifying the number of working days spent on each approved case, and providing documentation to support approved mission expenses.

Fees will be based on:

(i) level of work in terms of responsibilities and complexity of the assignment;

(ii) degree of specialization required by the assignment; and

Organizational Context World Food Programme (WFP)

The WFP Office of Inspections and Investigations (OIGI) reports to the Inspector General and is responsible for investigations services to WFP and its affiliated entities. OIGI provides independent, objective assurance on the effectiveness of risk management and the effectiveness and adequacy of internal controls. OIGI also responds to allegations of misconduct by conducting and reporting on investigations.

The OIGI is responsible for conducting investigations into allegations of misconduct, such as mismanagement, fraud, corruption, retaliation on whistle blowers, workplace harassment, abuse of authority, violation or wilful disregard of applicable regulations, rules, and administrative instructions, that involve WFP staff, contractors and other applicable persons. The OIGI Office is also tasked with investigating allegations against parties external to WFP of financial irregularities committed to the detriment of WFP. In addition, OIGI may undertake proactive investigations in high risk areas that are susceptible to wrongdoings, fraud and corruption.

OIGI conducts investigations in accordance with the Uniform Principles and Guidelines for Investigations endorsed by the 10th Conference of International Investigators, the OIG Charter, the WFP Legal Frameworks, including the Anti-Fraud and Anti-Corruption Policy and the Sexual Exploitation and Abuse Policy, , and the OIGI Investigation Manual/Guidelines/SOPs.

Food and Agricultural Organization of the United Nations (FAO)

The Office of the Inspector-General (OIG) provides oversight of the programmes and operations of the Organization, through internal audit, investigations and inspections in accordance with the mandate sets out in its Charter. It provides independent objective advice and assurance on whether the outputs of the Organization are produced with due regard to economy, efficiency and effectiveness. With FAO's overriding mandate of ensuring humanity's freedom from hunger, it is imperative that all resources allocated to this end, both human and financial, are used with care and not diverted from their ultimate purpose.

OIG s Investigation Unit (OIG/INV) is responsible for investigations of allegations of misconduct such fraud, forgery, retaliation on whistleblowers, sexual exploitation and abuse or other misconduct that involve FAO personnel. It also investigates allegations of fraud, corruption, collusion or other unethical practices by any bidder, contractor, supplier, implementing partner or other third partyin connection with FAO financed or executed activities

The Unit ensures that investigation results are captured in order to develop lessons learned and recommends procedural and policy changes that enhance integrity within FAO. The Investigation Unit conducts investigations in compliance with the Guidelines for Internal Administrative Investigations by the Office of the Inspector General adopted by FAO, based on the Uniform Guidelines for Investigations adopted and endorsed by the Conference of International Investigators,

International Fund for Agricultural Development (IFAD)

In its efforts to help poor rural people overcome poverty, IFAD aims to ensure that development funds reach them in the most efficient, effective and transparent manner possible. Fraud and corruption divert resources away from the people who need them most. The goal of IFAD s Policy on Preventing Fraud and Corruption in its Activities and Operations ( the anticorruption policy ), is the prevention of fraud and corruption within the Fund itself and in activities financed by IFAD at local, national, regional and international levels.

The Office of Audit and Oversight (AUO) and its Investigation Section (AUO/IS) lead IFAD s efforts in combating fraud and corruption. AUO/IS has been mandated to investigate alleged irregular practices, namely: (i) fraud and corruption, in relation to entities, contractors and non-staff individuals applying for or participating in an IFAD-financed project or headquarters-related contract, and (ii) staff misconduct.
