Background

Australia's education assistance in Papua New Guinea (PNG) is designed to address education access, including for women and girls, improve the quality of education, and improve young people's employability. Australia provides support to the basic, secondary, technical and higher education sectors using a range of mechanisms, including the Education Capacity Development Facility (ECDF). The Australian High Commission's Education Program (Education Program) manages, and oversees the delivery of activities under the ECDF. ECDF provides high-quality technical, operational and logistical assistance to the education sector as prioritised by Australia and the Government of Papua New Guinea (GoPNG) at national and provincial levels.

The Role

The DFS Monitoring Coordinator will be responsible for the following outcomes and deliverables as part of his/her contractual responsibilities. He/she will work in collaboration with other advisers and officers of NDoE:

Monitor and report on the delivery of DFS supported activities according to approved plans, budgets and timelines agreed by NDoE and the Education Program.Work alongside officers and identify areas for additional short term technical support to prevent or address bottlenecks impacting on delivery of DFS and CDC activities,Foster an environment of proactive compliance with systems and processes relevant for DFS. This includes delivering tailored assistance through problem solving, coaching, and providing instruction to reform non-compliance practices for expenditure and acquittals,Promote consistency of activity plans and expenditure with guidelines agreed between the Education Program and NDoE and report any identified non-compliance,Work closely with the ECDF Monitoring and Evaluation Adviser to record results and document lessons learned;Provide general support to the Monitoring and Evaluation Adviser in the development and implementation of an M&E Framework;Facilitate the use of planning, monitoring and evaluation software to develop joint reporting systems across ECDF activities;

This position is assessed as C2 under the Adviser Remuneration Framework.

Key Selection Criteria

In conjunction to your resume please provide a response to each of the criteria listed below

Essential

Considerable professional experience working in or with a large government department or similarly complex organisation in a developing country preferably including PNG or the Pacific,Considerable experience in program management, financial reporting, monitoring of budgets and expenditure against budgets and acquittals, and essential knowledge of project reporting and monitoring cycles,Demonstrated understanding of basic principles of government procurement processes and financial management,Proven ability to apply independent judgement and influence and develop consensus balancing multiple expectations and objectives,Demonstrated ability to work effectively with senior management and as part of a team to deliver results on time,Demonstrated high level cross-cultural, interpersonal, written and oral communication skills, and the ability to communicate technical information to a wide variety of audiences, andUnderstanding of equity-related issues including gender, disability and social inclusion in a development context.

Desirable

Demonstrated high-level understanding of the education sector and its component subsectors,Understanding of international development agreements and international education policies and practices.Experience with project planning and monitoring software, andExperience working in PNG or a developing country context.
