Iraq: Child Protection Manager

Approximately 45,000 Syrian refugees live in Domiz refugee camp, located outside of Dohuk in the Kurdish region of Iraq, and hundreds more arrive every day. The IRC recently completed a Child Protection Rapid Assessment (CPRA) that identified the child protection risks and existing protection mechanisms within the camp. Findings from the assessment show a prevalence of protection concerns including the presence of a number of unaccompanied bo ys; overcrowded tents that expose children to risk of abuse; symptoms of trauma among children (violence, becoming withdrawn, and crying frequently); and the presence of a significant number of disabled children who are unable to access services and are often left alone in the camp. Child labor has also emerged as an issue, with children leaving the camp during the day to beg in Dohuk town, or work in other sectors such as construction and factories. Currently a small number of actors targeting children have focused on recreational and psychosocial needs, but little work has been done to integrate child protection principles in other services and institutions.

SCOPE OF WORK
Over the course of the 10 month project this position will make a significant impact on the quality of child protection service delivery as part of the Syrian response to child protection needs. The Child Protection Manager will be responsible for building the case management capacity of child protection staff throughout the region through training and mentoring with a national team. The Child Protection Manager will also take the lead in the capacity building of decision makers, coordination structures and the development of Standard Operation Procedures for case management in the Kurdish region.

SPECIFIC DUTIES AND RESPONSIBILITIES
This position will be responsible for the coordination and delivery of child protection training, case management training, mentoring of trained staff. The position is also expected to ensure that all trainings and capacity building activities integrate the IRC’s responsibility for unaccompanied and separated children and their best interest determination.

Project Design, Support and Planning
* Work with senior IRC staff and donor/stakeholders to identify specific training needs based on an existing draft and develop a detailed work plan accordingly.
* Develop job description, recruit, orientate and train national staff, in coordination with HR and with support from senior management.
* Work closely with operations and grants to coordinate to ensure quality, timely, implementation and development of programs, including providing oversight over the budget versus actual, indicator tracking tools, and other grant management tools used by the IRC; participation in monthly grant review meetings; and regular monitoring of internal program purchase request tools.
* Work with team to ensure projects are implemented in conformity with the IRC program frame work promoting and protecting rights, participation, capacity building, partnership, and holistic planning.
* Ensure donor compliance in program implementation and procurement.

Capacity Building, Training and Staff Development
* Develop and/or adapt training material for child protection concepts training, case management training, CPIMS training and advanced child protection trainings.
* Develop a mentoring programme for child protection units to ensure lessons learned from trainings are implemented at field level.
* Work with child protection sub working groups and other coordinating bodies to develop and implement child protection SOPs.
* Support an understanding of child protection minimum standards in humanitarian action throughout the region through a series of workshops.
* Support to case conferencing process by attending case conferencing meetings and advising where appropriate.

Documentation, monitoring and evaluation
* Ensure all trainings are documented including pre/post testing results, photos, attendance records.
* Produce a final report for the project that identifies l essons learned, best practices and annexes all training modules.

Support to other Child Protection activities
* Provide technical input into child protection programming including proposal development for the country programme.
* Provide technical support to the IRC’s child protection social workers where required.

REQUIREMENTS
* University degree in law, social work, sociology or relevant field
* Experience in working in emergencies
* Three years of relevant work experience in the area of child protection, developing case management system
* Expertise in case management
* Excellent training/coaching and mentoring skills
* Knowledge of CPIMS
* Excellent analytical skills with a good vision to create strategies
* Fluency in English mandatory and Kurdish or Arabic an advantage
* Previo us experience in working in the region advantage
* Experience in refugee (child) protection and/or working with UNICEF an asset

WORK ENVIRNOMENT
The position will be based in Dohuk, Iraq and will be provided shared housing. The Child Protection Manager will be required to travel to project locations in the country and surrounding region.
